SHANGHAI, Jan. 16 (Xinhua) -- The Shanghai municipal government bore unshirkable responsibility for a high-rise fire that took 58 lives two months ago, Mayor Han Zheng said Sunday at the city's parliamentary session.Though the final investigation report on the fire has not been released, the accident exposed chaos and a lack of safety supervision in the construction market, for which the government was responsible, Han said in a report to the annual session of the Shanghai Municipal People's Congress, the local legislature.Han said his government would draw lessons from the incident and strengthen management and supervision to ensure work safety.The fire on Nov. 15, 2010 engulfed a 28-story residential building in Shanghai after welding sparks set nylon netting and scaffolding on fire.Officials blamed the fire, that killed 58 people, on unlicensed welders, illegal sub-contracting and poor management.On Jan. 11, the Shanghai municipal government issued new regulations to tighten supervision of the city's construction industry.The 22-article regulations covered eight aspects, such as construction processes, risk control, contractor management and government supervision.
BRUSSELS, Nov. 29 (Xinhua) -- The European Union (EU) and China Monday signed an agreement aimed at enhancing cooperation in the field of disaster risk management between the two sides.European Commissioner for International Cooperation, Humanitarian Aid and Crisis Response Kristalina Georgieva and visiting Chinese State Councilor Ma Kai witnessed the signing ceremony of the agreement for a joint project totaling 9 million euros (11.7 million U.S. dollars), among which 6 millions euros (7. 8 million U.S. dollars) will come from the EU.As the first bilateral project in disaster prevention, it is aimed at strengthening China's disaster management system with the support of the EU and its member states.EU Commissioner for International Cooperation, Humanitarian Aid and Crisis Response Kristalina Georgieva (R) shakes hands with visiting Chinese State Councilor Ma Kai in Brussels, capital of Belgium, on Nov. 29, 2010. BEIJING, Jan. 4 (Xinhua) -- Remote villages across Yongning County of northwest China's Ningxia Hui Autonomous Region have been connected to a safe water supply thanks to a newly-completed water project.The project, launched in August 2010 and concluded on Nov. 27, has ensured that 100,000 people in 44 villages of Yongning will have access to safe water for drinking.People in the county had long suffered from a severe shortage of safe water because the area's surface water contained excessive amounts of fluorin and iron.The project was initiated after local authorities increased their efforts to provide safe drinking water after Chinese President Hu Jintao visited the region.During an inspection to a well-drilling site at Yuanlin Village of southern Yongning on March 23, 2010, President Hu stressed that efforts be made to ensure more people have access to safe water supplies.
