Delta Air Lines Inc. asked to fly from Atlanta to Beijing and Shanghai; and Northwest Airlines Corp. filed to offer service between Detroit and the same two Chinese cities. UAL Corp.'s United Airlines proposed to fly between San Francisco and Guangzhou starting in 2008, and between Los Angeles and Shanghai in 2009. Air service between the two countries is restricted by agreements between the two governments. US airlines eager to tap the growing Chinese market must apply to the Department of Transportation for new routes. In the competition for Chinese routes, US airlines gather support from politicians and customers to sell their proposals to federal regulators. For example, American, a unit of Fort Worth-based AMR Corp., boasted support from four US senators and three governors. Schwarzenegger favors proposal for non-stop flights to China California Governor Arnold Schwarzenegger said Tuesday that he favored a proposal for non-stop air services to China from two major Californian cities. Schwarzenegger made the remarks after United Airlines submitted an application to the US Department of Transportation Monday to add daily, non-stop services from San Francisco and Los Angeles to China in 2008 and 2009. "China's more than 1 billion citizens represent an important market for Californian products and services," Schwarzenegger said in a statement e-mailed to Xinhua. "United Airlines' proposal to add a daily, non-stop service between our state and China is a great opportunity to promote California tourism and pump up our state's economy," said the governor. "Direct flights between California and China will only have a positive impact on our state and I look forward to working with United Airlines in the future as we continue to strengthen our economic ties with this important Pacific Rim partner," he added. United Airlines' application proposes a non-stop service between San Francisco and Guangzhou in 2008, and a daily non-stop service between Los Angeles and Shanghai in 2009. In 2006, exports from California to China totaled almost 10 billion dollars, up from 5.5 billion dollars in 2003 when the governor took office, according to the statement. California is the number one US state in terms of total exports to China and the top exports include computers and electronic products, waste and scrap materials, transportation equipment and heavy machinery.

BEIJING -- Thirty-one provinces, autonomous regions and municipalities on the Chinese mainland had reshuffled local Party committees through internal elections for Party officials within a year ending last June.Moreover, 408 cities, 2,763 counties and 34,976 townships have elected new Party committee leadership from early 2006 to April this year, the Organization Department of the CPC Central Committee said here Thursday.This has made good preparation for the upcoming 17th CPC National Congress.The positions in the new Party committees at the provincial, regional and municipal levels were reduced by 21 compared with previous ones. The positions were cut by 149 at the city level, by 859  at the county level, and by 34,368 at the township level.Meanwhile, the local Party leaders are younger and well educated, particularly at the provincial level. The age of leaders in CPC provincial committees average 52.9 years old, half a year younger than their predecessors, and 91.6 percent of them received college education, 14 percentage points higher than before.The CPC Central Committee has taken a series of measures to make the election in local Party leadership fair and clean, the department said.In 296 townships of 16 provincial-level regions across China, leaders of Party committees were directly voted by CPC members as pilot projects.The ratio between the candidates and the elected officials reached 100:89 in the election at the provincial level and 100:88 to 100:85 at the county-level.The candidates also received strict scrutiny from the Party discipline departments to ensure they are clean from corruption or scandals.A hot line was set to receive tip-off about malpractice and corrupt candidates during the local Party leadership reshuffle.Thus far, 260 officials have been punished for malpractice.

SHENZHEN: The first group of doctors from Taiwan took the National Qualification Examination for Physicians on Friday, three months after the Ministry of Health announced their eligibility to sit the annual test. The 262 medics were all tested in South China's Guangdong Province: 137 in Guangzhou, 120 in Shenzhen and five in Zhuhai. Cheng Hsiao-wei, who runs a cosmetic surgery clinic in Taipei, said he was a little nervous at the start of the exam but soon calmed down. "We don't have to operate medical equipment or take an oral test in Taiwan," Cheng told reporters after leaving the exam room at Shenzhen People's Hospital. Friday's exam focused on clinical procedures. It will be followed by a written test on medical theory in September. "There are many opportunities ahead as more and more Taiwanese are moving to or doing business on the mainland," Cheng said. "Therefore, the demand for Taiwanese physicians is also on the rise. But before entering the mainland market, we have to become familiar with the environment and learn from our counterparts there." Thomas Lin, a 33-year-old physician with the Mackay Memorial Hospital in Taipei, said he hoped the mainland would open up further to Taiwanese doctors. "It will be more attractive if we are allowed to open private clinics on the mainland after acquiring our qualifications, just like our peers from Hong Kong," Lin told China Daily. The government recently allowed permanent Hong Kong residents, who have practiced as physicians for at least five years and acquired the appropriate qualifications, to open private clinics on the mainland. "I think mainland residents will also welcome the increased competition with the entry of Taiwanese private clinics, which could help improve physicians' performance and services," Lin said. Since April, Taiwanese doctors have been allowed to apply for a one-year work permit for the mainland. At the end of the 12 months they can apply for a renewal. Wang Liji, an official with the Ministry of Health, said the decision to open up the qualification exam to Taiwanese doctors will encourage the establishment of Taiwan-funded medical institutes and open a new channel for the exchange of healthcare expertise across the Straits.

Another two closed-end stock funds have received official approval from China's securities regulator, Xinhua learned from a company source here on Friday.     The China Nature Asset Management Co. Ltd's Tianzhi Fund and the Dongwu Fund run by Soochow Asset Management Co., Ltd received regulatory approval from the State Securities Regulatory Commission Friday.     The Tianzhi stock fund will open through China Communication Bank, China Construction Bank, the Agricultural Bank of China, the Industrial Bank Co., Ltd, Shanghai Pudong Development Bank, CITIC Bank, Minsheng Banking Corp., Ltd, and with big brokers.     The Dongwu fund is to be issued by the Industrial and Commercial Bank of China, the Agricultural Bank of China, China Construction Bank, the Postal Savings Bank, Huaxia Bank and qualified individual brokers.     Both companies declined to say how much they expected to reap from the listing.     Four stock funds launched by Bank of China Investment Management Co., Ltd. and AXA SPDB Investment Managers, CCB Principal Asset Management Co. and China Southern Fund Management Co., respectively, received official approval in the first half of February.     Of the four, CCB Principal Asset Management's Jianxin Fund and the Nanfangshengyuan Fund run by China Southern Fund Management Co. made their debut on Feb. 18.     Market analysts said the launch of these funds was expected to bring a new round of fresh capital into the sliding stock market.     China's securities watchdog suspended the launch of new funds late last year in reaction to the surging domestic stock market.
