SAN DIEGO (KGTV) — Fire crews continued mopping up what was left of the Willow Fire in Rancho San Diego Thursday, as they remain on high alert during this Red Flag Warning.One home was destroyed in the brush fire, while six others were damaged when the flames, pushed by wind quickly moved up a hillside to Willow Glen Drive Wednesday.The fire prompted evacuations. Neighbors told ABC 10News they were scrambling to get out in the middle of the night, unsure of what to grab."I happened to be on scene first with our fire chief and it was about five acres when I first got here and quickly grew, and was in the backyards of some of these homes in 5 to 10 minutes," said Andy Lawler, San Miguel Fire & Rescue Battalion Chief.Crews were able to quickly gain control of the flames, making airdrops when safe, and saving homes — despite the wind working against them.Over in San Marcos, the Sycamore Fire grew to three acres Thursday afternoon but firefighters were ready to attack it from all angles.Fire departments across San Diego County have upped their staffing and remain on high alert for the next few days."We have dedicated crews on these brush rigs so they have a quicker response throughout the city of San Diego," San Diego Fire-Rescue Battalion Chief R.J. Hartman said. SAN DIEGO (KGTV) — From business closures to limits on gatherings, there’s mounting evidence that government restrictions do slow the spread of COVID-19. But which policies are the most effective?A study published this month in the journal Science aims to answer that question by examining data from 41 countries outside the U.S.The researchers examined seven kinds of COVID-19 policies in mostly European countries and compared them to case and death rates in those countries over time.The policies included limiting gatherings to 1000 people or less, to 100 people or less, and to 10 people or less; a targeted closure on high-risk businesses; a broad closure of most non-essential businesses; school and university closures; and stay-at-home orders.The authors found limiting gatherings to 10 people or less was the most effective nonpharmaceutical intervention of the seven examined, reducing the transmission rate by 42 percent.Closing schools and universities was next, cutting transmission by 38 percent. The researchers said they were not able to examine the relative importance of closing universities over grade schools because such closures were typically implemented at the same time.Next, the researchers examined the impact of two kinds of business closures. They found broad closures of most non-essential businesses were “only somewhat more effective than targeted closures” of high-risk businesses like restaurants, bars and nightclubs. Broad business closures reduced transmission by 27 percent compared to an 18 percent reduction for targeted closures.“Therefore, targeted business closures can be a promising policy option in some circumstances,” the authors wrote.The study estimates those three policies together -- closing high-risk businesses, closing schools and universities, and limiting gatherings to no more than 10 people -- are enough lower to slow the spread of the virus.In epidemiological terms, interventions are considered successful when they lower the so-called number below 1. The reproduction number, or R number, is the average number of people who become infected from one infectious person. Without interventions, the study found the R number for COVID-19 between January and May was 3.3.The study did not examine the impact of wearing masks, but other studies have found that masks can also significantly reduce the spread of COVID-19.So what about stay-at-home orders? SAN DIEGO (KGTV) -- District Attorney Summer Stephan spoke about her new efforts to train officers and weed out “bad actors.”The push includes calls for a new independent Commission on Police Practices, which would replace the current Community Review Board on Police Practices. “Our communities need us to grieve with them, but they also need us as leaders to step up,” Stephan said. “Officers that are involved in abuse like what we saw with Mr. George Floyd have a history. They do not belong in a field where you supposed to serve and protect and you have the power between life and death.”She said part of the effort to train officers in de-escalating situations includes a new class that focuses on interactions with the public. “This is about interacting with someone that may have mental health issues, may appear not compliant, and how do you talk to them. How do you de-escalate? How do you show respect and communication?” she said.The goal is to train all 5,000 officers in the local departments.The independent Commission on Police Practices would have independent council and subpoena power. It still needs to qualify for the November ballot. Mayor Faulconer pledged his support for the ballot measure Monday. Stephan said she also supports it.“I support it because it is a balanced approach for oversight and transparency,” Stephan said. SAN DIEGO (KGTV) - Flu cases have more than doubled in San Diego County than this time last year, health officials reported Wednesday. Six hundred patients have been diagnosed with influenza so far this flu season, according to the San Diego County Health and Human Services (HHS) Agency. The number of cases soared last week, with 139 people diagnosed with the flu. During the same week last year, 57 flu cases were reported.
