SHANGHAI, June 28 (Xinhua) -- Top Chinese political advisor Jia Qinglin on Sunday mourned the death of Dong Yinchu, honorary chairman of the China Zhi Gong Party central committee, who died of illness on Tuesday at the age of 95.     Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), attended Dong's funeral in Shanghai with Yu Zhengsheng, Communist Party chief of the city, and expressed condolences to Dong's family. JOHANNESBURG, April 22 (Xinhua) -- South Africa's progress of the fourth democratic elections proceeded smoothly and orderly despite the cold weather.     Cheerful voters braved a cold snap in South Africa's most fluid and unpredictable post-apartheid elections on Wednesday, with KwaZulu-Natal province the only to report major problems.     It had received reports that 19,121 of the 19,726 voting stations opened on time, the South African Independent Electoral Commission (IEC) said.     IEC Chief Electoral Officer Pansy Tlakula said most of those which did not open were temporary stations affected by problems like the weather. She said the elections were characterized by a "peaceful, tranquil and harmonious" atmosphere. "A carnival mood is prevailing across the country."     "It's been calm and peaceful at the polling stations we have visited so far. it seems the youth have turned up in large numbers, which is very encouraging for democracy," said Balefi Tsie, head of the South African Development Community (SADC)'s Electoral Commission Forum (ECF).     "We wanted to be there when the stations opened to make sure the ballot boxes were empty and all was in order," he said.     The observers were at polling stations 20 minutes before South Africans began casting their ballots and inking their fingers at 7:00 a.m. local time (0500 GMT).     South African political party representatives at the IEC's center in Pretoria were mostly happy with the progress of voting.     "We are very happy so far, there have been no incident reports and there are very few stations still unopened," said Beattie Hofmeyr, the ruling party African National Congress (ANC) representative.     The Democratic Alliance councillor Mike Moriarty said: "The vast majority of stations are working properly."     The Congress of the People representative Juli Killian said there was an "absolute commitment to impartiality" in the IEC's top structures.     However she said that at times this commitment did not filter down to the staff on the ground.     "The challenge for them is to get the district voting officials to support that commitment," she said, adding that the party had received reports of ANC branding at some polling stations.     The United Democratic Movement secretary general Humphrey Nobongoza said his party had received reports that "ballot papers were flying all around" in Cala, Eastern Cape.     "The matter is of serious concern. It means there is a lack of control. It sends a bad signal," he said.     The IEC said about 23 million registered voters, including more than 16,000 overseas voters, would vote to elect a new National Assembly and nine Provincial Legislatures in April 22 elections.

ROME, May 20 (Xinhua) -- China's top legislator Wu Bangguo met here Wednesday evening with Italian Premier Silvio Berlusconi.     Wu is the first chairman of the Standing Committee of the National People's Congress (NPC) who has visited Italy since 1997.     Before meeting with Berlusconi, Wu also met with Italian Senate President Renato Schifani Wednesday morning and signed an agreement on establishing a mechanism of regular exchanges between the Chinese NPC and the Italian Senate.     During his meetings with Italian leaders in Rome, Wu expressed the willingness of strengthening economic cooperation with Italy as a way to counter the impact of international financial crisis.     In an earlier meeting with Chinese entrepreneurs who are doing business in Italy, Wu said the financial crisis has brought about new opportunities for cooperation between Chinese and Italian companies.     The Italian leaders expressed the willingness to expand cooperation with China in various fields, saying China's economic growth will hopefully provide new energy for the recovery and rally of world economy.     Both sides agreed that the two countries should coordinate their stance on reform of the international financial system and work for an early recovery of global economy from the financial crisis.     China saw an economic growth of 6.1 percent in the first quarter of this year, the lowest quarterly figure in years. Meanwhile, the European Union economy dropped 4.6 percent in the same period.     China and Italy have maintained a sound momentum in bilateral links. The two sides have consolidated political trust and maintained close communication and coordination on major international issues.     Leaders of the two countries have maintained contact on a regular basis. Italian Premier Silvio Berlusconi visited China last October and met with Chinese President Hu Jintao. During the meeting, he said Italy places importance on China's role in international affairs and wish to cooperation with China to counter the impact of international financial crisis.     In recent years, the two countries have kept optimizing structure of trade and expanded investment. Bilateral cooperation in science, technology and environment protection have achieved good results.     China held a Year of Italian Culture last year. In a gesture of embracing China as a huge market and potential source of investment, Italy is to hold a "Year of China" in 2010.     Italy has decided to participate in the 2010 Shanghai World Expo, while it has won the host of the 2015 World Expo. BEIJING, April 28 (Xinhua) -- China and Peru on Tuesday signed a free trade agreement (FTA) in Beijing, capping over-a-year-long negotiations and legal processes. Chinese Vice President Xi Jinping and his Peruvian counterpart Luis Giampietri Rojas witnessed the signing ceremony in Beijing, with both hailing the deal "a new landmark" in bilateral ties.     "China-Peru agreement is the first FTA package China has signed with a Latin American country," said the Chinese Commerce Ministry. Chinese Vice President Xi Jinping (R) meets with Peruvian First Vice President Luis Giampietri Rojas at the Great Hall of the People in Beijing, capital of China, April 28, 2009.    After 14 months of negotiations, China and Peru concluded their free trade talks in November 2008, followed by some legal processes in both countries.     "With the global financial crisis looming, the China-Peru deals ends a positive message of deepening cooperation and tiding over difficulties," said Zhu Hong, deputy director general of the International Department of the Chinese Commerce Ministry.     The pact is China's second in Latin America, following an accord with Chile in 2005.     "The China-Peru FTA is a comprehensive deal, covering goods, service, investment and other fields while the accord with Chile deals with goods only," Zhu said. A complementary deal on service trade was signed with Chile in 2008.     "The pact features a high degree of openness," Zhu said, citing phased, free tariffs on more than 90 percent of goods ranging from China's electronic products and machinery to Peru's fish powder and minerals.     Under the deal, both pledged to further open their service sectors and offer national treatment to investors from the other country.     China and Peru also reached agreement on intellectual property, trade rescue, customs procedures and other fields.     The official said the pact would play an important role in helping both nations deal with global financial foes and boosting their own economies.     Trade between the two countries reached 7.5 billion U.S. dollars in 2008, according to Chinese customs authority.     The FTA deal is likely to come into force in early 2010, Zhu said.     Since the beginning of the decade, Beijing has vigorously pursued free trade agreements. So far, China has signed FTA deals with the Association of Southeast Asian Nations (ASEAN), Chile, Pakistan, New Zealand, Singapore and Peru.     China is also in free trade talks with Australia, the Gulf Cooperation Council, Iceland, Norway and Costa Rica, among others.

  

BEIJING, May 3 (Xinhua) -- China's retail sales climbed 9 percent from a year ago to about 12 billion yuan (1.76 billion U.S. dollars) during the three-day May Day holiday, the Ministry of Commerce said Sunday.     The estimate was based on sales from May 1 to May 3 at 1,000 major domestic retailers monitored by the ministry.     The ministry said robust sales were reported for gold, jewelry, home appliances and autos, as retailers launched promotion campaigns.     Sales of gold and other jewelry rose 19.6 percent, the ministry said, without giving specific figures.     However, it said the Beijing Caishikou Department Store, a major gold retailer in the capital, saw its sales nearly double to 14.3 million yuan on May 1 alone.     Sales of appliances, such as LCD TVs, air conditioners, refrigerators and lap-tops, increased 11.4 percent, while those of automobiles grew 9.2 percent.
