VISTA, Calif. (KGTV) - Kellen Winslow Jr. affirmed his innocence to 10News Thursday as he appeared in court to face a third charge of rape.The son of a Chargers legend, Winslow pleaded not guilty to the alleged rape a 17-year old girl in 2003.  10News was able to capture a few words with Winslow as he walked to his car in the parking lot outside court. When reporter Jim Patton asked about the new rape charge, Winslow responded it would all come out in court. Then asked if he was innocent of the other allegations of raping two women in Encinitas, Winslow said, "I'm advised by my lawyer to not speak on much. But yes, I am innocent." The new charge involves a woman who was 17 years old at the time. Winslow was 19. She claims he raped her while she was unconscious. Winslow Jr.'s attorney has previously said their relationship was consensual.  Thursday, the defense repeated a request for the woman's psychological history.Thursday's court hearing lasted no more than 15 minutes as attorneys debated whether this new case should be tried along with the other two rape allegations. Winslow Jr.'s attorneys argued the new charge could prejudice the other two.The judge allowed the cases to remain joined for now for efficiency but said the trial judge would make the ultimate decision.  Winslow is currently free on a million bond, while required to wear a GPS monitoring bracelet. His trial date was set for March 19th, 2019. 1507

Virginia Beach Police are investigating a shooting that seriously injured two people early Sunday morning.Officers were alerted to multiple shots fired in the area around 12:45 a.m. A woman was located and suffering from a life-threatening wound. Medics treated the woman and took her to the hospital.A few minutes later at 12:48 a.m., officers received word that a victim with life-threatening injuries was located in several blocks away. EMS treated and took the victim to the hospital for further treatment.A possible suspect has been detained and the investigation is ongoing.Prior to this shooting, police responded to another shooting at the 1900 block of the Boardwalk. A woman suffered non-life threatening injuries in the incident.There is an increased police presence throughout the oceanfront area due to College Beach Weekend. Problems with violence in past years have caused some to be critical of the event. Last year, thousands signed a petition calling for an end to College Beach Weekend after four people at the Oceanfront were injured from a shooting. 1078

  

WASHINGTON (AP) -- America's registered child sex offenders will now have to use passports identifying them for their past crimes when traveling overseas.The State Department said Wednesday it would begin revoking passports of registered child sex offenders and will require them to apply for a new one that carries a "unique identifier" of their status. Those applying for a passport for the first time will not be issued one without the identifier, which will be a notice printed inside the back cover of the passport book that reads: "The bearer was convicted of a sex offense against a minor, and is a covered sex offender pursuant to (U.S. law)."The department said in a statement posted to its travel.state.gov website that registered child sex offenders will no longer be issued smaller travel documents known as passport cards because they do not have enough room to fit the notice.The changes come in response to last year's "International Megan's Law," which aims to curb child exploitation and child sex tourism, but also has been criticized by civil libertarians for being overly broad and targeting only one category of convicted felon. The law is named for Megan Kanka, a 7-year-old girl murdered by a convicted child sex offender in New Jersey in 1994. The case drew widespread attention and led to the creation of several state sex offender registries. Government agencies notified Congress on Wednesday the passport requirement of the law had taken effect.The State Department, which issues U.S. passports, said it will start notifying those affected as soon as it receives their names from U.S. Immigration and Customs Enforcement at the Department of Homeland Security. That agency is charged with identifying child sex offenders and is the sole agency that can add or remove someone from the list.Affected passport holders will be able to travel abroad on their current passports until the revocations are formalized, the department said, and it wasn't immediately clear when immigration and homeland security officials would provide that list.A spokesman for U.S. Immigration and Customs Enforcement said the agency was "exercising additional vetting procedures" to produce those names and that it is a "priority," but could not say when they would be sent to the State Department.Critics say the passport requirement will limit the ability of those affected to lawfully travel abroad.The State Department said the language in the passports "will not prevent covered sex offenders from departing the United States, nor will it affect the validity of their passports."However, it also noted that American citizens, like those of other nations, are subject to the entry laws, rules and requirements of countries they wish to visit. Many countries prohibit or place strict restrictions on the travel of convicted felons.State Department officials said they weren't aware of any other group of felons who'll be identified as offenders in their passports. 2984

  

VISTA, Calif. (KGTV) - Detectives called off a suspect search in Vista after it was discovered that a juvenile accidentally shot himself in the leg Monday afternoon. The San Diego County Sheriff's Department was called to the 100 block of Paseo Marguerita in Vista around 3:45 p.m. after receiving reports of a male juvenile with a gunshot wound. While responding, deputies received information about possible suspects. Authorities found the juvenile near a small pond with a gunshot wound to the leg. Meanwhile, a neighboring school was given an order to lock down. After an extensive search for the suspects, deputies broke down a perimeter set up around the area. The boy was taken to the hospital in unknown condition. After investigating, detectives learned that the gunshot wound was self-inflicted and "appeared to be accidental." The department said it's no longer looking for any suspects. 907
