SAN DIEGO (KGTV) – At a press conference on Wednesday afternoon, San Diego Police Chief David Nisleit and San Diego Mayor Kevin Faulconer announced new policies on de-escalation and an officer's duty to intervene.Mayor Faulconer said the changes come three weeks after he called for a series of public meetings for feedback on community and police relations.“These policies are meant to protect the officer as much as the subject and prevent escalation whenever possible before force is used,” he told reporters.The first of SDPD'S two new stand-alone policies requires officers, when safe and reasonable, to use techniques that can resolve situations either through lower levels of force or no force at all.The second new stand-alone policy requires officers to step in if another officer is using unreasonable force and mandates that they report the incident to a supervisor.“Let me be clear. It's not as though the SDPD was operating without de-escalation tactics before but now the department has separate, expanded stand-alone policies that don't just suggest de-escalation, they require it,” added Mayor Faulconer.“It's an absolute. SAN DIEGO (KGTV) — As Pfizer’s COVID-19 vaccine rolls out to healthcare workers, at least four have had severe allergic reactions after getting the shot.The cases include two healthcare workers in Alaska and two in the UK. In the UK cases, both individuals carried epipens.“So these were people with a history of severe allergies and not just severe allergies like you got hives, but they had allergies where they encounter certain things in the environment and their body shuts down,” said UC San Francisco infectious disease expert Dr. Peter Chin-Hong.All four have apparently recovered.At this point, doctors aren’t sure what caused the reactions. Generally speaking, allergies when your immune system overreacts to something harmless.Pfizer’s vaccine has 10 ingredients that fit into four categories.The active ingredient is mRNA. These are temporary genetic instructions for your cells to build a small, harmless fragment of the virus’ shell to train your immune system, similar to setting up a punching bag to train a boxer.Then there are fats to stabilize and transport the mRNA, salts to maintain the pH, and sugar to prevent the solution from degrading while freezing.All the ingredients are considered standard. Dr. Chin-Hong says he was struck by what’s not in the vaccine.“They didn't have egg products or any of those kinds of things that people might be allergic to,” he said. “They didn't have live virus, which might also elicit a response.”The only ingredient with a history of allergic reactions is polyethylene glycol, or PEG, one of the fats that acts as an oily bubble for the mRNA.PEG is also in Moderna’s vaccine and it’s common; it’s found in ultrasound gel, laxatives, injectable steroids and other products.Although PEG allergies are rare, the FDA says people who are allergic to any of the 10 ingredients should not get the vaccine.However, experts say people with common allergies should not worry.“A lot of people have minor food allergies or bee-sting allergies or peanut allergies or environmental allergies,” said Dr. Christian Ramers of Family Health Centers of San Diego. “They may even carry an epi-pen because sometimes it gets severe. Those people would not be excluded from getting this vaccine.”The American College of Allergy, Asthma and Immunology issued guidance saying people with those common allergies, including to latex and medications, “are no more likely than the general public to have an allergic reaction” to the vaccine.After every shot, people who get vaccinated have to wait 15 minutes so healthcare workers can monitor them for a reaction. Should one occur, interventions like epi-pens are very effective.The FDA said people with a history of allergic reactions to vaccines or injectable drugs can still get the shot, but they should wait 30 minutes for slightly longer monitoring.The odds of having a severe allergic reaction to any vaccine is about 1 in 760,000. That means you’re more likely to be struck by lightning in a given year, which the CDC estimates is about 1 in 500,000. 3048

SAN DIEGO (KGTV) — As county leaders struggle to control the latest surge of COVID-19 in San Diego, there is an acknowledgment that there are no good options. While many businesses are preparing to ignore public health orders to close or limit operations, public health experts warn the consequences of failure to limit the spread of the virus will be dire.“The reality of it is indoor spaces with people talking without masks are not safe. I think that’s really important to getting this under control,” said Dr. Rebecca Fielding-Miller, an expert in infectious diseases at UC San Diego.She says the county has tried to chart a middle course between allowing businesses to remain open while trying to rein in the virus. “We have been, I’m really sorry to say, doing it in half measures since March," Fielding-Miller said.But to be successful, such a policy requires a great commitment by the public to safety measures such as wearing masks, social distancing, and avoiding gatherings. That commitment has proven vulnerable to the COVID fatigue felt by the public, as adherence to those measures tends to slide with time.Fielding-Miller says some counties in the United States, along with some other countries, have had success with brief but strict lockdowns. However, there may not be public support for such actions here.Others advocate a full reopening of the economy and letting the virus run its course. They argue that the economic, psychological, and educational harm from the public health restrictions are greater than the damage caused by the virus itself. Proponents say the United States should try a “herd immunity” strategy, where attempts are made to protect vulnerable populations, but the virus is otherwise allowed to spread unchecked through the general population. The theory projects that once enough people are infected, the virus has nowhere left to spread and will die out on its own.Most public health experts say that method could prove catastrophic. They point out that it’s not known how many people would have to be infected, but it would have to be a majority. “If we went down this path where we attempt to infect 70% of the population, the very, very likely outcome is we would end up with something like one to two million Americans dying,” said Fielding-Miller. There have already been cases of people being infected for a second time. “We would end up with extraordinarily high rates of disability and mortality for no gain at all, for people to just be able to get reinfected in six months. SAN DIEGO (KGTV) -- City Council members Friday announced a plan to push for a temporary shelter for the homeless in Murphy Canyon.Council members Lorie Zapf and David Alvarez will hold a news conference Monday to request that a shelter be built at the former Chargers training facility.The complex, owned by the city, has remained unused since the Chargers moved to Los Angeles and will likely remain vacant for several more years.Announcing the press conference, the councilmembers said, “The San Diego River has seen an explosion of homeless encampments this year.
