SAN DIEGO (KGTV) -- Despite record unemployment levels in California, the state's economy keeps turning, partly on the backs of the small businesses that have been able to stay afloat. However, six months into the COVID-19 pandemic we’re seeing how some businesses that were forced to shut down to prevent the spread of the virus won't reopen."We've had to pivot and shift, almost call audibles in the middle of what's going on to try to keep our businesses open," said Derrick Banks, owner of Freshly Faded Barber Shop.Banks has been in business for about seven years.He said beyond the haircut, there's something special about the conversations that take place while at the shop."If you see my barber cape, it says ‘Love thy homies’ on it," Banks said. "I feel like every person that gets in my chair becomes a friend eventually."Banks said back in March when businesses were initially forced to close, it's those close conversations and connections to the community that took the biggest toll. That and trying to keep up with an ever-changing series of rules and health and safety standards."We've had to pivot back and forth between cutting hair outside, cutting hair inside, having these safety precautions," he said. "One day we're allowed to be opened, and the next day we're not."While Banks has been able to stay in business, he has only to look down the street to see others who didn't make it."Just in a two-mile radius of this shop, there have been two barbershops that I know of that have permanently closed," he said.Banks said there's no playbook for how to get a business through a pandemic. He understands the importance of small businesses in the community and believes those running them need to do what's best for them."I'm not in a position where I can hope for anything," he said. "I have to have a clear plan, but I am optimistic."The EconomyYou can find empty storefronts in cities across California. But what does it mean for the state's economy?"California is suffering like the rest of the country," said Alan Gin, an economics professor at the University of San Diego. "We had a surge in terms of our unemployment rate. It's come down but still much higher than before the pandemic."Gin said the service and leisure industries have been the hardest hit.According to the California Employment Development Department (EDD), the state's unemployment rate improved to 11.4 percent in August as the state's employers added 101,900 jobs.In July, the state's unemployment rate was up at 13.5 percent.The state agency says Leisure and Hospitality posted the largest industry job loss in August (-14,600), and 561,900 of the sector's 633,000 year-over job losses have occurred since March 2020.Despite the record unemployment, Gin said California has lot of high-tech and business service jobs that can work remotely. It means many higher-paying industries didn't have to shut down.His worry is about the growing financial inequality."It was already bad in this country, but now it's likely to be even worse as a result of this," Gin said.Gin also noted that help from the federal government and unemployment benefits paid out by the EDD has also helped keep California's economy turning.EDD said it processed more than 13 million claims and distributed more than billion over the course of the pandemic.It's important to note last week, the EDD announced it's taking a two-week reset period. The goal, they explained, is to clear the massive backlog of unemployment claims that have been filed over the past six months. An EDD strike team found 600,000 California workers still haven't received the benefits they applied for.Reporter Adam Racusin asked Gin if California's economy can survive another six months of the current conditions."I think an important aspect is whether or not another stimulus package can be passed," Gin said. “I think some more relief is needed. SAN DIEGO (KGTV) — Eldahmy Wellness Pharmacy just received a shipment of test strip kits that can detect signs of COVID-19 in the blood."I usually compare it to the blood glucose machine," said Ahmed Eldahmy, an advanced practice pharmacist who owns Eldahmy Wellness Pharmacy's two locations in La Jolla and Barrio Logan. "Hopefully in the future this point-of-care testing will be available in every doctor's office, clinic, pharmacy."The kits are allowed by the FDA for Emergency Use Authorization (EUA) as of March 31, 2020. Although he could not yet tell us the name of the company creating the kits, Eldahmy showed them to us and explained how they work to detect if signs of COVID-19 are present in the blood.RELATED: San Diego company gets FDA approval for 30-minute COVID-19 test"These are basically the antibodies that our test is trying to detect," Eldahmy explained while holding the test during a Skype interview. "We take a drop of blood and we put it in this spot at the bottom of the test. This is how we can figure out if the blood sample has the antibody component or not."He said it only takes moments to receive results."You leave it for about 5 to 10 minutes and it will tell you if it's positive or negative," he explained. "We’d rather do it at our location in order to give patients a little bit of guidance or direction. SAN DIEGO (KGTV) -- Fire crews responded after a boat caught fire in the San Diego Bay Monday afternoon. Video sent to 10News by a viewer shows smoke billowing from the vessel near the Coronado Bridge. According to Harbor Police, the distress call went out around 2 p.m. An Air Marine Operations boat on routine patrol was the first on scene. The federal marine agents used fire extinguishers to put out the fire, which was confined to the engine compartment. Fortunately, conditions were calm at the time."It's very difficult to control a boat that's burning, not only do you have to deal with the people on board, you have to make sure that you ensure their safety and then you have to deal with a floating fire," said Harbor Police Lt. Victor Banuelos. The fire was quickly put out, but three people and the two officers were taken to the hospital for the treatment of smoke inhalation. Firefighters believe an electrical short in the engine sparked the fire, but the incident is under investigation.The 36 foot cabin cruiser was towed to the 10th Avenue Marine Terminal. “I am proud of the work our Air and Marine boat crew conducted this busy Labor Day,” said Hunter Davis, Director of Air and Marine Operations in San Diego. “Their vigilance helped minimize the prospect that these events would have resulted in a tragic loss of life on the water.” 1366

SAN DIEGO (KGTV) -- Del Mar may be the county's smallest city, but it has no shortage of workers commuting in every day to serve its residents and tourists.They're coming from as far away as Oceanside, La mesa, and Rancho Penasquitos. It's because the city - with a median home price of .7 million - has no affordable housing. "If they could live here and walk to work we'd get all kinds of benefits from that," said Del Mar Mayor Dwight Worden. To help make that happen, Del Mar may start charging developers of condos and condo conversions fees by the square foot. That could add to more than a hundred thousand dollars per project for affordable housing. Right now developers of those projects pay a flat fee of ,500, which hasn't been updated since 2007.The city council is considering a per square foot charge for existing construction and per square foot for new construction.The money would either go to expanding Del Mar's rent subsidy program, which currently assists five families in the city.Worden, however, said he prefers physical units because they are there forever. Del Mar currently has no affordable housing units, but the state requires it to have about 70. Worden said two currently proposed developments would include units, but he also would like the city to use the extra money to apply for federal and state grants.He also floated the idea of Del Mar buying an apartment building, converting them to condos, selling a portion of them to recoup its investment, and keeping some for low-income workers. 1571
