(AP) — Pacific Gas & Electric's key lenders on Tuesday offered a billion plan to pull the utility out of bankruptcy and give the tarnished company a new name.The proposal filed in U.S. Bankruptcy Court would set aside up to billion of that billion to pay claims on the 2017 and 2018 wildfires caused by PG&E equipment, the Sacramento Bee reported.The plan offered by PG&E's leading bondholders would compete with an alternative that the newspaper says is being drafted by PG&E. Normally the company in bankruptcy has first crack at proposing an exit plan, but the bondholders said in a court filing that they filed their plan because PG&E has "wasted crucial time needlessly."The bondholders also want to rebrand PG&E as Golden State Power Light & Gas Company.Asked about the bondholders' plan, the utility said in a statement that it was considering all options as it navigates the bankruptcy process.The new proposal came four days after Gov. Gavin Newsom, a Democrat, floated the idea of a billion package to deal with the costs of future wildfires, paid for by ratepayers and shareholders of PG&E and the other two big electric utilities in California.Newsom's plan does not offer any cash for PG&E's existing liabilities but would revise state law to give utilities more certainty about recovering costs from ratepayers — enough stability that Newsom believes will allow PG&E to borrow the money it needs to pay existing claims, according to the Bee.The bondholders include some of the biggest investors on Wall Street, including Elliott Management, Pimco and Apollo Global Management. They have been quietly promoting a PG&E restructuring plan for weeks in conversations with legislators, Newsom's aides and others. Tuesday's court filing marks the first time they have taken the proposal public."Substantial new capital must be infused into the company," the bondholders said in their court filing.The governor's office had no immediate comment on the bondholders' proposal.Like Newsom's plan, the proposal is "ratepayer neutral" — meaning, customer rates would not go up to pay the costs of getting PG&E out of bankruptcy.But ratepayers would pay: The plan calls for a .50 monthly charge, a feature of PG&E bills since the 2001 energy crisis, to be extended for several years to help raise dollars for a wildfire insurance fund proposed by Newsom last week. For now.There's not enough time to settle the contentious and complex issues involved before the legislative session ends Aug. 31, Napa Democratic Sen. Bill Dodd told the San Francisco Chronicle on Saturday."It was a tough fight ... so we are pivoting," said Dodd, co-chairman of the legislative conference committee on wildfire preparedness and response.Brown's proposal would have let judges decide how much utilities pay when their equipment causes wildfires. It would have softened a legal standard that generally holds them entirely responsible for the costs of fires triggered by their power lines or other infrastructure.Current California law holds utilities responsible for damage from fires ignited by their equipment even if they have followed safety rules.Those who want to change the law fear utilities could go bankrupt or significantly raise prices for California residents as climate change makes wildfires even more severe.Lawmakers raised concerns about Brown's plan at an Aug. 9 hearing on the proposal. They said it would give utility companies too much protection without ensuring they safely maintain equipment.The issue was raised last fall when Pacific Gas and Electric Co. launched a lobbying campaign with other big utility companies to change the system.It's unlikely they'll drop their fight but they will lose a key ally in Brown, whose term ends in January. 1574

California Gov. Gavin Newsom has asked all bars to close and for anyone 65 and older to stay at home. Legislative leaders have canceled all committee hearings at the Capitol. But the legislative sessions are still scheduled. At least one lawmaker, 71-year-old Assemblywoman Shirley Weber, stayed home Monday. State Sen. ROCHESTER, N.Y. (AP) — People putting their “I Voted” stickers on women’s suffrage leader Susan B. Anthony’s headstone will see something new this year: a plastic cover.Her headstone, in a cemetery in Rochester, New York, now has a shield to prevent further degradation to the marble from the stickers’ glue and the cleaners used to remove the stickers.The sticker trend became popular on Election Day 2016, when as many as 12,000 people visited the cemetery where Anthony is buried.A spring restoration effort had revealed the damage done to the marble marker.This year, WHAM reports that city officials have also marked off a pathway for visitor to follow so they don’t disrupt other gravesites.
