SAN DIEGO (KGTV) - The California Attorney General’s office sent a warning to HiCaliber Horse Rescue in Valley Center, days after a Team 10 investigation into the group’s practices.The rescue is delinquent with the Registry of Charitable Trusts for failing, in part, to submit its 2016 taxes, according to the Attorney General’s office.HiCaliber told Team 10 investigator Jennifer Kastner it was honest mistake that’s being addressed.RELATED: Questions of fraud and abuse at prominent horse rescueThe group told 10News it received an extension on its 2016 taxes because of a personal emergency.The rescue recently came under fire for euthanasia and questionable fundraising practices. 692

SAN DIEGO (KGTV) -- The latest water main break Sunday in the Midway District is the latest example of San Diego’s aging water system. But the city is working to fix the issue, replacing more than 100 miles of water transmission and distribution pipes.According to city documents, since 2013, San Diego spent 8 million to repair and replace 116 miles of water transmission and distribution pipes.A total of 72 miles of those repairs were on cast iron pipes, the oldest ones in the system. The project started in 2007 and sparked a rate increase to pay for the work.RELATED: Water main break in Midway District causes flooding, shuts down roadAs older piper are replaced, the city has seen the number of water main breaks decrease. "We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."Throughout the project, older pipes made from concrete or cast iron are being replaced with new PVC pipes. Edison says PVC is the industry standard. Pipes made from the material usually last between 50-75 years.The city says its water system extends more than 400 square miles and moves roughly 172 million gallons per day. Included in that area is 49 water pumping stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.The city hopes to have all the cast iron distribution lines replaced by 2018-19. The goal is to have all the larger cast iron transmission mains replaced by 2023. SAN DIEGO (KGTV) -- The City of San Diego is resuming its enforcement of all parking regulations this month.From Wednesday, July 1, through July 14, the city will issue written warnings for vehicles parked in violation of:-- Posted street sweeping routes-- Metered parking restrictions-- Curb time limits-- Commercial zonesCitations will continue to be issued for vehicles parked illegally at red, white and blue painted curbs. SAN DIEGO (KGTV) – The Marine Corps Air Station Miramar said a suspicious letter received by the post office was found not to contain anything harmful Tuesday.MCAS originally sent out a tweet stating that the post office identified a letter around 1:45 that was determined to be suspicious.First responders were called and took “appropriate actions.” Just after 4:30 p.m. MCAS tweeted that the parcel was screened and did not contain anything harmful.MCAS added that the post office is expected to resume normal operations Wednesday.#Update: The parcel was screened and did not contain anything harmful. SAN DIEGO (KGTV) — The military poured .1 billion into San Diego's economy, according to the Military Economic Impact Study released Thursday.The figure higher than expected, according to Executive Director of SDMAC Mark Balmert, due to more ships stopping in San Diego and more sailors and Marines coming to the region.The author of the report, Dr. Lynn Reaser, said these numbers back the idea the military is a mega-industry. She noted San Diego is home to one in every six of the nation's sailors.The study's results were announced across the bay from Naval Air Station North Island, at the Harbor Drive Annex. Mayor Kevin Faulconer was among the speakers and drove home the message: Don't take our military for granted."Those dollars are really going to help every portion of our city," Faulconer said.The focus of this year's study surrounded NAVWAR, Naval Information Warfare Systems Command. The Navy communications headquarters used to be known as SPAWAR. "The new plan is to develop those 70 acres into a technology hub with the NAVWAR headquarters at its center and that will change the Midway District. It will be wonderful for San Diego and it's wonderful for the Navy," Balmert said. "What that's going to mean for our national security for our entire country but also to connect the airport to the trolley," Faulconer added. NAVWAR produced billion in gross regional product and houses 26,000 jobs, according to Balmert, who described the jobs as, "among the better jobs in our community they're high tech jobs, high paying jobs."The study states more than four-fifths of the workforce hold at least a four-year college degree. About two-fifths hold a Master's or Doctorate degree.Reaser said those jobs are secure and will grow, "two-thirds of NAVWAR's employees work in cyber security which is a major emerging cluster in the overall county."Balmert said the future looks brights for San Diego's military growth. He said in the next five years we will double the amount of submarines at Point Loma and add another aircraft carrier to our home port. San Diego has two carriers that home port here, and one is currently ported. The USS Abraham Lincoln is coming back and will dock by the end of the year. 2233
