ESCONDIDO, Calif. (KGTV) - The 'Golden State Killer' arrest is shining the spotlight on a controversial DNA search known as Familial DNA.    In the summer of 2013, local communities were gripped by fear amid a string of unspeakable crimes. An unknown culprit dubbed 'The Creeper' entered five homes in Escondido and one in San Marcos, cutting screens, cutting the clothes of little girls and molesting them while they slept. The suspect left DNA at several scenes, but a search turned up no matches.  Ultimately the case went cold until detectives applied to the State Department of Justice - for a DNA familial search. In 2015, the mystery DNA profile was linked to somebody already in the system, a close relative of the suspect."They were able to determine through a familial search who the suspect likely was," said Deputy District Attorney Ryan Saunders. That suspect was Gilbert Chavarria, who recently pleaded guilty to a host of charges.  He was sentenced to 100 years to life in prison."Police did an excellent job gathering the evidence, but the leads were exhausted. Without the familial searches, we'd still be on our hands waiting," said Saunders. It marked the first use of the search in a local case.  Amid concerns from privacy advocates, Governor Brown in 2008 enacted a policy that familial DNA would be used only as a last resort. It's been rarely used but did provide the break in several serial killer cases, including the 'Grim Sleeper' case and now, the 'Golden State Killer' case.  In the latter, the mystery DNA was linked to a familial profile from an ancestry website. Some law enforcement experts tell 10News the recent cases could lead to a lot more requests for the DNA search.  Familial DNA also provided the break in the infamous 'BTK' serial killer case in Kansas. 1858

ESCONDIDO (KGTV) - Employees of an Escondido golf course are frustrated and at their breaking point after their boss missed August 3rd's paycheck.UPDATE: Business owner paid employees missed and upcoming paycheck.Employes of the?Castle Creek Golf Course & Country Club said they heard their boss had a stroke on the first of the month and that was what caused the pay to be late. Employees were too afraid to speak on camera but said it wasn't the first time payment has been delayed.Golfers also said they've seen the course deteriorate since Osama Alkasabi took ownership in October. An employee said several people have already quit and some have their final day on the job this week.Alkasabi also owns two OAAI gas stations. Employees there vehemently defended Alkasabi but confirmed they hadn't been paid either. Employees there said Alkasabi had heart surgery."They missed only one, and that wasn't intentional," Alkasabi said over the phone. He blamed the delay on a car accident. "My car landed over the curb, and I arrived at the hospital here and had head surgery to make sure there is no bleeding, no fracture or damage," he said that happened August 1 off SR-78 near the Tri-City Medical Center in Oceanside.10News spoke with Oceanside Police and California Highway Patrol and neither have records of a crash in that area for the entire week.Alkasabi's gas stations are running out of gas. The pumps at Ninth Avenue and Centre City Parkway only had one kind of gas for sale.At the station off Midway Drive and Valley Parkway, the pumps were draped with caution tape.Alkasabi blames the prior owners."They did not renew or apply for the licensing permit from the APCD," he said. The Air Pollution Control District requires gas stations to maintain permits to operate. The permits must be renewed annually, and employees say Alkasabi has owned the stations for at least four years.Alkasabi made this promise to all his employees, "receive the check tomorrow by 1:15 p.m. for all three periods, although there is one period missing. So we're making a cushion for the next two weeks."He promised along with three paychecks, one for the missed cycle, one for this week and one in advanced, that he'll give each employee a 0 bonus. He also promised several improvements to the golf course and that gas will be available at his pumps soon. 2427

ESCONDIDO, Calif. (KGTV) - Hundreds of teachers showed up Thursday night at the Escondido Union School board meeting, demanding better pay and benefits. The teachers are in the middle of a prolonged contract negotiation with the district.According to the superintendent, Luis Rankins-Ibarra, the district has offered a 3.37% retroactive raise for last year, when the teachers were working without a contract. Teachers have agreed to that, but are not satisfied with the 2.41% raise offered for the coming school year.“The surrounding districts have much better salary and benefits packages than ours,” said Romero Maratea, a middle school teacher and the president of the teacher’s union. The union is seeking a 2.7% cost of living adjustment (COLA) for next year. They are also asking for clarification on the district’s proposed 0.5% increase to their benefits, saying they do not know the underlying number it applies to.One of the teacher negotiators addressed the board on this topic.“Count the variables. So half a percent of an unknown quantity added to another undefined amount is what you are offering.”Another frustrated teacher commented, “are you trying to hide something? it sure seems like it.”A spokesperson for the district declined access to interview district officials. In a prepared statement from Superintendent Rankins-Ibarra, he wrote, “we are confident that we are close to a fair agreement.”He continued, “the district’s latest contract proposal is one that we can afford while still maintaining the minimum reserve requirement and remain fiscally sound three years out. Our budget presentation tonight confirms that while we can afford this offer, going beyond that would jeopardize the district’s fiscal solvency.” 1746
