Several states now celebrate or observe that holiday instead of or in conjunction with Columbus Day.A total of 14 states, Washington D.C. and more than 130 cities observe Indigenous Peoples’ Day, USA Today reports. William "Bill" Barr, a former attorney general under President George H.W. Bush, is emerging as a consensus candidate to succeed Jeff Sessions as attorney general, two sources familiar with President Donald Trump's thinking tell CNN.A third source familiar with the process said if Trump offered the position to Barr, he would be willing to accept.Trump's consideration of a new attorney general comes during a critical time for special counsel Robert Mueller's investigation, of which the next Justice Department chief will inherit oversight. Barr, 68, has previously offered mixed opinions about the investigation, having praised Mueller but also publicly criticizing political donations made by several members of his team.The Washington Post first reported that Barr is the leading candidate. Sources cautioned to CNN, however, that Trump makes the final decision.Barr served as Mueller's boss when he was attorney general in the early 1990s and Mueller led the criminal division at the Justice Department.The former attorney general hasn't shied away from weighing in on Mueller's investigation. He expressed confidence in Mueller early on and suggested the investigation wouldn't devolve into a "witch hunt," but he also has shared some disappointment when asked by The Washington Post last year about the donations that some of Mueller's team members made to Democrats."In my view, prosecutors who make political contributions are identifying fairly strongly with a political party ... With concerts, sporting events, and large gatherings on hold this summer, people are looking to the great outdoors for fun. Right now, national parks and other public lands are in the federal spotlight for another reason.“It's going to be a huge difference maker,” said Will Shafroth, CEO and President of the National Park Foundation. Shafroth is talking about the Great American Outdoors Act, a bill the Senate recently approved in a bipartisan 73-25 vote.“This is historic. I’ve been working on these issues since 1981, and I can tell you that in terms of the amount of money dedicated to any particular conservation purpose, this is the most significant bill to ever pass Congress,” Shafroth said.“At a time where there’s a lot of division about a lot of different things, this is something that Democrats and Republicans agree on,” he said.The bill would provide funding to maintenance backlogs across various federal lands. The National Park Service alone has almost billion in deferred repairs.“The wear and tear on these places is dramatic,” he said.“Seasonal housing really ranges from exceptional, to trailers that are falling apart in the middle of nowhere,” Shannon Dennison said. Dennison has worked at a number of national parks in the past.“The last time that the park service had a major infusion of funding into the agency and into the facilities was 1956,” she said.Also known as Mission 66, the decade long program was intended to expand visitor services. Dennison said that was the last major investment.“I think it's been a challenge to go 54 years without putting major investment into our facilities while we're seeing rising visitation,” she said.Visitation at parks has gone up over the years. In 2019, national parks saw nearly 328 million visits, up 9 million from 2018 and the third highest year on record.Even though these spaces were closed for a short time this year due to COVID-19, people are opting to turn to the outdoors since large gatherings are discouraged.“Being outdoors is one of the safest places to be, and it's also helping to contribute to people's mental health so the parks are seeing even more of an impact during the pandemic,” said Bonnie Clark, an Associate Professor of Anthropology at the University of Denver.The legislation would provide billions of dollars to help with renovations and repairs, coming from energy production.“Essentially what happens is that when these oils and gas leases are done on federal land, they are paying money to be able to access and use these resources because they belong to everybody,” Clark said.This was one of the key debates.Dennison hopes the act paves an easier path for these projects.“Sometimes it can be difficult to get an entire pot of money for one entire project,” she said. “My hope is there will be a little more flexibility in how those funds can be applied based on the park level.”The legislation will now go on to the House of Representatives for a vote. 2974

But with COVID-19 still a concern, families all over the United States are wondering if it's safe to go trick-or-treating this year.WFTS took those concerns to medical experts with Baycare Health, who say with some added safety precautions, your family can still take part in trick-or-treating, handing out candy and other Halloween festivities.If you plan to welcome trick-or-treaters to your home, instead of handing out candy at your door, consider arranging individual treat bags on a table in your driveway or near the front door for a contact-less hand-off."Instead of having it all in a bucket, where everyone is putting their hands in, lay out a row so that when they come up, they can just grab one and go," said Michelle Sterling, the children's wellness and safety specialist with St. Joseph’s Children’s Hospital. "Then, you can refill that row after the little trick-or-treaters leave your house."When it comes to going home-to-home for trick-or-treating, Sterling said be sure to wear a mask when around people who are not part of your household.Also, doctors say Halloween costume masks are not a substitute for a cloth mask unless it is made of two or more layers of fabric and fits snugly around your mouth and nose.Additionally, medical experts say wearing a costume mask over a protective cloth mask can make it difficult to breathe. Instead, they say to consider using a Halloween-themed cloth mask.Doctors also recommend keeping a physical distance of at least six feet from people who are not in your immediate household, using hand sanitizer often, and waiting to eat candy until you are at home and can wash your hands with soap and water.Keep in mind though, updated safety guidelines from the Centers for Disease Control and Prevention discourages families from taking part in traditional trick-or-treating.Sterling is also offering the following tricks for keeping Halloween a treat for your family during the pandemic:Go all out with the Halloween decorations. Keep it budget-friendly by having your kids help create decorations to hang from windows, trees, mailbox, etc. You could even turn one of your bedrooms into a kid-friendly haunted house.Decorate doors inside your house and let your little ones go trick-or-treating indoors. Get the whole family involved with mom or dad behind one door, an older sibling behind another and grandparents behind yet another door.Set up a Halloween-themed scavenger hunt in and around your house. Provide clues and leave treats along the route.Turn up your spooky Halloween music and have a dance party with your children.
