SAN DIEGO (KGTV) — A proposal to create a police oversight commission in San Diego took a step forward Tuesday.The San Diego City Council voted unanimously to begin meeting with the San Diego Police Officers Association, a key legal step along the path to the November ballot.A group called Women Occupy San Diego has been pushing for years to change the city's current Community Review Board on Police Practices, which a 2018 Grand Jury report concluded lacked oversight. That Grand Jury noted the community review board does not have subpoena power and that San Diego Police personnel can sit in on what are supposed to be closed-door deliberations."It's not independent of the mayor, it does not have its own investigative powers," Attorney Genevieve Jones-Wright said at a rally outside City Hall before the Tuesday vote. It would have subpoena power and its own legal representation. "One of the things that's most disturbing about the current CRB is that it is required to have as its attorney the City Attorney. And the City Attorney is the same attorney for the police department," said Andrea St. Julian, who authored the proposal submitted to the city. The meet-and-confer with the union is expected to happen in time for the November election. Jack Schaeffer, who heads the association, welcomed the talks. "We're going to make sure that the way that they're planning on rolling this thing out isn't going to interfere in our ability to investigate a crime scene, and then how we interact and things like that," he said. "It's going to be really important to figure that out during meet-and-confer."In a statement, Police Chief David Nisleit said the department will work with civilian oversight in any manner approved by the voters. The husband says, 'It's my wife's birthday. Can you give her a blessing?'" said Phakdy.Phakdy says his father did something to acknowledge the birthday. A woman in her 30s then got out of the SUV."She hugs my dad," said Phakdy. In the backseat was a baby in a car seat."The husband gets out and says, 'We have some jewelry to give you or show you,'" said Phakdy.Together, the two placed rings on his hands, wrapping necklaces around his neck and arms."The husband was grabbing his wrist. Turning it around doing this and doing that," said Phakdy.His father offered to pay for the jewelry, but the couple quickly drove off. Police say Christiane Demeco was last seen in the area of West Point Loma Blvd. on Saturday.The department said Monday that Demeco was found safe, though it's unclear where she was located. SAN DIEGO (KGTV) — A near decade-long push to get a traffic light installed at a residential intersection along Governor Drive is inching closer to success.The city has partially funded the light at the intersection of Lakewood Street and Governor Dr. and it's now in the design phase. The news comes almost nine years after resident Mark Powell complained to the city about speeding drivers. Powell received a letter from the city in April 2010 that acknowledged a safety issue and said the intersection would be placed on its "priority list" for a traffic light, pending funding. "If you're put on a priority list, and it's been a decade, you're obviously not a priority," Powell said. "They've failed on multiple levels to get this completed."The intersection is on a long stretch of Governor Dr. that leads from Genesee Avenue to the 805. It has a 35 mile-per-hour speed limit, but there is no traffic light or stop sign to slow drivers as they pass Lakewood St. "By copy of this letter we will request that the police department consider this location for radar enforcement," the city said in the 2010 letter. Meanwhile, Powell says the safety issue is getting worse because University City is going through a building boom. The area is seeing new high rises, plus the expansion of the Westfield UTC mall. Powell's daughter, Arielle, 16, just got her driver's license and commutes to University City High School daily, making a left onto Governor from Lakewood. It's the only road that leads out of the neighborhood. "I get nervous in the morning because I don't want to be late for school having to wait for all of these people, because traffic on Genesee builds up really fast," Arielle said. SAN DIEGO (KGTV) -- A man died Saturday night after deputies say he was attacked by a group of people while crossing the street in Vista. According to the San Diego County Sheriff’s Department, the attack happened at 10 p.m. at the intersection of West Vista Way and Valencia Drive. Witnesses say the man was at the intersection when he was attacked by three men and a woman all in their 20s. RELATED: Man arrested after driving into crowd outside Encinitas barAfter falling to the ground, the victim was able to crawl onto the sidewalk before collapsing. He later died after being taken to the hospital. Deputies searched the area but were unable to locate any of the suspects.
