SAN ONOFRE (KGTV) -- Police chased a domestic violence suspect from Los Angeles County to San Diego County Thursday night. The driver, who has family in Tijuana, was believe to be heading to the border, according to our ABC affiliate in L.A.?At one point, the suspect may have ran over a spike strip, slowing him down. Once near the Camp Pendleton area police attempted two pit maneuvers. Shortly after the suspect drove off the freeway and into the brush, where he ultimately turned off the car and exited his vehicle. Police were able to take him into custody around 11:20 p.m. and began to search the vehicle. *This is a developing story. 10News will continue to update as more details unfold.  730

SAN FRANCISCO (AP) — Regulators on Friday accused one of California's largest utilities of falsifying safety documents for natural gas pipelines for years following its criminal conviction and multimillion-dollar fine for a pipeline explosion that killed eight people near San Francisco.The California Public Utilities Commission said an investigation by its safety and enforcement division found Pacific Gas & Electric Co. lacked enough employees to fulfill requests to find and mark natural gas pipelines.Because of the staff shortage, PG&E pressured supervisors and locators to complete the work, leading staff to falsify data from 2012 to 2017, regulators said. The company "had common knowledge among its supervisors that locators falsified data," the commission said."Utility falsification of safety related records is a serious violation of law and diminishes our trust in the utility's reports on their progress," commission President Michael Picker said in a statement. "These findings are another example of why we are investigating PG&E's safety culture."PG&E said it has hired more employees and improved its pipeline tracking system."We're committed to accurate and thorough reporting and record-keeping, and we didn't live up to that commitment in this case," utility spokesman Matt Nauman said in a statement.A U.S. judge fined the utility million after it was convicted of six felony charges for failing to properly maintain a natural gas pipeline that exploded in 2010 and wiped out a neighborhood in suburban San Bruno. Regulators also fined PG&E .6 billion for the blast."This is the period immediately following the 2010 San Bruno gas explosion and fire that resulted in eight fatalities, numerous injuries and damage to property," the commission said in its report. "This commission would expect that after such a tragedy, caused by multiple proven violations of law, PG&E would have sought to vigorously enhance and increase its effectiveness in all aspects of its gas safety."The investigation was forwarded Thursday to a judge, who will hear testimony on the findings and will allow PG&E to provide evidence that it didn't violate safety laws.The utility that provides service to millions of people throughout Northern California also is under scrutiny for its role in igniting wildfires. The California Department of Forestry and Fire Protection found that PG&E equipment was responsible for starting 16 wildfires last year.While a cause has not yet been determined for the massive fire that wiped out the town of Paradise and killed at least 86 people last month, PG&E equipment is being scrutinized. Gina Potter has been named the 9th San Ysidro School Superintendent in the last five years.In 2013, Manuel Paul resigned on corruption charges. He pleaded guilty two years later and was sentenced to two months in federal prison.The district hasn’t had a permanent superintendent since September when Julio Fonseca resigned amid allegations of financial wrongdoing.Jose Arturo Sanchez-Macias then stepped in but stepped down two months later following questions regarding payments to himself and his predecessor.Parents and teachers in the district say they want results to create a stronger learning environment they say students deserve. 749

SANTEE, Calif. (CNS) - A San Diego County Sheriff's Department employee was behind bars Thursday morning on suspicion of burglary and identity theft, authorities said.Estella Velez, a 54-year-old licensed vocational nurse at the Vista Detention Facility, and her alleged accomplice, 44-year-old Raul Rios, were taken into custody Wednesday, sheriff's Lt. Nancy Blanco said.The pair is suspected of stealing a woman's purse in the 5500 block of Mission Road in Bonsall on July 10, then using the victim's credit card at several locations in North County, Blanco said.Rios and Velez were also seen on video surveillance in two attempted commercial burglaries in the 1700 block of East Vista Way in Vista on July 21 and 23, the lieutenant said.Velez was booked into the Las Colinas Detention and Reentry Facility in Santee and Rios was booked into San Diego Central Jail, according to jail records. They both face multiple felony counts of burglary, conspiracy and theft.Velez was being held in lieu of 5,000 bail pending arraignment, scheduled for Aug. 14. SAN MARCOS, Calif. (KGTV) - A group of families in San Marcos is creating some outdoor learning pods when schools open with distance learning this fall.Like for so many others, distance learning in the spring was an exercise in distraction for the Holman family: Lauren and her husband, both working from home, along with 5-year-old Isabella, and 7-year-old Bradley, who tried to focus during class."Any time the live meetings with his teachers would go more than 20 or 30 minutes, he would start to get distracted," said Lauren Holman.Meanwhile, Lauren was trying to juggle her kids' needs with her job as a full-time online teacher."It was overwhelming and hectic, definitely a lot of stress," said Holman.That stress was revisited when she heard about schools opening with only distance learning."Internally I freaked out a bit, saying this is impossible," said Holman.So, she looked into what was possible. She and eight other families are creating two different learning pods."We have a small group of trusted families," said Holman.In one pod were Isbaella and three other kindergartners. In another, Bradley and five other 2nd graders. All are classmates at Twin Oaks Elementary."The parents will act as facilitators. I equate them with a substitute teacher who helps execute the lesson plan," said Holman.Parents will take turns, each taking a day with one group of kids to make sure they stay on track, offering one-on-one help. The micro-schools will be held outside, in back yards and parks. Canopies owned by the families will help with the sun."Trying to keep it safe. Promote social distancing," said Holman.Each student will be given their own box of supplies. Handwashing and hand sanitizing will be emphasized. The outdoor setting will offer options for socializing. Holman hopes her pods will give her and the other parents a break while giving her kids a little normalcy."I hope they are able to get the same experience in the classroom, as far as their academics. I also want them to smile when they think of their school year," said Holman. 2069
