SAN DIEGO (KGTV) -- A state review board will decide Tuesday whether to grant parole to a former skateboarding star from Carlsbad who has spent nearly three decades behind bars for a brutal rape and murder.Mark “Gator” Rogowski was a world champion skateboarder in the 1980’s who drew comparisons to Tony Hawk. He parlayed his fame into endorsements and promotional videos until he entered a guilty plea to the 1991 rape and murder of Jessica Bergsten, whose body was found buried in the desert.“This was a horrific, heinous, monstrous crime by an individual who really doesn’t want to admit that he took out transferred rage on another innocent individual,” said Deputy District Attorney Richard Sachs, who will represent the state at Tuesday’s hearing.Rogowski was denied parole in 2011 and 2016, but his case was granted another review ahead of schedule, Sachs said. The parole board will determine if Rogowski remains a threat to the community based on a psychological assessment and other factors.In a promotional video by the prison rehabilitation non-profit Getting Out by Going In (GOGI), Rogowski said he’s taken accountability for the crime and found a higher power.“My identity as a man was skewed. I thought what it meant to be a man was to be a womanizer, to have a lot of relationships,” he said.In 1991, the former skateboarding celebrity invited Bergsten to his Carlsbad apartment. Bergsten was a friend of the girl who had just dumped Rogowski.In a fit of what he called “misplaced revenge,” Rogowski clubbed the young woman over the head, cut her clothes off with scissors and sexually assaulted her for hours. When she screamed for help, Rogowski covered her with a surfboard bag and strangled her through it. He then drove two hours into the desert and buried her naked body in a shallow grave.“Certain crimes are so horrible they shock the conscience and this is one of them,” Sachs said.Sachs said prosecutors will strongly oppose parole on public safety grounds, although he acknowledged he could not predict the board's decision. SAN DIEGO (KGTV) -- Among being big, bold and beautiful, the Torrey Pine tree could also be the solution when it comes to helping with the world's water crisis."As a child we would go hiking there [Torrey Pines] every single weekend and see how there were giant puddles under the tree."And those puddles gave Cambridge High senior, Emily Tianshi, her "a-ha" moment."When Torrey Pines are that big that means they're confident they can get enough moisture soaked in through the atmospheric moisture harvesting, and they don't mind if there's a little bit more evaporation," Emily said.She spent years studying the water retaining tree, trying to mimic it's pines that bring water in and pour it out."Really late at night I would bring my prototype out then put it there and hopefully capture some fog, then go back early to see if anything happened."Her patent pending prototype recently gained national recognition from the Water Environmental Federation."It was really exciting because it showed me it has a lot of potential within the water sector," Emily described.With it, she wanted to one day help areas facing drought."Investigators estimated that if they captured just 4% of the moisture in Chile, it would be enough to cover the nation's driest areas to supply everything."She's also created a campaign with her brother called Clearwater Innovation with two goals in mind."First and foremost to spread awareness about the water crisis and secondly to encourage kids to use their creativity to solve the problem and innovate out of their comfort zone. SAN DIEGO (KGTV) - Alarming audio files and documents from the San Diego Sheriff’s Department’s Internal Affairs Division have been released about the sexual misconduct investigation into ex-deputy Richard Fischer who was accused of assaulting 16 women. Team 10 has started pouring through the records.In one audio clip, an Internal Affairs interviewer is heard questioning, "As you're buckling her, did you say, 'I hope your husband doesn't mind?'" He responded, "I don't recall saying that." He was apparently being questioned about his interaction with a handcuffed woman who was in his patrol car. "Okay. Well, do you recall if your arm or your palm of your hand touched her breast?" she asked. He said, "No. I would say I can't recall for sure if I accidentally touched- rubbed against- not rubbed. Um, unintentionally touched her breast with my arm as I buckled her in."In another clip, a woman is heard describing how she says Fischer placed her hand on his private area. She said, "Oh my God. I was, like, in a panic. I didn't know what to do."The hours of audio recordings and hundreds of pages of reports from the Department have now been made public. For months, San Diego police agencies have been working to release past records related to officer misconduct, following last year's groundbreaking order by the courts. It came after ABC10 News and other media sued to keep some police unions from blocking departments from giving up files.Fischer pleaded guilty last year to multiple assault charges, following accusations that he groped, hugged or tried to kiss more than a dozen women while he was on-duty.Records released show copies of texts from a woman who he pulled over. They read, in part, “He asks me if I wanted to make out. I swear to God [redacted] every single word of this is true."Several times throughout the audio recordings, he's asked about women who he had met while he was on calls or doing traffic stops. "Did you, um, ask her, if [she] were older if she would ever go on a date with you?" asked the interviewer. "I don't believe I did. No,” he responded. "Is it possible you asked her that?" she asked. He replied, "[I’m] probably [going to] say ‘no’. I don't remember asking her that."This May, Fischer was released from jail on custody credits, just months after being sentenced to four years behind bars. 2351

SAN DIEGO (KGTV) -- A teenager is publicly apologizing after admitting to vandalizing a park in Scripps Ranch last December. Jerabek park was vandalized on December 8, 2018. Days later, the Scripps Ranch Civic Association offered a reward to find the person who vandalized the field. Neighbors said they believed a large truck drove in circles on the field, destroying the turf. In the association’s August newsletter, the unidentified teenager admits to vandalizing the grass. RELATED: Scripps Ranch community offers reward to find vandal who damaged field“I was at the park that night, along with some friends, and we thought it would be cool to drive on the grass,” the teen writes. “This poor decision caused damage that adversely affected many people who use that park and for that I am truly sorry,” the letter continues. SAN DIEGO (KGTV) -- Amid coronavirus fears, retailers in San Diego County and around the world are trimming operating hours to focus on cleaning and restocking. Some stores are even closing until further notice. The shopping frenzy continues as residents prepare to hunker down for weeks at a time. Many not being able to get essentials they so desperately need. "All the toilet papers were gone, and they were limiting the number to one per client," shopper Midori Kato said. Some said they found a way to bypass the chaotic crowds. "Because I live close, like 300 feet from Ralphs, I finally figured out to go at 11:30 or midnight," one man told 10News. But not anymore. Many grocery stores announced they are shortening their operating hours. Von's supermarkets are now open from 7 am to 9 pm. Ralph's parent company, Kroger, announced nationwide, that they will only be open from 8 am to 8 pm to focus on deep cleaning and restocking shelves. Trader Joe's stores began limiting the number of shoppers in their stores. Starting Monday, they will only be open from 9 am to 7 pm. Some shoppers said, instead of rushing into stores and hoarding up supplies, we need to work together. If you have to have a loaf of bread, and your neighbor doesn't have any, give them half," shopper Gloria Mitrovich said. But some companies are not taking any chances and have decided to close their stores entirely. Effective immediately, Apple announced that its retail stores would be closed until March 27, 2020. Nike said beginning Monday, all retail stores outside of Asia would be shut down, also until March 27, 2020. The apparel company, Urban Outfitters, closed all of its stores globally until at least March 28, 2020. They said employees would continue to be paid during the shutdown.
