MAPLE HEIGHTS, Ohio — Maple Heights Mayor Annette Blackwell believes northeast Ohio's shortage of affordable housing is having a tragic impact on the academic development of children. Blackwell told WEWS the affordable housing shortage is causing too many families to move from school district to school district and, in some cases, multiple moves are made in one school year.Blackwell said housing insecurity is playing a major factor in hindering the education of children, especially children from African-American families living in Cleveland and the inner-ring suburbs."It is an issue here in northeast Ohio, it is an issue here in the school district in Maple Heights," Blackwell said. "These children have to deal with the stress when they see their parents negotiating with the landlord, they see mom's rejection, they are part of that rejection when the application gets turned down, or the eviction notice comes.""All of these things add to the heightened sense of anxiety and stress. It's overwhelming on a daily basis."Blackwell pointed to a Harvard Medical School?study indicating that multiple moves contribute to a critical loss of learning.Blackwell said too many families simply can't afford to find good, stable housing."They make between and an hour, they have three kids, they have a car they're trying to maintain and they have to work two jobs to do that," Blackwell said.Professor Ronnie Dunn, Cleveland State University chief diversity and inclusion officer, told WEWS the toxic stress caused by multiple moves and a lack of affordable places to live are hurting young children and families more and more."In Cleveland, we average about 11,000 evictions annually," Dunn said. "A lot of that stems from living in inadequate, poor housing. It has a very dire and adverse effect."Blackwell believes possible solutions include creating tax credits to give developers incentives to create new affordable housing, and municipalities and developers working together to re-purpose existing square footage."There's a lot of ugly empty buildings, gut them," Blackwell said. MICHIGAN — Six Detroit-area doctors were charged with fraudulent health care billing and unlawful prescribing of opioids, according to a federal indictment.The defendants, identified as Rajendra Bothra, Eric Backos, Gainu Edu, David Lewis, Christopher Russo and Ronald Kufner, each played different roles at different times, the indictment said. Over the course of the conspiracy, the defendants allegedly submitted claims for more than 2.5 million to Medicare, 2.6 million to Medicaid and .2 million to Blue Cross/Blue Shield of Michigan for services and equipment that was medically unnecessary, not eligible for reimbursement and/or not provided as represented.According to the indictment, the defendants issued more than 13,217,987 dosage units of Schedule II opioids, including Oxycontin, Percocet and Vicodin.The scheme, beginning in January 2013, was operated at three clinics: The Pain Center located in Eastpointe and Warren and the Interventional Pain Center in Warren. McDonald's hopes new breakfast items will draw more customers to the golden arches.The company announced Tuesday that it would expand its breakfast menu. The new items, along with local deals and low prices, should help "win back customers at breakfast," said CFO Kevin Ozan during a call with analysts.With the new items, McDonald's is aiming to reverse a troubling trend: American customers are eating elsewhere.Sales in the United States grew by 2.4% in the third quarter, but that was mostly because people spent more. The number of American customers declined.Over the past couple of years, McDonald's (MCD) has tried a number of different strategies to boost its US business. It put self-order kiosks in restaurants. It added new menu items. And McDonald's added delivery.That helped boost sales among existing customers. But those initiatives, part of a massive effort to modernize its US restaurants, haven't helped McDonald's hold on to existing customers or bring in new ones.The company believes a revamped breakfast menu could help."It's very competitive out there at breakfast," said CEO Stephen Easterbrook. "We're still losing a little share ... it continues to be a battleground," he said. "We want to do better at breakfast."McDonald's didn't offer details on what the new items will be.In recent years, Taco Bell has found success with its breakfast offerings. The chain started serving breakfast in 2014 and now sells items like the naked egg taco, which has a fried egg for a shell.
