SAN DIEGO (KGTV) - A 15-year-old boy was arrested in connection with the shooting death of his father inside their Scripps Ranch home.At 8:39 p.m. Sunday, San Diego police responded to a report of a shooting at a home in the 11200 block of Affinity Court, near Scripps Ranch Boulevard.10News learned the suspected shooter's brother called 911 to report the incident.Officers arrived to find a 46-year-old Vietnamese man lying on a bedroom floor with at least one gunshot wound to his upper body. After life-saving efforts by paramedics, the man -- who was not immediately identified -- was pronounced dead at the scene.Officers combed the condominium complex and nearby area for the suspected shooter, who was identified as the victim’s 15-year-old son, but could not immediately locate him. Authorities later added that the boy is a Mira Mesa High School student. At about 1 a.m. Monday, officers responded to a reported sighting on Scripps Poway Parkway and saw the boy walking down the street. The California Department of Public Health requires all individuals to wear a face covering while on airport property. Face coverings are available at airport information desks, concessionaires, and vending machines located in the terminals.Travelers should have a clear understanding of state, local, and territorial governments travel restrictions for wherever they are headed, including testing requirements, stay-at-home orders and quarantine requirements.Airlines have implemented COVID-19 health and safety measures for check in, boarding, and while on the plane. Passengers should understand the expectations of the specific airline they are using prior to arriving at the airport.Transportation Security Administration security checkpoints are open and all passengers are required to go through screening. SAN DIEGO (CNS) - Two major projects at hotel sites in Mission Valley are scheduled to go before the San Diego City Council for possible approval today.The council members will consider a series of actions that would clear the way for the Legacy International Center, a long-planned religious conference center on the 18-acre site of the former Mission Valley Resort.The facility proposed by televangelist Morris Cerullo would encompass five buildings, including a new 127-room hotel and restaurant. It would also have a replica of Jerusalem's wailing wall and a domed theater featuring biblical films.Before the council are the project's environmental impact report and development permit, along with amendments to zoning plans.Opposition to the project could come from members of San Diego's LGBT community, who, in a Facebook event post, cite an alleged lack of transparency during the planning process, conflicts of interest and potential violations of the state open meeting law, among other things.Separately, the council will consider a major renovation project for the oldest hotel in Mission Valley. Plans call for dividing nearly 40 acres of the 64-year-old Town & Country Resort and Convention Center into three sections -- one for the hotel, another for an 840-unit residential development and the third for a 3.3-acre public park along the San Diego River.As part of the million project, the hotel would be downsized from 954 to 700 guest rooms and conference facilities would be reduced from almost 213,000 square feet to just over 177,000 square feet, according to an environmental impact report.The report said 27 structures and a parking lot would be demolished and four six- and seven-story buildings constructed, along with associated parking structures.The park section would include not only park land but also the restoration and enhancement of 8 acres of river habitat and the creation of a 14-foot-wide pathway, the EIR said.The Town & Country started in 1953 as a motor inn when Mission Valley was mostly farm land. SAN DIEGO (KGTV) - A group of San Diego politicians presented a plan to White House officials Tuesday to finally address the flow of sewage from Mexico into U.S. waters.The centerpiece of the proposal is a 4 million treatment facility that would be able to process 163 million gallons of runoff a day.Local officials estimate the facility would be able to reduce the number days that sewage flows across the border from 138 to 12.“That’s 12 days more than it should be, but its certainly a lot better than the current situation is,” said San Diego Supervisor Greg Cox.He traveled to Washington for a meeting with White House officials on Tuesday, along with a delegation including San Diego Mayor Kevin Faulconer, Imperial Beach Mayor Serge Dedina and Port of San Diego Chairman Garry Bonelli. “We had a very good meeting,” reported Cox. “They were very impressed. The gentleman from the EPA, who’s in the best position to move the ball forward with us, said he’d never seen a more united effort coming from San Diego to deal with this problem.”Officials are looking at three potential funding sources. One would require Congress to pass a series of bills that would allocate .5 billion to the North American Development Bank (NADBank.)Money from NADBank can be used for the financing of infrastructure and water pollution projects on both sides of the border.A second option would also require an act of Congress, approving HR 4039 introduced by Rep.
