SAN DIEGO (KGTV) -- A portion of City Hall in Downtown San Diego was evacuated after crews working in the building possibly disturbed asbestos.According to the city, construction crews working on the lobby possibly disturbed the asbestos around 2 p.m. Thursday. The city said in a memo that a contractor working on the sprinkler system accidentally dislodged a section of the ceiling, causing it to crash to the ground. "Immediate action was taken to isolate and contain the material,'' according to the memo. The substance hasn’t yet been confirmed as asbestos, but hundreds of people were forced to evacuate as a precaution. Crews plan to conduct air testing Thursday night with the expectation of reopening City Hall Friday morning. The City Clerk’s office remains open and is working out of a nearby location until Thursday evening so candidates running for office can meet their 5 p.m. deadline. 909

SAN DIEGO (KGTV) - A local dreamer is fighting for a chance to see his dying grandfather in Mexico.Luis Tinoco, who was brought to the United States in 1989 when he was five-years-old, received protective status under DACA, the Deferred Action for Childhood Arrivals program enacted during the Obama Administration.In the past, DACA recipients have been allowed to travel to their country of origin during emergencies if they obtained an “advanced parole” permit from U.S. Citizenship and Immigration Services.On Thursday, Tinoco and his lawyer submitted an application at the UCIS office in Downtown San Diego. But they said it was denied.Tinoco can still apply by mail but he predicts it could be months before he gets a response.“There’s a high chance it might get accepted, but meanwhile, I don’t know what’s going to happen to my grandpa,” he said.Tinoco says he hasn’t seen his grandpa since he was five. He’s known for backing progressive candidates and shaking up elections, usually with controversial ads.The ad lays out Geneviéve Jones Wright’s qualifications to be San Diego County’s next District Attorney. It does not attack her opponent Summer Stephan, which is what most politicos expected.Jones Wright told 10News she had not seen the ad.Stephan’s campaign manager said he’s surprised the ad is more of an introduction than an attack. Jason Roe also said there is no doubt in his mind the gloves will come off, based on what he called Soros’ pattern of negative and dishonest ads.Jones Wright filed a complaint with the attorney general claiming Stephan was basically campaigning on the job and using photo ops with law enforcement in her campaign materials.Stephan’s campaign manager called it a distraction. 1128

SAN DIEGO (KGTV) — A Rancho Penasquitos man says on Sunday morning he walked outside to discover someone had broken into most of the mailboxes on his street. He added that even mailboxes that had locks had been pried open and left empty.“I woke up this morning to pick up my newspaper and I noticed every mailbox up and down the street and adjacent streets I could see had been opened and all the mail had been removed,” he said. The neighbor asked ABC 10News not to be identified.He said he’s lived in the area for about 10 years and it’s generally quiet. They had one incident a few years ago where mail was stolen around tax return season. He’s concerned about this theft because of the looming November election.“I kinda felt it might’ve had something to do with stealing the ballots,” he said.He said both he and his next door neighbor had received their ballots in the days immediately before the theft. Other neighbors in the area also said they already got their ballots in the mail, but the incident is a reminder to be extra cautious with important voting documents moving through the postal system.“Personally, I’ve never been a victim of crime here, or do I know anybody that’s been a victim of crime here, so it’s something that’s concerning,” he said.The neighbor added that he did email the registrar’s office to let them know of the possibility of stolen ballots in his neighborhood. 1407

SAN DIEGO (KGTV) — A man sentenced to life behind bars after being convicted of shooting his coworker in his face. Julio Narvaez pleaded guilty to opening fire at his Phamatech company in 2017. "The consequences are something he has to bare," said judge Laura Halgren at his sentencing on Friday. Narvaez pleaded not guilty to shooting his coworker in the face at their Carmel Mountain Ranch office. Police say they got into an argument when Narvaez pulled out a gun from his desk and opened fire. The victim, Michael Limbag, is also the cousin of Narvaez's wife. He's still recovering two years later. "He has hearing loss," said Halgren. "There’s a fragment bullet in his brain that could move at any time. He has headaches every day, nightmares."The defense brought in a neurologist to testify. He said Narvaez may have a connection to Alzheimer's, but could not make a definitive diagnosis. That move then backfired for the defense. "If this really did play a role in Mr. Narvaez’s behavior, then he poses a danger and will continue to pose greater danger," said Halgren. "Whatever degenerative process he has could be offered an explanation for some of the behavior but doesn’t excuse it."Police say Narvaez tried to shoot the victim at least twice, but the gun jammed. He pleaded guilty to attempted murder and use of a firearm with bodily injury. 1362
