VISTA (CNS) - A man is in custody for an alleged hit-and-run accident that caused a fatality, a California Highway Patrol official said today.Authorities arrested David Palafox, 29 of Vista and booked him into the Vista Detention Facility on suspicion of felony manslaughter, driving under the influence, and hit-and-run, said Mark Latulippe, CHP public information officer.Related: Interstate 5 hit and run deathAccording to the CHP, at 8:14 p.m. Friday, Palafox was driving his white GMC Sierra truck eastbound at a high rate of speed on Palmyra Drive, approaching Estrelita Drive.A 51-year-old man was walking across Estrelita Drive near the intersection when Palafox turned his vehicle right and hit him, Latulippe said.Related: Retrial for San Ysidro hit-and-run suspectLatulippe said Palafox didn't stop and fled the scene. Authorities pronounced the unidentified man dead at the scene, Latulippe said.California Highway Patrol officers and San Diego County Sheriff's deputies searched for Palafox's vehicle, finding it parked at a residence less than a quarter-mile from the hit and run scene, Latulippe said.Related: Wrong way DUI crash in CoronadoThey then located Palafox and arrested him.Latulippe said the death remains under investigation. 1260

(KGTV) - Sentencing for a man accused of luring an Earl Warren Middle School girl away from school on multiple occasions to have sex, was postponed after the public defender's wife went into labor.Jeff Calica, 20, pleaded guilty to one count of lewd and lascivious acts with a minor early this year.RELATED: Suit: Computer access at middle school opened door to sex predatorA lawsuit alleges Calica started talking with the 12-year-old Solana Beach student on Google Chat during school hours after she met him through his YouTube channel. Within of month of the first conversation the girl's family's attorney, Steve Estey, said Calica lured the student at least twice to the school parking lot for sex during lunch periods.The girl reportedly told her parents, leading to the investigation and guilty plea from Calica.Calica is scheduled to return to court for sentencing on Dec. 18. 936

It’s exactly one month since Floyd’s death in police custody in Minneapolis sparked a global reckoning over police tactics and racial injustice.According to a Congressional summary of the bill, the legislation would: Limit qualified immunity as a defense to liability in a private civil action against a law enforcement officer or state correctional officerAuthorize the Department of Justice to issue subpoenas in investigations of police departments for a pattern or practice of discriminationLower the criminal intent standard—from willful to knowing or reckless—to convict a law enforcement officer for misconduct in a federal prosecutionThe bill also creates a national registry—the National Police Misconduct Registry—to compile data on complaints and records of police misconduct. 1350

  

WASHINGTON (AP) — President Donald Trump has signed a bill that makes certain acts of animal cruelty a federal felony, saying it’s important for the nation to combat “heinous and sadistic acts of cruelty.”The Preventing Animal Cruelty and Torture Act prohibits extreme acts of cruelty when they occur in interstate commerce or on federal property.The legislation expands on a 2010 law that targeted videos depicting the crushing or torturing of animals, but that did not prohibit the underlying conduct. Under the new law, the underlying acts of cruelty would be a federal crime.An array of animal rights groups attended a signing ceremony Monday in the Oval Office. Holly Gann of the Animal Wellness Foundation says the legislation will “better protect some of the most vulnerable among us.” 800

  

WASHINGTON — Hundreds of demonstrators gathered around the White House for a “noise demonstration and dance party” to try to drown out President Donald Trump’s speech accepting the Republican presidential nomination. Later, a crowd enveloped U.S. Sen. Rand Paul of Kentucky as he left the convention and demanded that he acknowledge police shooting victim Breonna Taylor. The crowd surrounded Paul as he returned to his hotel in Washington after attending Trump's address at the White House.
