"But it also eats way the competitive edge of thousands of small businesses that used to rely on cheap labor."Besides the worker scarcity, many entrepreneurs are also worrying about the skills and overall quality of their employees.Zhou Xiaoguang, president of a Yiwu-based decoration firm, remembers the dainty products he saw at an exposition in Europe. "Why can't we produce stuff like that? We can spend heavily to buy better equipment and hire better designers, but we don't have high-caliber workers at our production lines."Langsha Group, China's leading producer of socks and stockings, dropped a procurement plan last year for an Italian-made automatic packing machine that could spare the manual work of 30 workers and improve quality."No one is able to run the machine or fix it if it breaks down," said the group's president Weng Rongdi. "Our lack of training for the workers is a big problem.""Like all other Chinese manufacturing companies, we need high-caliber workers if we want to make further breakthroughs," he said.

BEIJING, Feb. 26 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, concluded its three-day session Friday, after approving the National Defense Mobilization Law and an amendment to the Copyright Law.President Hu Jintao signed decrees to publish the new Law and the amendment to the Copyright Law, which will take effect on July 1 and April 1 respectively.The concluding meeting was presided over by Wu Bangguo, chairman of the NPC Standing Committee.The National Defense Mobilization Law "is significant for enhancing the country's national defense building, strengthening mobilization ability for national defense, as well as for safeguarding national security and ensuring economic and social development," Wu said.The top legislator warned of the "pressing task" of ensuring food safety, and called for improving the country's food safety supervision network.Final preparations were made during the bimonthly session for the upcoming 11th NPC annual session.The session was a very important meeting for expressing ideas about how the country could further develop, Wu said.He urged all the NPC Standing Committee members to listen to the opinions of NPC deputies who would attend the annual session, and fully respect their democratic rights.The Standing Committee approved the draft agenda of the upcoming annual session and a work report by the 11th NPC Standing Committee which is to be delivered by Wu at the session.The top legislature Friday appointed Wu Shuangzhan, Peng Xiaofeng, Liu Yongzhi, Liu Zhenwu, Ge Zhenfeng, and Fu Tinggui as vice chairpersons of six special committees under the NPC respectively.The Credentials Committee of the NPC Standing Committee examined the qualification of deputies to the 11th NPC. BEIJING, Jan. 25 (Xinhua) -- China restated on Sunday its resolute opposition to claims that the government was involved in cyber attack and vowed to enhance cooperation with international community to fight against Internet crimes."Accusation that the Chinese government participated in cyber attack, either in an explicit or inexplicit way, is groundless and aims to denigrate China. We firmly opposed to that," spokesman of the Ministry of Industry and Information Technology told Xinhua in an exclusive interview on Sunday."China's policy on Internet safety is transparent and consistent," he said.Internet security was a global concern which required international coordinated efforts. China was willing to deepen cooperation with other countries and learn from their experiences to make Internet a better place, he said.The spokesman's remarks came nearly two weeks after search engine giant Google said it might quit China citing disagreements with government policies and unidentified attacks targeting Google's services in China."China is the biggest victim country of hacking as its Internet has long been facing severe threats of hacker and online virus attacks," the spokesman said.Official data showed more than one million IP addresses were under control by overseas sources and the number of Web sites tampered by hackers exceeded 42,000 last year.The widespread Conficker worm virus infected 18 million computers per month in 2009, the most in the world, or 30 percent of the global total infected.According to the Internet Society of China, the number of cyber attacks from abroad saw a year-on-year increase of 148 percent in 2008.They not only affected a large number of netizens but also sectors of finance, transportation and energy, which posed severe harm to economic development and people's lives, the spokesman said.He noted the Chinese government had issued various regulations and launched many Internet safety campaigns against the attacks.The National Computer Network Emergency Response Technical Team dealt with more than 1,000 Web accidents in 2009 and helped recover economic losses for many banks and E-business Web sites.China has also taken part in the Internet safety emergency drill organized by the ASEAN countries for many times, and signed cooperation pacts with member countries of regional organizations in Asia.
