ESCONDIDO (KGTV) - Monday morning neighbors posted about a rash of graffiti in Escondido, a block away from Glen View Elementary school, outraged at the content and vandalism.On East Mission Avenue, just past Midway Drive, a home and two power boxes stained with black spray paint. One of the designs looked like a Star of David, causing concern online, worried the vandalism was anti-semitic."I noticed the graffiti over there, and that's just a disgrace," Grandmother Rose Ochoa said as she paused on her daily walk with two grandchildren on their way to pick up another grandchild."I feel disrespected. I feel like there's a lot of hate," Christina Landers said. She's lived in this neighborhood for about 27 years and said the graffiti has spread closer to her home, "it's crazy, it's like they're messing up our side of town.""I mean it's everywhere, you can't walk down a block without seeing it," Ochoa said. ENCINITAS (CNS) - The city of Encinitas announced its intent Tuesday to join a countywide joint-powers authority that would provide energy service to residents and compete with private companies like San Diego Gas & Electric.The Encinitas City Council voted Aug. 21 to join the JPA, which will be headed by the city of San Diego, because it aligns with the city's Climate Action Plan. In February, the San Diego City Council voted to begin the process of establishing a so-called community choice energy program with the intention of inviting other cities into the fold as the program expands.The county of San Diego and the cities of Chula Vista and La Mesa have also expressed a willingness to join the CCE program in recent weeks. ENCINITAS, Calif. (KGTV) - The City of Encinitas announced a timeline Monday for its leaf blower ordinance restrictions. The rule, which bans all gas-powered leaf blowers and restricts hours of use, was adopted by the Encinitas City Council on Aug. 21. The ordinance took effect for city operations on Sept. 20. By Dec. 20, all commercial operators will be required to comply with the rules. All others have until Jan. 20, 2020 to adhere to the restrictions. The new ordinance includes the following restrictions: Prohibits the use of all gas-powered leaf blowers citywide by January 20, 2020; Allows for the use of electric or battery-powered leaf blowers; Requires responsible use of blower equipment to control dust and noise; Leaf blowers of all types may only be used between 8 a.m. and 6 p.m. Monday through Saturday, and between 12 noon and 5 p.m. on Sundays.Anyone who must purchase a new electric or battery-powered leaf blower can take part in a rebate program to partially subsidize the purchase.
