SAN DIEGO (KGTV) — A new lot meant to give people living in their cars and RVs a safe place to sleep and avoid citation is going largely unused.During Tuesday morning's wee hours, the lot across from SDCCU Stadium looked completely empty. San Diego opened the lot in mid-June, as the third safe parking lot for those who live in their vehicles. The newest one came a month after the council enacted an emergency ordinance that banned people from living in cars and recreational vehicles on public streets from 9 p.m. to 6 a.m. The city enacted the restriction after being inundated with safety concerns from residents who said people were camping in their beach front neighborhoods, leaving human waste, and trash. At Mission Bay on Tuesday, many who do live in their vehicles said they would prefer to stay near the coast, despite the threat of citation. "They don't know about it, and maybe it's not that convenient either," said Gary Parsons, who lives inside his Dodge Ram. "Inside I put in some carpet, and some shelving, and I sleep on the floor."Chris Enders, who lives in an RV with his wife and son, said they spend their nights on unchecked private property, such as parking lots near the beach. He said the Mission Valley location is not feasible."When you're getting five miles a gallon in gas, that's .75 just to get there, and then to get back that's another .75 so you just cost me ... for one day," said Enders.The lot requires all vehicles to be out by 7 a.m. daily. Ashley Bailey, a spokeswoman for the mayor, said the city and Jewish Family Service are working to bring more people to the lot."In partnership with Jewish Family Service, teams are continuing to conduct outreach and seek feedback to ensure everyone who wants to use this lot has the opportunity to do so," she said in a statement. SAN DIEGO (KGTV) -- A man who led police on pursuit was arrested early Monday morning after spending 45 minutes on the roof of a Webster home.San Diego police officers attempted to stop a dark colored Kia shortly before 12:30 a.m. on 49th and Federal Blvd. after the driver was seen driving recklessly.The driver crashed into an embankment and pole on Marilou Road, and that's when police said the suspect jumped out and took off running.Police chased the man for several blocks, even jumping fences and running through backyards. The suspect then climb on top of a home, leaping across rooftops trying to get away, but was surrounded.The suspect sat on the rooftop on Brookline street and told officers he would not come down until they put their guns down.The suspect eventually surrendered 45 minutes later. Firefighters were called in to put a ladder up and help get him down.He's being evaluated for DUI and faces felony evading charges. 950

SAN DIEGO (KGTV) -- A Republican candidate is finally in the race to become San Diego's next mayor.Thus far, the campaign to be the city's next leader has been dominated by Democrats, with no household Republicans stepping in.But earlier this month, Bay Park resident Richard Hansen re-registered from a decline-to-state to Republican in his own quest to succeed Republican Kevin Faulconer, who is termed out in 2020."I saw that there was a vacuum regarding the Republican Party putting up a candidate for mayor, and so I see a path to victory here in San Diego," Hansen said. Hansen, an ardent supporter of President Trump, is a former Democrat who left that party in 2016. He never re-registered with a party because he said he took issue with elitists in both the Democrat and Republican Parties. Hansen said, however, that he aligns with President Trump on issues such as the Second Amendment, the Border Wall, and abortion. "I just felt that Donald Trump, even though he is a billionaire, he's the blue collar billionaire," said Hansen, a real estate broker, who added he would serve the entire community as mayor. Candidates have until Dec. 5 to file nomination papers with the city of San Diego. The position is technically non-partisan. As it stands, Democrats outnumber Republicans in registration by a near two to one margin, 318,507 to 162,004. Additionally, there are more decline-to-state voters, 242,522, than Republicans in the city. "It's a blue city," said John Dadian, a political analyst. "We may have a super-duper majority on the City Council of Democrats, maybe more than exists right now, so it's just not feasible, quite honestly."A recent 10News-Union-Tribune scientific poll found Assemblyman Todd Gloria leading City Councilwoman Barbara Bry in the race. SAN DIEGO (KGTV) — A man was arrested Thursday after attacking police with railroad spikes and rocks in a Barrio Logan train yard, police said.San Diego Police were called to the BNSF Railway Yard along Harbor Drive around 10 a.m. to reports of a trespasser. Officers arrived to find a man who had armed himself with a stick and railroad spikes, police said.The suspect reportedly threw the spike at officers and fled under a rail car, refusing to come out. The man also threatened to kill a police K-9 on scene, SDPD added.Police created "decision making space" and tried to talk the suspect into surrendering. After those efforts failed, officers used shotgun beanbags, pepper balls, and eventually a K-9 officer to get the man to surrender. He was pulled from under the railcar and taken to a nearby hospital for treatment of injuries, including dog bites, police confirmed.No officers were injured during the event. 927

Inspired by Disneyland's Haunted Mansion, the Loveless family has created a walk-through Halloween event that has grown bigger and bigger each year. She has recreated many of the iconic characters from the popular ride, as well as adding other spooks and haunts.For creator Katherine Loveless, it brings her back to her childhood. "I grew up on a city street that had a lot of haunted houses like this, so I grew up with it," Loveless said.Loveless and her husband, Bernard, began work on this year's Loveless Manor in August. They have created panels, which serve as moveable walls to create a maze-like path that runs through their yard. The family put a lot of thought into how to adjust their plans for the pandemic.“Last year we did kind of a smaller, tight trail that went in and out the same gateway," Bernard said. "We knew that wasn’t an option and we needed to have the whole trail outside and have more space between groups.”Loveless Manor is only open Halloween night.
