SAN DIEGO (CNS) - A stabbing at a College Area bus stop left a man badly injured Friday, authorities reported.The 50-year-old victim was waiting for a bus in the 6900 block of El Cajon Boulevard when the assailant approached and began arguing with him shortly before 11:30 a.m., according to San Diego police.The quarrel ended when the stranger pulled a knife and stabbed the other man in the arm, then fled on foot, Officer Tony Martinez said.Patrol personnel applied a tourniquet to the victim's bleeding arm and performed CPR on him prior to the arrival of paramedics, who took him to a hospital for treatment of serious but apparently non-life-threatening trauma.Witnesses reported that the assailant -- described as a heavyset, heavily tattooed man in his 20s or 30s, wearing a red shirt and black bandana- style mask -- left the area eastbound and appeared to enter a nearby motel, police said. SAN DIEGO (CNS) - A Riverside County woman is facing a maximum penalty of 20 years in prison and a 0,000 fine for smuggling 20 containers of an unregistered Mexican pesticide across the border into the United States, according to the U.S. Attorney's Office in San Diego.Veronica Perez, 40, of Hemet, was convicted Wednesday following a three-day jury trial in San Diego federal court for concealing zinc phosphide in her purse as she attempted to cross the U.S.-Mexico border on July 11, 2019.Ingestion of small amounts of zinc phosphide, which is used to kill rats, mice and other small animals, can cause death in humans, according to the U.S. Environmental Protection Agency, which says seven drops to one teaspoon of the chemical "would likely kill a 150-pound person."Special Agent in Charge Scot Adair of the EPA's Criminal Investigation Division in California said, "The pesticides involved in this case pose serious public health and environmental dangers. The verdict in this case demonstrates that individuals who intentionally violate smuggling and environmental protection laws will be held responsible for their crimes."A sentencing date was not immediately announced. 1192

SAN DIEGO (CNS) - California State University police chiefs Friday banned the use of the carotid restraint and pledged to implement policing recommendations offered by a 2015 federal task force on the CSU's 23 campuses, which include San Diego State and Cal State San Marcos."As police chiefs of the California State University's 23 campus police departments, we have been galvanized by the many voices across our state and nation demanding accountability, equity and justice," the chiefs said in a joint statement. "We have seen the tragic impact of racism and bigotry, and many in our departments have experienced it personally. We are unitedly determined to take action."CSU Chancellor Timothy White and every CSU campus president supports the pledge to adopt recommendations of The President's Task Force on 21st Century Policing, reported to then-President Barack Obama in May 2015, according to the chiefs."We are determined to lead by example, joining a growing number of American cities that have committed -- collectively and collaboratively -- to address police use-of-force policies," the statement continued. "To that end, and effective immediately, we are prohibiting the use of the carotid control hold by all CSU police officers. Additionally, no CSU police officer will receive or participate in trainings that teach the carotid control hold."The task force's recommendations are organized around six pillars: Building Trust and Legitimacy, Policy and Oversight, Technology and Social Media, Officer Wellness and Safety, Community Policing and Crime Reduction, and Training and Education.The chiefs also committed to looking for ways to incorporate those concepts into the training and certification provided by the California Commission on Peace Officer Standards and Training. SAN DIEGO (CNS) - A San Marcos man was behind bars Monday for allegedly driving under the influence of alcohol and causing a crash that killed a woman in his car.Ramos Santos, 37, lost control of his 2002 Honda Civic at the intersection of Aviara Parkway and Cobblestone Road in Carlsbad around 6 p.m. Sunday, sending it smashing into a light pole, according to police.Santos' 41-year-old passenger died at the scene, Lt. Christie Calderwood said. SAN DIEGO (CNS) - At least one person was seriously injured this morning in a crash that may have involved an alcohol-impaired driver, the California Highway Patrol said.A car reportedly rolled over and caught fire about 3:44 a.m. on southbound state Route 15 near state Route 94, according to a California Highway Patrol incident log. Moments later, dispatchers were told the car appeared to have exploded.The fire-damaged car was then struck by another car, according to the incident log. A third vehicle was also involved in the crash, though details were scant.At least one person was left with serious injuries.
