SAN DIEGO (KGTV) -- Health providers in San Diego County will start receiving new training this week to better spot signs of domestic violence strangulation.Health professionals at all of the county's major health providers will take part in new training Wednesday, San Diego County District Attorney Summer Stephan said. Additionally, thousands of posters that read, "Only you decide what goes on your neck," will go up in clinics, urging victims to report strangulation.The ,000 campaign, called San Diego County Health CARES, was announced during Domestic Violence Awareness month. It is the latest effort to address strangulation crimes in San Diego County, which has seen prosecutions of strangulation-related felonies jump four-fold in the last six years."This initiative is another big step in fighting domestic violence," Stephan said. "We know that victims are often reluctant to report to police but will trust their healthcare provider, so this is an opportunity for early detection and intervention that could save lives."Over the last 22 years, strangulation accounted for 13 percent of domestic violence homicides in San Diego County, she said.In 2017, police agencies in San Diego County agreed to adopt a new protocol for responding to suspected strangulation cases in which officers now refer victims to forensic nurses for evaluation. The protocol is the first of its kind in California and among the first in the country, said Palomar Forensic Health Services director Michelle Shores.The change has had a significant impact on prosecutions, Stephan said. In 2015, there were 66 prosecutions for strangulation. In 2018, the number jumped to more than 250.In more than half of strangulation cases, there are no marks or physical signs of injury on the victim's neck, making detection more difficult, said San Diego County Deputy Chief Medical Officer Dr. Jennifer Tuteur. That makes it even more important that doctors know what kind of questions to ask patients and what other symptoms to identify.Symptoms of strangulation may include vision and hearing loss, lapses in memory, pain while swallowing, and vocal changes, Shores said. 2163

SAN DIEGO (KGTV) - Firefighters on alert after seeing the latest Wildland Fire Potential Outlook maps released by the National Interagency Fire Center. The maps show San Diego with an above average wildfire potential that increases from June through August and starts to wane slightly in September.Cal Fire Public Information Officer Thomas Shoots said the outlook focuses on three things; "We're dealing with fuel, weather and topography." Shoots said the agency can't do anything about the topography or weather, but every neighbor can do their part reducing fuel, especially around their home.RELATED: How to prepare defensible space around your homeShoots acknowledged the winter weather gave San Diego County a reprieve fire-wise, but it posed a new problem: new growth that's already drying out."A grass fire can run a lot faster and spread faster which means our resources are spread out quicker, and then that means it has the heat and momentum to build up to the bigger fuels," Shoots said.Just down the road, a neighbor had landscapers pruning her yard."I think it's very important to have this done...helps the whole neighborhood," said the woman named Gene.Cal Fire said the best time to get the landscaping work done is before 10 a.m. and after 4 p.m.Last week, neighbors in Rancho Santa Fe saw the danger become a reality when Cal Fire said a landscaping crew using the lawn mower sparked a 3-acre fire near Fairbanks Ranch."It's starting to get to the point where it's too late; we need you to clear while we have the chance," Shoots said, referring to hot weather making these incidents more likely."We need all the help we can get," he said."Definitely, they've got a lot of work ahead of them, I think," Gene said.Cal Fire reported this year to June 16th, there have been 1,386 fires, burning 11,954 acres across the state. SAN DIEGO (KGTV) - Hours spent in after-school programs can play an important role in a child's development.Advocates say they're essential to closing the achievement and opportunity gap, providing underserved students with additional academic hours, enrichment activities, and a safe environment.While California fares better than many states when it comes to availability and affordability, some programs still end up filling to capacity.RELATED: Summer literacy program turning the page on povertyFor K-8 programming, before and after school programs are funded through the state of California's After School Education and Safety Program (ASES) or the federally-funded 21st Century Community Learning Centers (21st?CCLC). California's ASES program is funded through a 2002 voter-approved initiative and current funding is 0 million for programming throughout the state.
