SAN DIEGO (KGTV) — The University of California San Diego is planning to make a new first impression. New renderings show the schools intentions of building a "‘grand entrance" to attract more students and people from San Diego. A 3,000 seat amphitheater, a six-building student center with retail and restaurants are just some of the things showcased in the new plans. “There is hardly a thing that exists in the Gaslamp or Balboa that doesn’t exist here,” said UCSD Chancellor Pradeep Khosla on the renderings. UCSD believes public transportation that’s being built near and on-campus will help with the future influx of people they want checking out their amenities. The blue line trolley and the three stations around the area are forecasted to be completed by 2021. “We want to be one more destination to the San Diego experience,” added Khosla, “we’re gonna change this campus to have these things so students can hang out and the community will come here to hang out too.” The price tag is still being worked out but it’s expected to cost well into the hundreds of millions of dollars. 1100

SAN DIEGO (KGTV) — The San Diego City Attorney's Office has filed charges against a man accused of harassing multiple women at a Mission Valley shopping center.Three misdemeanor charges were filed against Orlando Chavez of San Diego, including two for false imprisonment, and one for criminal assault and battery. The City Attorney's Office says Chavez held some women against their will by climbing under their cars and refusing to come out.City officials say Chavez would approach most of his victims in a shopping center at 10330 Friars Rd. In one instance, he reportedly grabbed one woman by the arm and told her, “You can flatten me out any time.” The City Attorney's official initially indicated the incidents took place at Westfield Mission Valley, but later said that was incorrect.In another instance, he reportedly followed a woman into her workplace, and approached another victim as she waited to pick up her children at school. City officials say police investigated him for stalking that woman for nearly two years and slashing the tires of her husband’s car."Everyone has the right to feel safe when going to work, shopping, or picking up their children at school," City Attorney Mara Elliott said. "As City Attorney, I take seriously threatening and harassing behaviors like this and will hold accountable individuals who endanger the safety of any San Diegan."Investigators added that Chavez, 72, has a history of crawling under women's vehicles to prevent them from leaving dating back to 2018.In multiple incidents, he was seen driving a white Chevrolet truck, with a personalized license plate reading HINUF. SAN DIEGO (KGTV) - The Supreme Court ruling striking down the federal ban on sports betting opens the door to making it legal in California.Jeremy Lind stopped by this sports bar in Normal Heights for a little lunch and sports."I'm a Steelers fan myself, Go Steelers!" said Lind.Lind isn't shy about making bets with friends.  His appetite for bets could soon expand."That would definitely open up my betting curiosities I think," said Lind.'That' is the possibility sports betting becomes legal in California, now that the federal ban has been struck down.  The road to legal sports wagering requires a state constitutional amendment.  Both houses must pass a bill by two-third votes. A majority of voters must then approve it at the ballot box.  Proponents say sports gambling is already happening, including off-shore websites.  George Belch is the co-founder of SDSU's Sports MBA program."The main argument for this is: it's a reality and we need to recognize this and how to control it," said Belch.  The regulation would include consumer protections.  Supporters say taxpayers will win out.  Some estimates place revenues from sports betting between 0 and 0 million in annual tax revenues.  Belch says critics will point to sports gambling's impact on the integrity of amateur sports and gambling addictions.    "They will point out we don't want to make it easier people to bet.  It we facilitate it, it's simply not a good thing," said Belch.Belch says if sports betting becomes legal, you could see it at casinos, racetracks, online sites, even individual parlors. The California Nations Indian Gaming Association issued the following statement: "...we would advise the state to move slowly and cautiously and examine all angles as it relates to sports betting.  As the state of California weighs the decision of whether to allow for the practice of sports wagering, we firmly ask that tribes have a place at the table in any and all discussions surrounding this issue.  We also want to make very clear that California voters have, on numerous occasions, confirmed the exclusive right of California tribal governments to operate casino-style games.  Legalization of sports betting should not become a back-door way to infringe upon that exclusivity.  A strong, well-regulated gaming industry is of utmost importance to California’s tribal governments and the public. Protecting the integrity of the gaming industry protects California and is our true North Star that guides all of our stances and decisions ..."To get on the November ballot, both houses would have to approve it by late June.  One Assembly source tells 10news that's unlikely, with a more likely date being November 2020. 2806

SAN DIEGO (KGTV) -- The body of a 9-year-old boy swept away by a current in Rosarito on Easter Sunday has been found in Mexico.Authorities say the body of Erik Ochoa was found around 10 a.m. Thursday morning at San Antonio Del Mar.Ochoa lived in Tijuana with his stepfather while his sisters, Zusel and Hilary live in Chula Vista.RELATED: Family searches for boy swept away in Rosarito?Ochoa was with two other children walking on the beach in Rosarito when they were swept out to sea.One of the boys was able to make it out of the current and ran to get help.
