SAN DIEGO (KGTV) -- A measure that would increase San Diego's hotel tax is heading to the ballot on March 3 and a recent poll shows how San Diegans feel about Measure C. Measure C would increase San Diego’s hotel visitor tax from 10.5 percent to 11.75, 12.75 and 13.75 percent depending on hotel location through at least 2061.The money would go toward expanding the convention center, funding homelessness programs and fixing San Diego roads. According to the “Yes on C” campaign, the measure would create 7 million for homeless programs in the first five years of the initiative. The campaign also says the measure would create 7,000 jobs. RELATED: Here's what happens if voters approve Measure B - Newland SierraAs far as roads, the measure includes “dedicated finding for fixing our streets.” If passed, money would go toward repaving an additional 150 miles of city streets every year. The measure also includes criminal penalties if politicians misuse the funds, according to the campaign. A new poll shows how San Diegans are feeling about the measure. The measure requires two-thirds supermajority to pass. A 10News-San Diego Union-Tribune poll shows that, as of February, 61 percent support the measure while 21 percent are opposed and 18 percent are undecided. “A majority of San Diegans are uniting behind Measure C because it is straight forward in its approach to tackling the city’s most pressing issues with a tax on tourists, not San Diegans," said Greg Block, a spokesman for the Measure C campaign. "People already know Measure C will help with homelessness, street repair and job creation by expanding of the Convention Center."Michael McConnell, an advocate for the homeless, is leading the opposition and warns the measure has “loopholes and risks.”"They are hiding up to Billion in bonds with no guarantee that money will be spent the right way," he said in a statement. "It does not even guarantee any housing and services for homeless families, seniors or veterans. We can’t trust the supporters who have taken money from a private prison company and been exposed for paying for support."Below is a breakdown of how the money would be spent: From the date the tax takes effect through the city’s fiscal year 2023-2024, the revenue from the tax would be allocated as follows: 59% to Convention Center purposes; and 41% to homelessness programs and services. After Fiscal Year 2023-2024, revenue from the increase would be allocated: 59% to Convention Center purposes; 31% to homelessness programs and services; and 10% for street repairs. 2575

SAN DIEGO (KGTV) - A man was arrested after the mother of a three-year-old girl called the San Diego Police and said her daughter was kidnapped and inappropriately touched by her neighbor.Police say the ordeal happened just before 10 a.m. Saturday, on Maple Street near Oak Park Elementary School.Two uncles spoke with 10News off camera, saying they heard their cousin "making a fuss" about her window being broken into, the same bedroom where their niece was taking a nap."He snatched her from the window... Three minutes to ten minutes that she was in there," one uncle said.When the girl was back home, the uncles said she seemed upset and reserved. Once she started talking, and the family had an idea of what may have happened, emotions boiled over."My cousin just went in for the shine like the first shot he made him bleed like I think he cracked his nose," he said his sister pulled them apart, and the man ran off.Blood stains were visible on the concrete outside. "Something had to be wrong with him, for him to balls up and come through a window with like ten people in the house," he said. The family knew the neighbor was mentally ill but did not think to this extent.The toddler and her parents then went to the hospital to get "a rape kit, just make sure everything’s fine, and we don’t exactly know what happened to her she saying that she was touched."The incident happened right across the street from Oak Park Elementary School, where students will come back to class August 28th. The San Diego Police Sex Crimes Unit is investigating the incident. 1635

SAN DIEGO (KGTV) -- A man died late Saturday night after a home caught fire in Paradise Hills.Fire crews say the fire erupted just after 10 p.m. on Calle Cumbre Street.Neighbors in the area reported hearing a loud boom before flames could be seen bursting from the homeFirefighters say neighbors then began breaking windows in an attempt to get the people trapped inside the home out.The two men inside the home were taken to the hospital where one of them died. SAN DIEGO (KGTV) - A plan to add bike lanes along 30th Street in North Park got a boost of support Tuesday from a group of 18 businesses.“We see protected lanes on 30th Street as just the beginning of the transformation of our streets to truly support biking, walking, and transit as meaningful transportation choices,” read the letter, which was sent to Mayor Kevin Faulconer and City Councilmember Chris Ward.It was signed by the owners of 18 local businesses located near 30th Street, including Modern Times Beer, Union Cowork, Waypoint Public and Bottlecraft.On Twitter, Modern Times Beer posted the letter, adding “Our world-class businesses deserve world-class streets. We urge the city to stand firm in its commitments to climate, safety, clean air, & thriving business corridors, & stick with Option A.” Here's an important thing we care a lot about: building more bike lanes. The City of San Diego is planning to build some badass bike lanes on 30th St, where our tasting room is located. This will involve replacing on-street car parking. We strongly support this plan— Modern Times Beer (@ModernTimesBeer) July 23, 2019 Option A would remove street parking along 30th Street from Howard Avenue to Juniper Street. The city estimates 258 parking spaces would be lost in the first stretch from Howard to Upas St. Another 162 parking spaces would also be lost in the second stretch from Upas to Juniper Street.The removal of the parking spaces would make room for protected bike lanes on both sides of the street and would preserve center turn lanes.That option has divided the community, however, with opposition coming from other businesses, residents and the North Park Main Street organization.“Why not meet in the middle?” said Angela Landsberg, executive director of North Park Main Street.She has been pushing the Mayor’s office for a plan known as “Option B.” That plan would create separate bike lanes but maintain some of the parking by creating “floating” parking spaces between the bike lane and vehicle traffic lanes. 2054
