ENCINITAS, Calif. (KGTV) -- One week after a training accident that ended in the death of racehorse Bobby Abu Dhabi, Victor Espinoza is opening up about his recovery.Espinoza, a Hall of Fame jockey, suffered a fractured vertebra when he was thrown from the horse after it went into apparent cardiac arrest in Del Mar. The four-year-old horse died.RELATED: Injured jockey Victor Espinoza to miss rest of Del Mar meet"I was just working my normal routine and then just...something just happens," Espinoza said. "So it was a bit of a different accident than what (I've had) over the years." The 46-year-old jockey remembers thinking that he might be paralyzed after the July 22 fall. He said his body was numb, and he could only move his right arm. "The first time I ever cry, (was) when I first started moving my right leg, when I got on the ambulance and then by the time I got to the hospital, I started moving my left leg." Scans showed that Espinoza fractured his C3 vertebrae in the accident and had damage to his cerebral artery. Doctors told him that he got lucky.  Espinoza will be in a neck brace for six weeks. He told 10News his goal is to make a full recovery - but right now there is no guarantee that will happen."I can't move my neck at all, and I wear (the brace) and it's hard for me to balance because I can't see down," he said, noting that he still has numbness in his left arm. Right now, it is too soon to know if he will be able to return to racing - a sport in which he earned a Triple Crown on American Pharoah in 2015.  He's also a three time Kentucky Derby winner.When asked if he would be scared to race again he said, " I can't predict the future, how I'm going to feel at that moment."  1807

ESCONDIDO, Calif. (KGTV) — An Escondido restaurant was closed by the county this week after its owner allegedly refused to comply with health orders.County officials issued a notice to Hernandez Hideaway to close until it is able to adhere to coronavirus-related health orders for social distancing and sanitation standards.The order states that shortly after the county authorized restaurants to reopen on May 21, the county's Department of Environmental Health conducted an inspection on May 29 and found social distancing and sanitation protocols were not in place, and employees were not wearing facial coverings.On June 12, 21, and 23, San Diego Sheriff's deputies visited the restaurant and asked for voluntary compliance.Owner Rick Stevens declined to comment to ABC 10News."Mr. Stevens admitted that he was not compliant and state he will continue to operate without these COVID preventative measures and will not require staff to wear face coverings," the ordered stated, referencing a June 23 visit by county officials.In order to reopen, the restaurant will have to prepare a revised reopening plan and submit it to the county for approval.This is the county's second restaurant forced to close in violation of health orders. In May, Pacific Beach's El Prez was closed by the county after social media videos surfaced showing crowds of guests, many not social distancing or wearing facial coverings. El Prez has since reopened with new policies to ensure it adheres to the public health orders on distancing, masks, and sanitation. 1550

ENCINITAS, Calif. (KGTV) - City leaders in Encinitas plan to ban gas-powered leaf blowers to help curb the effects of climate change.They're hosting a public meeting about the ban Monday night, May 13, at 6 p.m. at the Encinitas Community Center (1140 Oakcrest Park Drive).The ban is part of the City's bigger Climate Action Plan, which the City Council approved in January of 2018. It calls for a 41 percent reduction in greenhouse gas emissions by 2030 when compared to 2012 baseline levels.The plan says removing emissions from gas-powered leaf blowers would remove 142 Metric Tons of CO2 by 2030. That's the equivalent of taking roughly 25 cars off the road.While it's not a huge improvement, people in Encinitas say every small step will help."I think they ought to be eliminated everywhere," says David Winkler, who goes to Encinitas to meet friends. "The less reliance on fossil fuels, the better.""People come from all over the world here, so we should make it as clean and beautiful as we can," says Encinitas resident Linda, who declined to give her last name. "Anything we can do to lessen pollution is always a good thing."Other North County cities already have bans in place. Solana Beach and Del Mar both prohibit the use of gas-powered leaf blowers.City leaders in Encinitas say their rule is different because it bases the ban on environmental concerns, rather than noise pollution.The ban only covers two-stroke leaf blowers. Other gas-powered tools like weed whackers and chain saws will still be allowed.If the ban is approved, it will take effect immediately for all city-run operations. After three months, any business licensed to operate in Encinitas will have to comply. (KGTV) - Surveillance video shows a thief going shopping overnight at a trailer company in Escondido."It's heartbreaking," said Alea Barreto, manager at Norco Trailers.Barreto says on Saturday night, video shows a pickup truck parked outside their fence. Nearby, a man appears to be scoping things out. The next night, just before midnight, he's back. He retrieves something from the truck and uses it to cut a hole in the fence. Once that happens, he backs his truck through the hole and onto the property, before he begins hauling away trailers. On the video, a man in a hoodie is seen browsing the lot. He hitches a landscaping trailer, but before he can get it out, the trailer becomes detached. He attaches it and drives off."Every time I watch it, it's more painful," said Barreto.The pain is felt over and over. Not long after the truck is seen leaving, the truck is back and hauling away another trailer. Within a few hours, four trailers are stolen. Three of the thefts are caught on video. The total loss is about ,000. The company is insured, but a possible hike in insurance rates is not worth it. They've decided to eat the cost. The business is a family-owned shop. "Just trying to put food on the family table, and nope, someone else feels like they deserve it instead," said Barreto.The truck is believed to be a silver GMC or Chevy pickup. "Can't stop thinking about him and about that day," said Marc Engelhardt.Engelhardt calls the last week all-consuming and painful, since the moment he doubled back during a six-hour bike ride to see what was keeping his friends - only to discover the horrific aftermath. His friend Kevin Lentz, 36, a husband and new father, was struck and killed on an Escondido street, hit head-on by a dark sedan which promptly took off."Disbelief, surreal," said Engelhardt.RELATED: Friends mourn bicyclist killed in hit-and-run crashPolice say they discovered the heavily damaged car about a half mile away.
