(KGTV) -- A North San Diego County mother died early Sunday morning and the father of her children has been arrested, authorities said.San Diego County Sheriff's Department deputies responded to calls of a possible shooting just after midnight at a home on 25969 Duro Rd. in Valley Center, according to Lt. Chad Boudreau of the San Diego County Sheriff's Department.When deputies arrived, they found an adult female suffering from a traumatic injury. The victim was rushed to Palomar Hospital where she succumbed to her injuries, said Boudreau.The victim was identified as Mayra Meraz, 31. SAN DIEGO (KGTV)-- Bridging the gap between the community and the police department, the Fairmount Park Neighborhood Association threw a party for the men and women who patrol their streets every day. Daniel Palmer and Russ Connelly reminisced the good old days when the original owners from the 1950s took good care of the then-new Fairmount Park community. "Being in the area that is in the center of everything, it's very desirable," said Connelly, president of the Fairmount Park Neighborhood Association. But as the years went on and the homes changed hands, so did the vibe of the neighborhood."The streets were dirty and the houses were getting more dilapidated," Palmer said. Palmer said there were numerous reports of drugs, break-ins, and speeding problems along Parrot Street."We have a straight part of a downhill side of the street called the 'Parrot Way speedway,'" Connelly said. "A person was hit and run just a couple of hundred yards from my house," Palmer said. But the moment they shared their concerns with patrol officers, they said something changed. Instead of merely ticketing offenders, they said the officers took the time to engage with the community."I think that's had an effect on a lot of the neighbors because they suddenly seem to slow down, watch for traffic, watch what's going on," Connelly said. "You see people putting a coat of paint on their house. You see people picking up their yards. People are happier. They feel more secure," Palmer said. So as a token of their appreciation and hard work, the Fairmount Park Neighborhood Association threw a party for the Mid-City police officers and elected officials who make their area safe. Thank you, they said, for making Fairmount Park the desirable, sweet community it once was. "It's more of a family environment than it was five to six years ago. In all honesty, it's a lot cleaner. People are more friendly. There's more participation, more interaction. San Diego City Council Tuesday night unanimously passed the location of a high-pressure underground pipeline to move sewage from San Diego's Morena treatment plant to a facility in Miramar. Residents say they're concerned the pipeline could break, wreaking havoc on the area. "Our concern is if that line was ruptured, bnecause it's under so miuch pressure, that it would spew raw sewage into the environment," said Ruth DeSantis, a longtime U.C. resident who heads the area's community foundation. DeSantis added that neighbors are concerned over traffic, noise, property values, and even smells seeping out of vents. There's a middle school, park, and hundreds of homes nearby. The city says it took various measures to minimize health and safety hazards, although some impacts like noise and traffic are unavoidable during construction.San Diego spokesman Jerry McCormick added that sewage geysers would not be possible under the pipeline system."Unlike a potable water system, where there are multiple loops to provide continuous pressure and in time of a rupture must be isolated by multiple valves, often times creating large releases of water, this system will not operate like that," McCormick said. "Instead, if there is a rupture, we can shut down the pumps and the flow will come to a very abrupt and quick stop."Community groups in University City are now teaming up with those in Clairemont to fight the project."We can put everything in Clairemont and Clairemont is sleeping, and I just wanted to say, that's not right," said Roseline Feral, of the nonprofit Clairemont Town Council. The city is aiming to have about a third of its water supply be reclaimed water by 2035. SAN DIEGO —An elderly woman was arrested at the Tecate port of entry Wednesday, carrying 92 pounds of heroin valued at more than 0,000. “The cartels will try and manipulate anyone to smuggle their narcotics through the ports of entry,” said Pete Flores, the San Diego Customs and Border Protection Director of Field Operations. “CBP officers are aware of the many tactics used by the cartels and remain ever vigilant to stop anyone attempting to smuggle narcotics.”CBP officers working at the Tecate border crossing encountered a 81-year-old woman, United States citizen when she entered the U.S. driving a 2011 Chrysler 200 at about 11:30 a.m. Wednesday. A CBP K-9 team was screening vehicles as they waited in line for inspection when the detector dog alerted to the driver side rocker panel.CBP officers referred the vehicle for a more in-depth inspection and discovered and extracted a total of 34 wrapped packages of heroin from the vehicle’s rocker panels.
