New plans for student loan debt forgiveness are being proposed as President-elect Joe Biden prepares to take office in just a few weeks. Many of those with student loans, as well as many economists, are hopeful some form of student loan debt forgiveness will pass.“I think it is one of the most accessible ways President-elect Joe Biden has to stimulate the economy,” said Suzanne Kahn, director of education, jobs, and worker power at the Roosevelt Institute in New York.In an interview covering the possible benefits of student loan debt forgiveness, Kahn explained the two ways in which the Biden can get the debt forgiven. One, he can push for Congress to include this debt relief in the next stimulus package, or two, he can take executive action. Either option could eliminate student loan debt for roughly 15 million borrowers and reduce the debt of another 30 million Americans. The president-elect is currently focused on pushing for ,000 to be forgiven in the next stimulus bill and has not said if he would actually consider executive action. However, he has also not refuted that option either. The latter option is certainly the more controversial way to get this debt forgiven, although many Democrats argue it is still legal and fully within a president’s power to do so. Many high-ranking Democrats in Congress explain Biden would have the authority to do this through the Higher Education Act.Experts like Kahn believe it is more likely that Congress will not agree on any amount of student loan debt forgiveness and Biden will take executive action.“I think that it is through executive action, or at least the first movement we see around it will be executive action,” said Kahn. “That really is because the federal government owes 95 percent of student debt, and the Secretary of Education has the ability to cancel it.”“My stance is that it is not inevitable,” said Neal McClusky, director of the Center for Educational Freedom at the Cato Institute.McClusky believes a third option is that no form of student loan debt forgiveness is passed, while he concedes there is a chance that Biden could issue an executive order forgiving student loan forgiveness. However, he also points out that option could be challenged in the courts with some questioning his authority through the Higher Education Act.“There seems to be straws that he can grab and say, ‘Look, this gives me the authority to just write off this debt.’ Other people say it is not clear in the law that he can do that,” said McClusky. “So, what would be the most likely outcome is that he would try. If he were to try and cancel student loan debt through executive action, it would end up in court and would be a pretty long court battle.”So, at the end of the day, where do we really stand with student loan debt forgiveness? The consensus is that it is more likely than ever before that some form of student loan debt will be forgiven, but we’re still nowhere close to a guarantee that will actually happen anytime soon.“I don’t think it is inevitable, but I do think it is important that it is on the table,” said Kahn. 3115

NEW YORK (AP) — Move over Mark Zuckerberg. At 21, Kylie Jenner has been named the youngest-ever, self-made billionaire by Forbes magazine.Forbes estimated that Jenner's Kylie Cosmetics is worth at least 0 million, and she owns it all. She hits the billion-dollar mark when you add in cash she has already pulled from the profitable business, the magazine said.Facebook's Zuckerberg was 23 when he hit the big B mark.Jenner told Forbes the milestone is a "nice pat on the back."Detractors have wondered as the Jenner-Kardashian sibling climbed her way to a billionaire exactly what Forbes means by "self-made." Her family, after all, is rich and famous. Her mom, Kris Jenner, helped build her business.Forbes says as long as she didn't inherit a business or money, she's labeled self-made. 799

NEW YORK, N.Y. – Rush Limbaugh provided an update on his "roller coaster" battle with lung cancer Monday, saying a recent scan showed “some progression” and that it’s “in the wrong direction.”The conservative talk radio host has been seeking treatment since he announced in February that he was diagnosed with advanced lung cancer. In a statement posted on his website, Limbaugh said his scans had previously shown that his treatments had “rendered the cancer dormant,” meaning they had stopped the growth of the cancer.“It had been reduced, and it had become manageable,” he said.Limbaugh said he has stage 4 lung cancer and that his team has adjusted his chemotherapy drugs with hopes of keeping additional progression at bay as long as possible.“The idea now is to keep it where it is or maybe have it reduce again. We’ve shown that that is possible. If it happened once, it can happen again,” he said. “So that’s the objective of the current treatment plan.”Limbaugh did address that his cancer is likely terminal.“It’s tough to realize that the days where I do not think I’m under a death sentence are over. Now, we all are, is the point,” he said. “We all know that we’re going to die at some point, but when you have a terminal disease diagnosis that has a time frame to it, then that puts a different psychological and even physical awareness to it.”The host has not mentioned his cancer battle that much since his diagnosis, saying that he doesn’t want to treat it as “an opportunity to bleed on the audience, to either complain or constantly update.” He says that’s because he’s not the only one going through hardships. 1637

NOAA is predicting about a 70 percent chance of El Ni?o conditions to develop during the 2018-2019 winter. So, if frigid temperatures and lots of snow are not your thing, then this may be good news for you.  El Ni?o is the warm phase of a climate pattern across the tropical Pacific. The pattern can erratically shift back and forth every two to seven years, which triggers disruptions of temperatures, precipitation and winds.  These changes cause large-scale air movement in the tropics but have global effects.  537

NEW YORK CITY — Despite initially saying work would begin Thursday on a large "Black Lives Matter" mural on New York's Fifth Avenue, New York Mayor Bill de Blasio's office has now said the painting of the mural will be postponed until next week. The mayor said at his daily briefing Thursday that the delay was due to "logistics" and that his office will have more announcements about the project at a later date.De Blasio first announced the mural in late June, saying it would be painted on the famed avenue, right in front of Trump Tower. The location selected intentionally."Painting 'Black Lives Matter outside (President Donald Trump's) home is a message to him that, in fact, black lives do matter, that black people built New York City and they've never been compensated for all they did," de Blasio said.Dozens of cities across the country have painted similar murals on city streets, following in the footsteps of Washington, D.C.President Donald Trump slammed the planned mural Wednesday, calling it a "symbol of hate" in a series of tweets.Trump claimed the mural would be "denigrating this luxury Avenue" and "will further antagonize New York's Finest."De Blasio fired back on Twitter saying, "Black people BUILT 5th Ave and so much of this nation. Your 'luxury' came from THEIR labor, for which they. have never been justly compensated.""We are honoring them. The fact that you see it as denigrating your street is the definition of racism," de Blasio tweeted. On Tuesday night, New York City lawmakers approved an billion budget for 2021. That budget cuts the NYPD funding from the billion the department received in 2020 to about billion. This story was originally published by Anthony DiLorenzo on WPIX in New York City. 1752
