VALLEY CENTER (CNS) - The first two homebuilders were named Wednesday for a master-planned community to be built on the site of a former dairy farm in Valley Center.Shea Homes and Beazer Homes will construct some of the 632 planned residences in the 186-acre Park Circle being developed by Touchstone Communities, a San Diego-based real estate investment and land development company.Walnut-based Shea Homes has an office in San Diego. Beazer Homes, based out of Atlanta, has built communities in Fallbrook and Oceanside.The Park Circle community will be the core of Valley Center's South Village and has been in the making for seven years. VALLEY CENTER (KGTV) - A house of horrors is what owners Brenda and Travis Fox came home to after evicting the founders of HiCaliber Horse Ranch.Stepping out of your car, you smell the manure. "This is appalling," Veterinarian Adrienne Moore said.Moore unearthed a plastic bag in a pile of horse manure with small horse bones. She believes it was a still birth. She found shoulder and rib bones, hair she postulated either from the mane or tail.The HiCaliber Horse Ranch came under scrutiny, accused of buying sickly horses at auction then killing them at the horse ranch. "As far as the eye can see and what we're walking on right now is still the manure pile," Travis Fox said there were five piles six feet deep of manure. Throughout each home, alcohol bottles were strewn about. Trash litered every surface. Brenda said the property looks incredibly better compared to a week prior.The couple filed a lawsuit against the founder of HiCaliber for damages. UNIVERSITY CITY (KGTV) -- Several University City residents were rescued from their apartment balconies early Monday morning after their building became flooded in up to four feet of water from a busted fire hydrant.The incident first started around 1:30 a.m. when a motorist in an SUV crashed into a fire hydrant in the 9000 block of Genesee Avenue, in front of the Canyon Park Apartments across from La Jolla Country Day School.The sheared fire hydrant created a geyser that flooded the adjacent apartment building. Several lower level units became submerged in up to four feet of water. Some residents were forced out onto their balconies as waterfalls cascaded through their apartments and into the canyon below.Firefighters were able to rescue those trapped on their balconies without further incident. It took crews about a half hour to turn off the water.The American Red Cross was called in to help 22 adults, six dogs and a cat arrange for another place to stay.The driver told officers he fell asleep before crashing into the fire hydrant, San Diego Police officer Tony Martinez said. 1107
