SAN DIEGO (KGTV) - Jo Anne Bilodeau finds peace inside the grounds of her serene San Carlos apartment complex, filled with greenery, benches, a clubhouse and a pool.Even her rent is less than ,100 a month. "It kind of feels like a sanctuary," she says. But Bilodeau's days in San Diego could be numbered, all because of a specialty shot she takes every 12 weeks. RELATED: Making It in San Diego: Prescription medication costs impacting San Diego families"It's just scary," Bilodeau says. "It makes you feel like you're in limbo all the time because you don't know the exact cost of the drug until you get a bill."Bilodeau suffers from Rheumatoid Arthritis, an autoimmune disease that causes the body to mistakenly attack the joints. She's about to turn 71 and on medical leave from her job, meaning her company health benefits are expiring. That leaves her with just Medicare, and what she believes will be a ,300 co-insurance payment on the drug."I have my days," she says. "I have meltdowns where I just cry because I'm worried and scared."Bilodeau isn't the only one with that anxiety.A new study by AARP says the price for specialty prescription drugs, ones that are generally infused or injected, rose 7 percent in 2017. That's more than three times the rate of inflation. The average annual cost for these drugs is nearly ,000. RELATED: Making It in San Diego: How to save money on your prescriptions"The prices for those medications has risen dramatically," said Leslie Ritter, a senior director at the National Multiple Sclerosis society, a condition that also requires specialty drugs.Ritter says patients on the medications have skipped doses and racked up credit card debt. "Medications only work if you're adhering to them, and you're taking them as prescribed," she says. Federal and State governments are now moving legislation to help lower prices and increase transparency. In the meantime, Leigh Purvis, of the AARP Public Policy Institute, said the best thing to do is for patients to talk to their health care providers to see if there is a less expensive generic alternative to treat the same condition.Drug manufacturers themselves also offer patient assistance programs to those who are eligible. However, they are only available to privately and commercially insured patients, not those on Medicare. 2338

SAN DIEGO (KGTV) - Law enforcement agencies across San Diego Country will have extra officers stationed near busy railroad intersections this week as part of "Operation Clear Track. "The week-long enforcement ties into National Rail Safety Week, from Sept. 22-28.In Carlsbad, officers will be near Carlsbad Village Drive and Grand Avenue during the lunch hour, reminding people to only cross when there are no trains nearby."The goal is to raise railroad safety awareness through education and the enforcement of state railroad grade crossing and trespassing laws," the Carlsbad Police Department said in a statement.Amtrak officers will also keep an eye on well-known trouble spots along the coast, like a stretch in Del Mar where surfers and hikers frequently cross over tracks to get to the beach."It's not safe to cross here," said surfer Cooper Baker, who admitted he does it regularly. "But, if people have their wits about them and make good choices about where they're stepping, it's totally safe. So I just try to make sure I know a train is not going to be here and that my footing is sure. I think it's fine."A recent study found San Diego is the 9th deadliest county for accidental train casualties in the U.S. from 2013-2017. In that time, 44 people were killed while trying to cross tracks. Los Angeles County topped the list, with 110 deaths in that time."It's definitely good to give people a reminder that trains are coming through," said surfer Shayne Jensen. "You gotta be safe."In the last year, the North County Transit District has taken steps to make trains safer. In 2018, they equipped all of their trains with Positive Train Control, a new technology that automatically slows trains down if any danger is detected.Meanwhile, there have been calls in Del Mar for more railroad crossings to be built. Residents are asking for more options, so they're not tempted to cross illegally. City leaders have also introduced plans to put fences around the tracks. For more information about the nation-wide campaign to make railroad crossings safer, click here. 2084

SAN DIEGO (KGTV) -- It should be no surprise at this point that home prices are still on the rise in San Diego this April. A new report from Zillow shows that, year-to-year, home values in San Diego have risen more than eight percent. According to Zillow, the median home value in San Diego currently sits at just over 5,000. That change marks an increase of 8.4 percent since last April.Meanwhile, rent is also on the rise at a median of just over ,500, or an increase of 3.6 percent since last April.Click on the charts below for more information:  The high cost of housing in San Diego is in stark contrast with national home values. The median home value nationally is 5,600. If there's one thing San Diego and the rest of the nation have in common in this report it's that both saw home values increase by more than eight percent.“Home values are rising faster than we’ve seen in a very long time: The spring home shopping season has been a perfect storm of strong demand and tight supply,” said Zillow senior economist Aaron Terrazas.Nationally, the number of new homes being built is also seeing a decrease. “Sluggish new construction has exacerbated the supply situation and homes that are hitting the market, are moving very quickly once they do. Americans are also in a spending mood, boosted by recent tax cuts and rising wages. Millennials who long delayed becoming homeowners, are out in force – a shift we’re also seeing in softer rent appreciation," said Terrazas. Zillow adds that nationally, home values are rising at their fastest pace in 12 years. RELATED: SD woman climbs out of 3,000 debt hole | This is how much space 0K will buy you in SD | How much you need to earn to buy a home in SD 1790
