SAN DIEGO (KGTV) -- Several birds were rescued from a San Diego apartment after a downstairs unit caught fire.According to crews, the fire started around 10:45 a.m. Sunday at an apartment on the 1700 block of Oro Vista Road.Shortly after noticing smoke, residents at the complex grabbed every fire extinguisher they could get their hands on in an effort to extinguish the flames and keep the blaze from spreading to the second floor.Firefighters say no one was home at the time of the fire and several birds were rescued. 529

"I only try to do what is fair, what is right, and what is just and get in what I call good trouble, necessary trouble. That was certainly the case in San Diego County on Halloween night, when surveillance video captured trick-or-treaters behaving badly.“Frustrating and really disappointing,” said Eastlake resident K.C. Helman.Helman returned home from trick-or-treating with his kids Thursday night to find his candy bowl gone.Video showed two costumed kids walking up to the bowl. One of them grabbed it and they both ran away.It wasn’t the only trick on Halloween night. 10News gathered a collection of videos posted by residents victimized by some frightful behavior.The candy thieves are a far cry from the generous South Bay boy who was caught on camera in 2017 pouring his own candy into an empty bowl so other children wouldn't be disappointed.Lawrence Malot, then 15, explained what motivated him to share his candy.He's not the only good example in San Diego. SAN DIEGO (KGTV) -- School superintendents from South Bay, Cajon Valley, Escondido and Chula Vista Elementary came together for a virtual roundtable Wednesday. The meeting comes days after Governor Gavin Newsom released a mandate saying students can only return to campus when the county has been off the state’s watchlist for two weeks.The discussion focused on tackling challenges for the upcoming school year. All four districts say one of the main issues is a lack of funding.“I listened to the governor speaking about how money has come to school districts,” said Dr. Katie McNamara, superintendent of South Bay Union School District. “It’s good to note that none of that money has arrived yet.”She says they’ve had to dip into the district’s general funds to pay for things like PPE and improving distance learning models.Cajon Valley reopened in-person summer programs last week and say they will be staying open.The County Office of Education says the governor’s order does not apply to camps or day cares.“We have almost 5,000 students on campus, today, right now in a version of summer school that we're calling child care.”The Chula Vista Elementary Union superintendent, Dr. Francisco Escobdedo says they’re paying close attention to testing.“In order for us to feel safe our contagion levels have to lower, the curve has to plateau.”Escobedo adds they’re working on providing more internet hot spots for families who need it. 1446

SAN DIEGO (KGTV) -- Smoke from a fire burning in Mexico is visible throughout San Diego Thursday. The blaze is burning roughly five miles into Mexico amid hot, windy conditions. According to Cal Fire, the fire poses no threat to the U.S. at this time. The agency said, however, it is monitoring the situation and will send a response if the fire threatens San Diego County. A red flag warning was issued for much of San Diego County through Friday. “Winds will get stronger during the day today peaking overnight into Friday early afternoon. Northeast to easterly sustained winds will reach 20 to 35mph with gusts of 40 to 65mph and isolated gusts up to 75mph while humidity levels will plummet into the single digits,” said 10News meteorologist Megan Parry.
