BEIJING, Aug. 12 (Xinhua) -- China's Ministry of Education said Thursday every primary and middle school student in mudslide-hit Zhouqu County will have new textbooks when the new school semester starts."We have asked publishing houses to rush to print and prepare textbooks for Zhouqu. All of them promised to have them ready by the start of the new semester," ministry spokeswoman Xu Mei said Thursday.Schools in Zhouqu in northwest China's Gansu Province are scheduled to begin the autumn semester on Aug. 16.Some 334,075 volumes of textbooks and support material for Zhouqu's primary and middle school students were kept in a storehouse belonging to the local Xinhua Bookstore that was destroyed by the massive mudslides.Primary and middle schools in Zhouqu need 180,000 textbooks for the new semester, the Ministry of Education said.Xu said the publishing houses will send the textbooks to the provincial Xinhua Bookstore in Gansu before Aug. 14.The ministry also vowed to ensure the supply of textbooks to other areas severely hit by natural disasters, including flood-hit Jilin Province in northeastern China.In addition, Xu Mei said poor students from disaster-hit areas entering college will receive preferential treatment in enrolment and in application for loans.The ministry has asked colleges to investigate the financial situation of freshmen from the disaster-hit areas.The death toll due to the massive mudslides in Zhouqu in the early hours of Sunday had, as of Wednesday, risen to 1,117, with 627 still missing.

XI'AN, July 20 (Xinhua) -- Floods and landslides triggered by torrential rains have left at least 15 people dead and 54 missing in northwest China's Shaanxi Province, flood control authorities said late Monday.The lives of more than 1.33 million people were disrupted by the heavy flooding in 23 counties and cities in the southern regions of the province, said officials in the provincial flood control headquarters.Torrential rains have cut off roads, flattened homes, destroyed power facilities and flooded farmland in the worst-hit Ankang City, causing economic losses estimated at 881 million yuan (129 million U.S. dollars), said officials.In the mountainous county of Langao in Ankang, three people were reported dead and 17 still missing after landslides and mud-rock flows struck several villages late Sunday.Continuous rainfall has battered many Chinese provinces and regions over the past week.In neighboring Sichuan Province, flash floods and landslides left at least 26 people dead and more than 30 missing.China is also preparing for the worst Yangtze flooding in more than a decade as water levels in the upper and middle sections of China' s longest waterway continue rising.

BEIJING, June 19 (Xinhua) -- The People's Bank of China, China's central bank, has decided to proceed further with the reform of the Renminbi exchange rate regime to enhance the RMB exchange rate flexibility, a spokesperson of the central bank said Saturday.The decision was made in view of the recent economic situation and financial market developments at home and abroad, and the balance of payments (BOP) situation in China, the spokesperson said in a statement.In further proceeding with the reform, continued emphasis would be placed to reflecting market supply and demand with reference to a basket of currencies. The exchange rate floating bands will remain the same as previously announced in the inter-bank foreign exchange market, the spokesman said.The spokesperson said China's external trade is becoming more balanced. The ratio of current account surplus to GDP, after a notable reduction in 2009, has been declining since the beginning of 2010."With the BOP account moving closer to equilibrium, the basis for large-scale appreciation of the RMB exchange rate does not exist," the spokesperson said.The PBOC will further enable market to play a fundamental role in resource allocation, promote a more balanced BOP account, maintain the RMB exchange rate basically stable at an adaptive and equilibrium level, and achieve the macroeconomic and financial stability in China, the spokesperson said.China has moved into a managed floating exchange rate regime based on market supply and demand with reference of a basket of currencies since July 1, 2005.The spokesperson said the reform of the RMB exchange rate regime has been making steady progress since 2005, producing the anticipated results and playing a positive role.With the current round of international financial crisis was at its worst, the exchange rate of a number of sovereign currencies to the U.S. dollar depreciated by varying margins."The stability of the RMB exchange rate has played an important role in mitigating the crisis' impact, contributing significantly to Asian and global recovery, and demonstrating China's efforts in promoting global rebalancing," the spokesperson said.The gradual recovery of the global economy and upturn of the Chinese economy has become more solid with enhanced economic stability. HANOI, July 23 (Xinhua) -- Chinese Foreign Minister Yang Jiechi made five proposals to the 17th ASEAN Regional Forum (ARF) here on Friday to enhance regional security.Firstly, Yang said countries should bear in mind the overall situation and interests when dealing with sensitive regional issues, and always safeguard the regional peace and stability.Secondly, Yang said countries should adopt a new security concept by seeking cooperation instead confrontation, and respecting and taking care of each other's core interest and security.Thirdly, countries should respect each other, strengthen political mutual trust, improve and develop long-term, healthy and stable relations.Fourthly, countries should exercise restraint when disputes arise and settle disputes through peaceful means.Fifthly, countries should make use of multilateral mechanism like Shanghai Cooperation Organization, ASEAN Regional Forum and Six-Party Talks to promote common interest and common security.Yang said on one hand, the situation in Asia-Pacific region is generally stable. On the other hand, the unstable and uncertain factors are increasing.Yang said ARF could serve as a security dialogue platform to push for mutual trust among members.
