BEIJING, Oct. 15 (Xinhua) -- China will take measures to boost economic and social development in Tibetan regions in four provinces, according to a notice about a meeting chaired by Premier Wen Jiabao.     Wednesday's executive meeting of the State Council, the country's Cabinet, discussed how to support development in the Tibetan regions of Qinghai, Sichuan, Yunnan and Gansu provinces.     Tibetan regions in these areas are autonomous where Tibetans and people of other nationalities live together. The regions are the important plateau ecological barrier that cover the head-stream area of major rivers, such as the Yellow, Yangtze and Lancang.     The ecological environment in these areas are fragile with natural disasters occurring frequently. Infrastructure remained less developed, which hindered the development in these areas, the meeting said.     Measures should be taken to protect and build the ecological environment and improve people's living standard in these areas, and to make the income of urban and rural residents approach or reach the average level in western China by 2012 and approach national average by 2020.     Moreover, public services including education, public health and medical services should be improved in these areas, and infrastructure construction should be carried out to better support development.

The international community should intensify cooperation and respond to these challenges together," Wen said.     Wen, who is on a visit to Switzerland, traveled on Wednesday to Davos to attend the forum after meeting with President of the Swiss Confederation Hans-Rudolf Merz for talks on bilateral ties on Tuesday.     Switzerland is the first leg of Wen's European tour, which will later take him to Germany, the European Union headquarters, Spain and Britain.

SHANGHAI, Nov. 13 (Xinhua) -- China's first local financial tribunal opened on Thursday in the People's Court of Shanghai Pudong New Area.     The tribunal, with three judges, will accept both individual and institutional civil cases, with no limit on claims, said a judicial official.     Lin Xiaojun, vice chief judge of the tribunal, said the global financial crisis has triggered an increase in financial disputes.     Financial innovation and opening-up had also seen a wider variety of cases, including finance product and company stock ownership disputes, said Lin.     Ding Shouxing, president of the People's Court of Shanghai Pudong New Area said the tribunal would also provide legal services for financial institutions, release case analyses for market information, and make proposals to prevent and resolve financial risks.     The tribunal would hire financial experts as assessors, and setup a consultative team to guarantee just, efficient, professional and clean hearings.     The Ministry of Justice has announced no plans to extend the tribunals to the other parts of the country.     Since 2006, the People's Court of Pudong New Area has heard 5,603 financial cases, including those relating to bank loans, credit cards, securities and assurance, involving more than 1.6 billion yuan (242 million U.S. dollars).     The Chinese government approved Pudong New Area, situated in eastern Shanghai, as a trial base for opening-up in 1990. BEIJING, Nov. 4 -- China has set a timetable for its large aircraft plan, and the first homemade jumbo jet will take to the skies by no later than the start of the 13th Five-Year Plan Period (2015-20), a senior official said yesterday.     This is the first time a timetable for the trunk liner project has been made public, since the Commercial Aircraft Corp of China Ltd was set up in May. The company is in charge of the large plane's assembly, marketing and after-sales service with an initial investment of 19 billion yuan (2.8 billion U.S. dollars).     Miao Wei, vice-minister of industry and information technology, said at the China International Aviation & Aerospace Forum 2008 yesterday that China-made jumbo jets will be on the market between 2015 and 2020.     "We will finish the concept design and research on key technologies before 2010, and have the first plane roll off the production line before 2014," he said.     Even though the domestic passenger transport volume has been dropping recently amid the global economic slowdown, Miao said he had confidence in China's vast demand for new planes.     "In the next 10 years, China will need at least 1,000 new planes," he said.     The corporation is currently studying a feasibility plan for the large plane, Jin Zhuanglong, its general manager said yesterday.     Some sub-projects have begun, and the large airplane's technology scheme and suppliers will be decided soon, he said.     The corporation, which is also responsible for marketing the homemade regional jet ARJ21, will sign its first overseas order, worth about 0 million, with General Electric Co, at the seventh China International Aviation & Aerospace Exhibition, which opens today.     GE's leasing unit will sign a contract for 25 ARJ21-700s, which raises the company's backlog to 208, Chen Jin, general manager for marketing and sales, said.     Miao said the ARJ21-700 will enter service next year, while work on a 100-seat version, a business-jet model and a freighter will start next year.     China has also received 136 orders for the MA 60, a propeller-driven commuter plane, Miao said.     Xi'an Aircraft Industry Group Co, the maker of the plane, has already delivered 34, he said.     "The next few years will be an important period for China's aviation industry," he said.     The ministry will draft a mid-and-long-term plan for the aviation industry soon in order to coordinate the development of large planes, regional jets and helicopters, he said.     Lunar ambitions     Models of a soft-lander and a rover for the second phase of China's lunar exploration program will be displayed at the air show for the first time.     Designed and made by China Aerospace Science and Technology Corporation (CAST), the soft-lander, weighing 3,800 kg on top of the launch vehicle, is likely to be launched in 2013, a corporation source said yesterday.     The government has given the nod to the second phase of the lunar program to explore the surface of the moon, the corporation said.

BEIJING, Jan. 11 (Xinhua) -- The General Political Department of the Chinese People's Liberation Army (PLA) has issued a notice ordering all members of the PLA and the Chinese People's Armed Police Corps (PAPC) to study a recent instruction on value made byHu Jintao, chairman of the Central Military Commission.     Addressing a recent military conference, Hu urged servicemen to strengthen their spiritual pillar and foster the core value of "Beloyal to the Party, love the people, serve the nation, be devoted to the mission, and worship credit."     Hu's instruction has put forward a major strategic task for ideological and political building of the Army under the new historic conditions, said the notice. It urges the whole armed forces to seriously study and implement the important instruction of Hu, who is also China's president and general secretary of the Communist Party of China (CPC) Central Committee.     The "core value for contemporary revolutionary soldiers" raised by Hu holds the key for ideological and political building of the Army, it says, adding that it is of "great realistic significance and far-reaching historic importance."     The core value reflects the relations between Chinese servicemen and the Party, the people, the nation and the Army, as well as the most fundamental and the innermost value among Chinese servicemen, it says.     The core value reflects an integration of the Chinese Army's good traditions, the demands of the development of the times, and the pursuit of value by Chinese soldiers and officers, according to the circular.
