SAN DIEGO (KGTV) - San Diego Metropolitan Transit System officials say ridership spiked in the first quarter of the 2020 fiscal year by more than a million trips compared to the same time last year.From July through September of 2019, 22,258,345 trips were taken on an MTS trolley or bus. In 2018, MTS saw 21,313,801 trips. It's a 4.4% rise from one year to the next."It's encouraging," says MTS Chair Nathan Fletcher.MTS officials say a heavy focus on investment over the past few years is starting to pay off. They recently completed a million plan to streamline services and add frequency to many bus routes. They also added the South Bay Rapid route from Otay Mesa to Downtown and expanded the Rapid Superloop service in the University City area."As we add those services where folks want them, as we squeeze every dime we can get out of our existing budget, as we make a full commitment to engage the community in what they want, people will use it," says Fletcher.The surge in riders helps MTS buck a nationwide trend where public transportation is on the decline.Even in San Diego, year-to-year numbers had been dropping for four straight years, since hitting a record high in 2015 (see chart above).Fletcher says it's a positive step as the city tries to meet strict climate goals that require a reduction in greenhouse gas emissions.Recently, SANDAG put out a plan to increase transit ridership to 10%. That sparked a debate over how much money should go towards transit vs. road construction.Fletcher says any money spent on transit also benefits drivers."Every person who chooses transit is one less car driving," he says. "The individual who says, 'I'm always gonna drive,' should support transit because that means less congestion. Less congestion means less toxic pollution and less greenhouse gas emissions. So it's a win for everybody whether you use transit or drive your car."To raise money for more expansion, MTS is looking into a ballot measure for the November 2020 election that would add a half-cent sales tax. 2046

SAN DIEGO (KGTV) — San Diego County Board of Supervisors held an emergency meeting behind closed doors Thursday evening to discuss how to potentially keep businesses open after Gov. Gavin Newsom denied removing San Diego State’s COVID-19 cases from the county’s total case rate.The meeting, though, yielding no new actions by the county.In a statement, Supervisor Nathan Fletcher said since the board took no action, "it would be inappropriate to comment on the deliberation.""In general, I believe we should be fighting COVID-19 and not the state of California. We do not yet know what our case rate will be next Tuesday and will have to evaluate that number in order to understand any possible impact," Fletcher said.The county is now at risk of moving back to the most restrictive purple tier if the case rate is higher than 7.0 by next week. Currently, the county has had a case rate higher than that threshold for one week.“We were all really stunned and caught off guard yesterday during the governor’s press conference when he made a final decision on the SDSU cases,” said County Supervisor Kristin Gaspar.RELATED: Despite Newsom's dismissal, San Diego County wants SDSU's coronavirus cases nixed from case rateThe county had requested that the state remove SDSU’s more than 700 COVID-19 cases from the overall case rate to keep San Diego in the red tier. When asked about the situation during a press conference, Newsom said, “You can’t isolate, as if it’s on an island, the campus community that is part of a larger community. So the answer is no.”The county's public health officer, Dr. Wilma Wooten, said if the school's cases were removed, the county's overall case rate would drop.“Businesses in Carlsbad are going to have to shut down because of an outbreak at San Diego State,” said Supervisor Jim Desmond. “Places throughout the county are going to be very negatively affected by this.”RELATED: What happens if San Diego County moves to California's most restrictive tierThe supervisors will meet to discuss options that could possibly keep San Diego County businesses operating in the red tier.“One option that we will be exploring is a legal action against the state of California, the governor specifically,” said Gaspar.Gaspar explained that option would allow the courts to hear the county’s case about why they believe SDSU’s situation is a special circumstance and not worth shutting down indoor operations again.“They would have the ability to evaluate whether or not SDSU cases should be excluded,” she said. “And in the interim period would allow us to stay in the stage red with the businesses open.”In a statement to ABC 10News, Supervisor Nathan Fletcher said, 2699

SAN DIEGO (KGTV) — Sailors from the USS Abraham Lincoln Strike Group are returning home after 294 days.Sailors left from their home port in Virginia in April and saw their deployment extended twice before coming to their new home port of Coronado.P02 John Aportela is one of the the 6,000 sailors that made up the strike group. Like many parents, he met his 6-month-old daughter for the first time.“I’m blessed to be back and I thank God for bringing us back safe." Aportela said.RELATED: Thousands of sailors leave for 7-month deployment on USS RooseveltGrowing tensions in the Middle East kept the strike group at the ready in the area. Sailors and Marines were involved with maritime security and combat missions while working with allies, including France, Bahrain, Malaysia, Singapore, Saudi Arabia and Oman.Those missions took the crew across the globe to places like Singapore, Saipan, Philippines, Japan, Israel, Thailand, Australia, Maldives, Hong Kong, and other locations. The strike group's Helicopter Marine Strike Squadron 79, or "The Griffins," returned to NAS Coronado Sunday ahead of the carrier's arrival. That team was supposed to return before Halloween, but had their employment extended.The group's 10-month deployment was the longest carrier deployment since the Cold War. During its deployment, the group has assisted operations in the U.S. 5th, 6th, and 7th Fleet areas of operation spanning the globe.Sailors are expected to pull into San Diego at about 10 a.m.The USS Abraham Lincoln coalition works to provide deterrence, promote peace and security, preserve freedom of the sea, and offer humanitarian and disaster response. 1661

  

SAN DIEGO (KGTV) - San Diego Police are investigating the discovery of a man's body in the water off Mission Beach.Lifeguards discovered the body about two and a half miles off the shoreline about 11 a.m., officials said. They had been drawn to the area by a fisherman who saw a flock of seagulls in the water and went to investigate.When they found the body, the man was only wearing only board shorts and was found with a chain around his waist.San Diego Police Homicide Lt. Anthony Dupree described the chain as a "half-inch linked chain. It almost looks like someone may wear it as a belt."Lt. Dupree also said there were no obvious signs of trauma or evidence that the body had been weighed down with anything, but the chain was concerning.The man's identity was not immediately released. Police said he was white, possibly in his 30s or 40s.10News is monitoring breaking developments in this story. 942
