(CNS) -- A man who struck and seriously injured a bicyclist in Ramona last fall pleaded guilty Monday to felony charges of reckless driving resulting in serious injury and vandalism.Chase Edward Richard, 35, admitted hitting Michelle Scott from behind on state Route 67 near Dye Road with his Ford Edge last Oct. 2. Scott was struck around 6:15 a.m., and was airlifted to Palomar Medical Center in Escondido with serious injuries.She remained at the hospital for about two months before being transferred to a Poway nursing care facility, where she remains under full-time care, recovering from the brain injury she suffered in the crash, according to the Ramona Sentinel.Richard was arrested less than a week later. The California Highway Patrol said a tip from the public led investigators to Richard's damaged SUV in the garage of his Ramona residence.Richard agreed to a three-year, eight-month term that will include two years in local custody and 20 months of mandatory supervision.Per the terms of his plea agreement, Richard will also perform 200 hours of community service, a component of his sentence that Deputy District Attorney Valerie Ryan said was important to Scott's family.The victim volunteered with multiple local programs, including the local Community Emergency Response Team -- or CERT -- which trains and assists community members in response to emergency situations like natural disasters.Ryan said Scott's husband, Don, hopes that Richard can "do what he can to give back to the community because Mrs. Scott can no longer do that."The prosecutor said Don Scott is "hoping through this time on mandatory supervision that Mr. Richard can change and alter his behavior" and "contribute to the community" once he is released from custody."There's a lot of graciousness and generosity of heart in the Scott family, and they are hoping and looking for Mr. Richard to do better" Ryan said.Sentencing is slated for July 28. 1966

EL CAJON, Calif., (KGTV)-- San Diego Gas and Electric (SDGE) unveiled their new line of firefighting tools Wednesday afternoon, including a helicopter and a new tactical command vehicle. A little spark can transform into a violent rage. That is the fear and reality of a wildfire. "Californians were devastated and had the most destructive and deadliest wildfire season last year," SDGE Chief Operating Officer, Caroline Winn said. In 2018, there were 8,000 fires in the state that scorched more than one million acres. While no one can predict mother nature, SDGE says they are more prepared than ever. Meet Bruce Pulgencio's newest ride, the UH-60 Blackhawk. The aircraft is SDGE's newest member of their fire fighting arsenal. It can reach up to 140 mph, carry 860 gallons of water, and fills up in only 45 seconds. "It will dip the bucket into the water and pull out then we will go to the fire and be able to release the water to the fire," pilot Bruce Pulgencio said. "We just keep rotating to dip site to drop site."The copter and the pilot share a similar story. The aircraft came from the Army Surplus. Pulgencio just retired from the Army National Guard. After their military careers, the two joined together to fight fires from the sky."it's like driving a smaller sports car and then driving a semi-truck," Pulgencio said. The semi-truck he is referring to is SDGE's premiere firefighting helicopter, the Erickson Aircrane. Its 2,650-gallon tank has been assisting San Diego fire agencies for a decade."It can get into smaller places," Pulgencio said about the new Blackhawk. "We all have our specialties, where they have their snorkels, and we have our bucket. It's just a different way to approach the water and to fight the fire."Since its debut in June, the Blackhawk has already proven its value. It flew over last week's Caliente fire in Otay Mesa. Surrounded by terrain that ground crews had a difficult time accessing, the brand new UH-60 Blackhawk dropped thousands of gallons of water atop the pallet yard. Also joining the team this season is the new SDGE Tactical command vehicle. The mobile electrical hub is a place where scientists can gather and send the latest weather mapping information to ground crews on the fire line."It allows our teams to deploy quickly, and we can establish full internet and satellite phone capabilities in any location," Winn said. Education Secretary Betsy DeVos announced late Friday that the US government will extend a federal student loan forbearance on borrowers for an additional month as more businesses are closing due to a surge in coronavirus cases. This means that payments of federal student loans will not be due in January.The decision does not impact private student loans, which have generally still required repayment by Americans during the pandemic.While the federal student loan forbearance is scheduled to end on January 31, President-elect Joe Biden has discussed taking more permanent action on reducing the student loan burden on millions of Americans.Federal student loans were placed on forbearance in March. In August, President Donald Trump directed DeVos to extend the forbearance through the end of 2020. While those who wanted to continue making student loan payments were able to continue doing so, automatic payments of federal student loans stopped early in the pandemic as unemployment levels jumped to record levels.Amid the forbearance period, the federal government was not charging interest on borrowers."The coronavirus pandemic has presented challenges for many students and borrowers, and this temporary pause in payments will help those who have been impacted," said DeVos. (KGTV) - An upset burglary victim says she didn't get emotional when she saw the surveillance video, until she heard what the intruders did.Just off Applewood Drive around 4 p.m. Sunday, Michele returned home from grocery shopping with her 7-year-old daughter."I saw the bedroom was in complete disarray, grabbed my daughter and said, 'Let's get out of the house right now,'" said Michele.Ring doorbell video shows what happened: three men cased the home, then approached and hopped over her fence. Moments later, the three bag-toting men ripped off the screen of a back window and climbed in.The sound of Michele's dog, a 10-year-old Miniature Schnauzer named Trixie, is heard barking and then there is another noise: a pained whimpering lasting more than five seconds."Something was done to her to cause her pain.  It brought me to more tears than knowing we'd been violated," said Michele.About half an hour later, two of the men are seen leaving through the window, swatting at and toppling a camera on the way out.They would make off with electronics, a handgun and dozens of pieces of jewelry, including some priceless family heirlooms.
