SAN DIEGO (KGTV) — Local and federal authorities raided four San Diego County homes Wednesday as part of a money laundering investigation.Agents served one of those warrants at an El Cajon home at about 7 a.m., according to neighbors. Agents could be seen removing several items from the property. 10News observed agents searching through the first and second floors of the home. Neighbors told 10News agents made requests over a speaker for the home's residents to exit the property. Neighbors added that eventually, the announcements stopped and they heard what they described as a small explosion, before agents entered the home in tactical gear.RELATED: Ex-Wells Fargo banker indicted for money laundering appears in courtLauren Mack, with the Department of Homeland Security, told 10News the raid was one of five instances in which agents served search warrants as part of an investigation into a suspected money laundering conspiracy. Four locations were in San Diego County and one was in Los Angeles County.Federal agents worked with San Diego Homeland Security Investigations to serve the local warrants.No arrests have been made, according to Mack. 1166

SAN DIEGO (KGTV) - Kelvin Barrios, a candidate for the San Diego City Council's 9th District, has announced he has contracted coronavirus."After being hospitalized two days ago, I have tested positive for COVID-19," Barrios said in a Facebook post. SAN DIEGO (KGTV) — It’s a form of paid time off that predates sick leave.California requires businesses to give an employee up to two hours of paid time off on Election Day to vote, if the employee is unable to vote during non-working hours.“They can take advantage of this paid time off at either the beginning of their shift or at the end of their shift and they can take as much time as they need to vote. But realize that only up to two hours of that time is going to be with pay,” said attorney Dan Eaton.Eaton said Californians have had some sort of mandatory paid time off to vote since 1891, making it the oldest kind of mandatory PTO.Workers who want to take advantage of this must notify their bosses two working days in advance. For people who work Monday through Friday, Eaton said they need to inform their bosses first thing Friday morning, although there are exceptions for unforeseen circumstances.The caveat is that this right is only for employees who cannot vote during their non-working hours.It’s somewhat harder to make that argument this election cycle at a time when every registered voter in California got a mail-in ballot, and early in-person voting at polling places begins Saturday, but Eaton doesn’t expect much pushback from companies.“There could be a court dispute but the optics of that are not going to be good even if, ultimately, the employer is legally justified,” he said.Even though turnout is on pace to be record-breaking this year, the U.S. still ranks near the bottom in voter participation each year. It ranked 26 out of 32 countries in the 2016 election, according to the Pew Research Center.So why not follow some other countries and make Election Day a national holiday?The idea has been floated before but it hasn’t gotten far. Senator Bernie Sanders tried unsuccessfully in 2018.“A federal holiday does not guarantee that your employer is going to close. And they’re expensive. Federal holidays tend to cost the federal government 450 million dollars just in personnel costs just for the one day in overtime,” said Matthew Weil at the Bipartisan Policy Center.Rather than a federal holiday, Weil said state holidays on Election Day can be helpful and several states have them. Among other advantages, he said they free up schools to be used as polling places.But state holidays won’t give many voters the day off from work. 2381

  

SAN DIEGO (KGTV) -- In anticipation of Fire Prevention Week, Cal Fire is urging Californians to pre-plan for the worst case scenario.According to Cal Fire, homes today burn faster than ever, leaving just minutes to escape once the smoke alarm sounds.This year’s Fire Prevention Week theme is “look, listen and learn.” In support of the week, the agency is asking Californians to develop a fire plan and practice it.RELATED: Woman, mad at ex-boyfriend, accused of sparking massive Maryland apartment fireCal Fire offers tips on making the plan, such as checking to make sure fire alarms are working and making sure there are two ways out of every room like a door and window.Heating equipment is one of the leading causes of house fires, Cal Fire says. Space heaters often cause home fires. Cal Fire warns residents to keep anything that can burn at least three feet away from heating equipment.“As we approach Fire Prevention Week, now is the time to take a look around your home and see where your hidden hazards are,” said Chief Dennis Mathisen, California State Fire Marshal.RELATED: Lit flare thrown into car parked in Lake Murray neighborhood“That means go room by room, and really look closely at where you have items placed, stored, and plugged in. SAN DIEGO (KGTV) - Investors are watching carefully to see if interest rates keep dropping, or if they may eventually dip below zero in the United States.Recently, former Chairman of the Federal Reserve Alan Greenspan said it's a possibility, as rates have remained historically low for the past few years.In San Diego, the results of a negative interest rate would be good news for some and bad news for others."Low rates are a double-edged sword," says Dennis Brewster of SagePoint Financial. "If you're a borrower, if you're looking to buy a house today, mortgage rates have never been lower. But if you're a saver and you have money in the bank or in a CD, your rates are pretty poor."Brewster says the interest rate tends to drop when growth in the US is slow, both for the population and the Gross Domestic Product. He says that's what's happening now, as the baby boomer generation is getting older and later generations have fewer children. Brewster says slower population growth leads to slower economic growth because there are fewer people in the workforce, which means company production is down, and so is spending. He says that is happening despite record low unemployment.As for negative interest, Brewster says the average San Diego shouldn't worry since it's unlikely to happen."I wouldn't change your long term plans," he says. "The economy can move forward through high or low rates." 1411
