SAN DIEGO (CNS) - After being reassured that motorists' privacy would not be compromised, the county Board of Supervisors Wednesday unanimously approved a plan to electronically collect license plate data as part of a vehicle- emissions study aimed at improving air quality.Under the plan, the county Air Pollution Control District will use automated license reader software to analyze vehicles at 12 intersections in disadvantaged communities, including Barrio Logan, Logan Heights, Sherman Heights and western National City.A state grant will pay for the ,500 automated license plate reader system, which will collect license plate numbers and vehicles' weight, make and model.Jon Adams, assistant director of APCD, said the data will be collected in a secure method and kept at the district office, and would not be shared with anyone else. He said information, including license plate numbers, will be deleted after three days.Other agencies, including the California Air Resources Board and Port of San Diego, already use the same software, Adams said.APCD officials met over the last two months with various community groups and the Portside Community Steering Committee, which includes representatives of private and public organizations.The district's Community Air Protection Program was developed in response to Assembly Bill 617, which is aimed at reducing exposure to air pollutants in disadvantaged communities.At its Sept. 11 meeting, the Board of Supervisors expressed concerns over potential privacy violations and asked district officials to present alternatives.Two residents urged the board to support data collection, saying the end goal of cleaner air is a worthy cause.Sandy Naranjo, a Portside Steering Committee member, said "information and transparency are crucial for our communities, because we are tired of getting sick."Joy Williams, an Environmental Health Coalition member, said her group has been working in Barrio Logan and surrounding communities for decades and heard numerous complaints about pollution sources, including mobile ones.Supervisor Greg Cox said any time the county can get so many groups to agree, it's a good sign and "makes it a pretty easy decision on our part."Supervisor Kristin Gaspar said she appreciated the reassurances relating to privacy."I believe that we have the best intentions with this program," Gaspar said.Supervisor Nathan Fletcher said no group of children should be "eight times more likely to develop asthma because of where they live or the color of their skin.""We have to take swift, bold action and spend money in a way that represents the greatest investment," Fletcher said, adding he hopes this program gets underway quickly. 2716

SAN DIEGO (CNS) - A registered sex offender who broke into his next-door neighbor's home, where he raped and sodomized a 3-year-old girl, pleaded guilty today to four felony charges and is facing an 85-year prison term.Francisco Diaz, 47, entered his plea to four counts of forcible lewd acts on a child, and admitted serious prior felony convictions, according to Deputy District Attorney Claudia Grasso.Sentencing is scheduled for June 17.Last summer's attack occurred the morning of Aug. 11 in the 5200 block of Maple Street in Oak Park.RELATED: Man arrested after three-year-old says she was kidnapped and touchedDiaz broke a screen and curtain rod and climbed through a window of the sleeping child's bedroom. When the toddler woke up and cried while being sexually assaulted, Diaz carried her out through the window and was walking her toward his home when the defendant's mother saw them and wrapped the child -- who was naked from the waist down -- in a blanket.Police were called around 9:45 a.m. and Diaz was arrested.``It's a parent's worst nightmare,'' Grasso said following Diaz's arraignment last year. ``The violation, the betrayal, (it's just) horrific. I think that not only does it impact the victim but it impacts the entire family, who now have to look over their shoulder, who now cannot feel safe in their own home. SAN DIEGO (CNS) - A woman was killed when she walked into the path of two marked police cruisers in the Hillcrest community of San Diego, police said Sunday.The vehicles were going westbound in the 100 block of West Washington Street when the woman, standing on the north curb line of the street -- and not in the crosswalk -- walked into the cruisers' path a little after 11 p.m.Saturday, the San Diego Police Department reported.She was struck by both cars and rushed to UC San Diego Medical Center, where she was pronounced dead. 540

SAN DIEGO (CNS) - A San Diego City Council committee signed off Thursday on the proposed sale of a vacant city-owned property on Cortez Hill to a nonprofit agency for less than ,000 to create more than 100 units of affordable housing.The .4-acre property at 1449 Ninth Ave. was most recently the site of the now-vacant Cortez Hill Family Center, which housed homeless families.The City Council's Land Use and Housing Committee unanimously approved the proposal to sell the property for ,593 to Community Housing Works, which develops, rehabilitates, preserves and operates affordable apartment communities in San Diego and throughout the state.The sale will now move to the full City Council for consideration.According to a staff report, the low price is justified because "the property sale furthers the public purpose of providing low-income rental housing for 55 years, the number of affordable housing units will be increased, and the city will be relieved of administrative costs and liabilities associated with managing and maintaining the property."Councilman Chris Ward, the committee's chairman, said the building has served an important role, and he's grateful to Community Housing Works for proposing to create a net affordable housing gain."We are eager to get started and to keep working," said Mary Jane Jagodzinski, Community Housing Works' vice president of housing and real estate development.The proposal calls for Community Housing Works to demolish the existing three-story structure and its 48 units and build anywhere between 75 and 110 units, at least 44 of which would be for people or families making 30% or less of the Area Median Income. The other units would be available to people making between 30 and 80% of the region's AMI. The property would also have up to three manager units.The city acquired the property -- formerly a Days Inn hotel -- in 2001 for transitional housing for homeless families. The San Diego Housing Commission administered homeless services at the facility from 2010 until last year, when nonprofit homelessness services provider Alpha Project took over.The building was vacated by families in April after the city opened Operation Shelter to Home at the San Diego Convention Center for those experiencing homelessness during the COVID-19 pandemic. The rest of the people at the city's transitional homeless shelters -- such as Cortez Hill -- were shuffled to central locations to allow for easier tracking of the virus and to prevent spread of the illness.Alpha Project vacated the building on May 8 and the city officially declared the property "surplus" on May 19.The city's sale is contingent on the development of affordable housing on the property. According to city documents, it will be exclusively restricted to low-income rental housing. The San Diego Housing Commission will monitor the property's affordable restrictions. 2902
