LOS ANGELES (CNS) - A pair of active-duty U.S. Marines stationed at Camp Pendleton were arrested Tuesday morning on a federal grand jury indictment charging one of the Marines and three civilians with conspiring to distribute narcotics -- including oxycodone pills laced with fentanyl -- to civilians and members of the Marine Corps, one of whom suffered a fatal drug overdose in May.Lance Cpls. Anthony Ruben Whisenant, 20, and Ryan Douglas White, 22, were expected to make their initial appearances Tuesday afternoon in U.S. District Court in Los Angeles. Whisenant allegedly distributed narcotics to fellow Marines, including the one who overdosed, and White is charged with being an accessory after the fact for allegedly attempting to hinder the apprehension of Whisenant and an alleged drug supplier named in the indictment. The 14-count superseding indictment also charges:-- Jordan Nicholas McCormick, 26, of Palmdale, the lead defendant and the conspiracy's alleged supplier of LSD, ecstasy, cocaine and oxycodone pills laced with fentanyl to co-conspirators-- Gustavo Jaciel Solis, 24, of Sylmar, who allegedly distributed McCormick's drugs to civilians and military personnel-- Jessica Sarah Perez, 23, of Pacoima, who allegedly distributed narcotics, including fentanyl and cocaine, to civilian customersOn Aug. 11, Solis and Perez were indicted on fentanyl and cocaine distribution charges, and Solis was indicted on firearms-related charges. They have pleaded not guilty and their trial date is scheduled for Oct. 27. Solis is in federal custody and Perez is free on ,000 bond.Tuesday's updated indictment adds McCormick -- who is also in federal custody -- Whisenant and White as defendants, in addition to adding charges to the original indictment. According to the indictment, the conspiracy lasted from last November through this month and involved multiple sales of fentanyl- laced oxycodone to an undercover buyer, often for amounts exceeding ,000 per buy.On May 22, Solis sold 10 pills of oxycodone laced with fentanyl to an active-duty Marine who died of a drug overdose in the early morning hours of May 23, the indictment alleges. In addition to the conspiracy charge, McCormick, Solis, Whisenant and Perez face substantive charges of distribution of narcotics, including fentanyl. McCormick and Solis are also charged with possessing firearms in furtherance of drug crimes. If convicted, McCormick and Solis would face a sentence of 10 years to life in federal prison, and Whisenant and Perez would each face up to 20 years behind bars. White, if convicted, would face up to 10 years in federal prison. 2637

LOS ANGELES (AP) — Earthquake early warning alerts will become publicly available throughout California this week, the Governor's Office of Emergency Services said Wednesday. The system's statewide debut Thursday will coincide with the 30th anniversary of the Loma Prieta earthquake that ravaged the San Francisco Bay area on Oct. 17, 1989, as well as the annual Great Shakeout safety drill. The warnings produced by the ShakeAlert system will be pushed through a smartphone app called MyShake and the same wireless notification system that issues Amber Alerts. The state earthquake app, developed at the University of California, Berkeley, is available for download to IOS users through iTunes and through GooglePlay stores for Android phones. The system does not predict earthquakes. Rather, it detects the start of an earthquake and calculates location, intensity and sends alerts to areas where shaking is likely to occur from quakes of magnitude 4.5 or greater. The alerts have been in development for years and last year were made broadly available to businesses, utilities, schools and other entities.Large-scale public notification has been available for Los Angeles County since the start of the year through an app developed for the city of Los Angeles, but it hasn't been triggered yet. 1300

LOS ANGELES, Calif. – A judge has denied a request from Britney Spears to end her father’s conservatorship over her estate, though the pop star did score small victories in the case.Los Angeles Superior Court Judge Brenda Penny declined to suspend James “Jamie” Spears from his central role in the court conservatorship, but said she would consider future petitions for his suspension or outright removal, The Associated Press reports.Spears’ attorney, Samuel D. Ingham III, said he plans to file those petitions. The judge also approved a request from Spears for a corporate fiduciary, the Bessemer Trust, to now serve as co-conservator with her father.During Tuesday’s contentious court hearing, Ingham said his client fears her father and won’t resume her career as long as he has power over it. The 38-year-old singer has been on a hiatus since early 2019.A lawyer for Spears’ father argued during the hearing that he has been an excellent conservator and has taken his daughter from being in debt to being worth more than million.Spears’ conservatorship has been in place since 2008, when the star experienced mental health issues and her public meltdowns were widely reported on. Since then, however, she has made a comeback in her career and held a residency in Las Vegas.Legal experts told the Los Angeles Times that it’s unusual for someone as young and productive as Spears to be in this type of situation for so long and that conservatorships like these are usually used to protect the old, infirm or mentally disabled. The L.A. Times reports that another hearing in the case is set for Dec. 16. 1616

LOS ANGELES (AP) — A California panel has recommended parole for Charles Manson follower Leslie Van Houten, who has spent nearly five decades in prison. The recommendation was made Thursday, although Gov. Gavin Newsom could decide to deny it. Newsom blocked her release once previously, saying she is still a threat at age 70. Newsom's predecessor, Jerry Brown, blocked Van Houten's parole recommendation twice. Brown has said in the past that she has not taken full responsibility for her actions and remains dangerous.Van Houten is serving a life sentence for helping Manson and others kill Los Angeles grocer Leno LaBianca and his wife, Rosemary, in August 1969. Van Houten was 19 when she and other cult members fatally stabbed the LaBiancas and smeared the couple’s blood on the walls. 798

LOS ANGELES (AP) -- The prestigious University of California system has reached a proposed million settlement with seven women who accused a former gynecologist of sexual abuse. As part of the class-action lawsuit, more than 6,600 patients of Dr. James Heaps could receive part of the settlement -- even if they have not formally accused the former University of California, Los Angeles, gynecologist of abuse.A federal judge must approve the proposed agreement filed Monday. The tentative settlement includes several mandated reforms at UCLA.Heaps has pleaded not guilty in a separate criminal case and denies wrongdoing.Heaps' attorney didn't immediately return an Associated Press request for comment. 715
