BEIJING, Dec. 30 (Xinhua) -- China experienced the most frequent and severe weather during 2010, compared to weather in other years of the past decade, a weather official said here Thursday.Chen Zhenlin, a spokesman with the China Meteorological Administration (CMA), said the numbers of extremely high temperature days and extreme precipitation cases that China experienced in the year were rarely seen in history, as was the intensity and area effected by this weather.Extreme weather refers to rare weather phenomena that substantially differ from average conditions and which represent only five percent or less of total weather incidents.According to Chen, China experienced the longest hot spell this year since 1961, as the national average number of days of extremely hot weather climbed to 3.5 days more than the normal level, while the average extreme high temperature reached a historical high not seen since 1961 -- 2 degrees Celsius higher than normal conditions.Meanwhile, average daily precipitation at China's 97 meteorological stations was the highest ever, and the annual number of extreme precipitation cases was the largest since 1961, he said.Further, seven tropical cyclones made landfall in southern China this year.

BEIJING, Dec. 8 (Xinhua) -- China's Ministry of Finance said here Wednesday that it will sell a batch of 30-year long-term book-entry treasury bonds this week at a yield of 4.23 percent.The bonds, with a total face value of 28 billion yuan (about 4.2 billion U.S. dollars), will be sold over five days starting Thursday, said the ministry in a statement on its website.The bonds are the 40th batch of the kind to be sold by the ministry this year, and will be the fifth batch of 30-year T-bonds the ministry has sold this year.The bonds will become tradable on Dec. 15 through the national inter-bank bond market and over the counter at designated commercial banks. Interest will be paid every half year.

BEIJING, Jan. 10 (Xinhua) -- Chinese President Hu Jintao vowed Monday that the Communist Party of China (CPC) and the Chinese government will wage the fight against corruption with greater determination and more forceful measures as the situation remains "grave".Addressing a plenary session of the CPC Central Commission for Discipline Inspection (CCDI), the Party's anti-graft body, Hu said all work should be done with the fundamental interests of the majority of the people as the core concern.Hu, also General Secretary of the CPC Central Committee, said problems that seriously violated the public interest and sparked the most public complaints should be addressed to ensure social justice.He said efforts were needed to strengthen ties between the Party and the people and to enable the people to play a more active role in fighting corruption.Hu pledged to "combat graft strictly and punish corrupt officials severely" so as to win trust from the people.Hu admitted that prominent problems remained in the fight against corruption and efforts to build a clean government, and warned of a "grave situation and arduous tasks."He called for enhanced supervision and monitoring of the implementation of major central government and Party policies and measures and the promotion of a corruption-free work style among officials.He called for reinforced efforts to build a system to prevent and punish corruption."More efforts should be made to investigate graft in key industries and key posts," he said, stressing the supervision of procedures concerning the promotion of local officials to prevent abuse of power or other corrupt conduct.Figures from the CCDI show 146,517 officials across China were punished for disciplinary violations last year, including 5,098 leaders at the county head level or above and 804 officials who were referred for prosecution.Discipline inspection bodies received almost 1.43 million petitions and tip-offs last year and recovered 8.97 billion yuan (1.35 billion U.S. dollars) in economic losses for the state."All comrades in the Party must serve the people with all their hearts and use their power to seek benefits for them. BEIJING, Nov. 16 (Xinhua) -- China exported 16,000 tonnes of rare earth to Japan in the first nine months of the year, equivalent to 49.8 percent of its total rare earth exports, the Ministry of Commerce (MOC) said Tuesday.The figure was a 167-percent year-on-year rise, MOC spokesman Yao Jian said at a press conference.Exports to the United States increased 5.5 percent year on year to 62 million tonnes during the same period, equivalent to 19 percent of China's total rare earth exports.China exported 32,200 tonnes of rare earth in the first nine months of the year at an average price of 14,800 U.S. dollars per tonne.Yao said the Chinese government has tightened regulations concerning the development, production and export of rare earth out of concern for the environment.China cut its 2010 rare earth export quota 39 percent year on year while rare earth development and production capacities were reduced by 25 percent and 23 percent, respectively, he said.In addition, China has added a 15- to 25-percent export duty on rare earth exports while banning the export of 41 rare earth-related processed products.China's restrictive policies have been criticized by Japan, the United States and European countries. They said China's restrictions on rare earth exports violate World Trade Organization rules. China refutes such claims."China's restrictive measures comply with WTO rules, as the steps were taken in the whole process of exploitation, production and export," Yao said.China continued to export rare earth in recent years even as environmental pressures grew and resource-depletion approached, he added.He said China hopes other rare earth-rich nations will develop their own resources while adding that China is ready to cooperate with other nations to mine and process rare earth in an environmentally-friendly way.Rare earth is a key component in the manufacture of high-tech products ranging from computers to airplanes. But mining rare earth is a highly-polluting process.With a 90 percent share of the world rare earth trade, China's export quotas are a sensitive issue. In early November, the MOC denied suggestions there would be a drastic reduction in 2011 rare earth export quotas.
