SAN DIEGO (KGTV) - Neighbors in Hillcrest say an abandoned church has become a campground for the homeless. The church sold the land to developer LMC North Park Holdings in 2018. They were still leasing it out until about a month ago. That's when residents say the homeless started moving in. "It's more or less the drug crowd, sex trafficking, stuff like that that winds up utilizing these areas," he said. The spot on Park Boulevard and Meade Avenue is boarded up, covered in graffiti, and littered with needles. On Tuesday, firefighters say transients smoking drugs started a fire at another vacant building a few blocks down. Passante says it's just a matter of time before that happens at the church. "It's the same people you see over and over and over again and most of them have some kind of mental illness," said Passante. "The quicker places like this can be demolished the less we'll have that problem.LMC North Park Holdings says they are aware of the problem and have hired 24/7 security. Our crews didn't see any security guards while out there for several hours gathering the story. They say they've been waiting on permits and have plans to start demolition by the end of the year. 1206

SAN DIEGO (KGTV) -- No citations were issued at City of San Diego beaches for violation of county and state health orders over Memorial Day weekend as San Diagans headed to the beach during the holiday, according to San Diego Police. Police say they contacted thousand of people on the sand to educate them about proper use of the beaches, but no citations were issued for violation of the county and state order. "We encounter very good crowds and received little to no opposition and gained compliance," a spokesperson for the department said. Although no citations were issued for violating state and county orders at city beaches, other citations were handed out for alcohol in public, public urination, and dogs on the beach. 738

SAN DIEGO (KGTV) - New rules for purchasing bullets go into effect on July 1st, requiring background checks every time someone wants to buy ammunition in California.The law is part of Proposition 63, which voters approved in 2016. In addition to the background checks, it requires a small fee for each transaction."This is to provide more checks and balances, so we have a better idea of who's being sold the ammunition," says Ron Markus, the spokesperson for San Diegans for Gun Violence Prevention. "If you're someone that doesn't pass a background check, you shouldn't be allowed to buy ammunition."But critics say the law will have unintended consequences, including creating a black market for bullets bought out of state."If you're a Californian, and you go out of state to get ammunition and bring it back into the state of California, you've just broken the law. But if you live in another state, you can bring as much ammunition as you want into the state and give it to anybody in California that you like," says Michael Schwartz, the Executive Director of the San Diego County Gun Owners PAC. He thinks that will lead criminals to conspire with people from out of state to supply bullets.Schwartz also says the background checks won't be as easy as the law intended. As it's written, the law requires instant background checks that run people's information through criminal and mental health databases. Schwartz says only people who are already in the system will get an "instant" result. The rest will have to go through more lengthy checks to buy bullets, which could take days."This won't prevent bad people from doing bad things," Schwartz says. "All it does is put onerous requirements on people who are looking to follow the law."Meanwhile, gun shops are seeing a surge in bullet sales as July nears. They also believe they'll get more business once the law goes into effect since it requires all bullet sales to be done in person at a store. Any online sales will also have to go through a licensed retailer in California.But Schwartz says gun store owners still oppose the rule, even though they stand to profit from it."It's more business for the shop owners, but not more business that they're happy about," he says.Gun safety advocates say the concerns are misguided. They say the sacrifices gun owners will have to make because of the new laws are reasonable when compared to the loss of life from guns."We're sick and tired of hearing about people being shot and killed every single day in this country," says Marcus. SAN DIEGO (KGTV) - Owners of sportfishing and diving charters in San Diego expressed their grief and condolences Monday after learning of the deadly boat fire near Santa Cruz Island. John Conniff, the owner of Islander Charters, was at sea guiding a trip when he heard chatter over the radio. "It was in the middle of the night, and I could actually hear it from where I was sleeping, but we could only hear the Coast Guard side of things, at first I heard that there was a fire on a boat," said Conniff. "We couldn't hear the Conception side of the story, but I could hear Coast Guard responding to a serious mayday outside of Santa Barbara."It wasn't until Conniff returned to San Diego that he learned just how devastating the fire was. "My heart goes out to them… my first thought when I heard it on the radio was my own family and then of the families of the 25 people sleeping below decks on our boat," said Conniff. Coniff runs sportfishing and dive trips anywhere from one-and-a-half to five days. He says the whole industry is grieving. Patrick Douglas, with Horizon Charters, posted this message on their Facebook page. "Like many of you in the California dive community we woke up to the devastating news of the Truth Aquatics dive boat fire off Santa Cruz Island last night. Sending our deepest condolences and love out to the families impacted, this is a very sad day for the industry. #prayers"By phone, Douglas told 10News that dive boats in California operate at a higher level than any other state. He says they maintain the highest standards and an incident like this is an anomaly. In his 30 years of experience, Douglas has never seen an incident so severe. Both Douglas and Conniff acknowledge incidents like this are a reminder to double down on safety operations. "I would imagine that everybody is going to take a close look at what they do and how they do it and make sure that 'we're all in good shape."As crews continue searching for the Conception's missing passengers, flowers and other memorials are being set up at the Santa Barbara Harbor. 2079

  

SAN DIEGO (KGTV) - Police are searching for a gunman after a teenager was shot Friday night outside of a movie theater in Escondido.The shooting happened around 8:50 p.m. at the Regal Cinema on West Valley Parkway in Escondido.Police say the victim was shot in the calf and taken to the hospital with non-life threatening injuries.The shooting is believed to be related to fight among a group of teenagers in the strip mall.They are now reviewing surveillance video in their investigation of the incident. 513
