SAN DIEGO (KGTV) - Locally and nationally, the calls are growing louder for some immigrant detainees to be released. In 2018, Kazakhstan native Satbay Kydyrali, 31, made his way to a local border crossing "He crossed border, turned himself in and asked for asylum," said Almas Irgebayev, Kydyrali's brother.Irgebayev says the asylum claim was denied and is now under appeal, a decision that could be years away. Meanwhile his brother continues to being held at Otay Mesa Detention Center. "Last three days, I was just crying when I think about him," said Irgebayev.Irgebayev says his brother is coughing, and in a cell with 7 other men. They are less than two feet apart, and most of the other men are also coughing. His brother told him none of the staff is wearing masks, and the detainees clean their own cell twice a day. The two brothers talk on the phone every day."He says that he wants to get out. I was crying on the phone. I heard him crying as well," said Irgebayev.Irgebayev is fearful because his brother is at-risk. He contracted tuberculosis as a child and has developed chronic breathing issues."I'm in a panic. I am feeling very bad, because I'm helpless," said Irgebayev. Similar sentiments were on display at a socially distant, vehicle protest near the federal courthouse downtown. Immigrant advocates were asking for at-risk detainees to be released. On the same day, members of the Congressional Hispanic Caucus called on Homeland Security officials to release low-priority detainees.In a statement, a DHS spokesperson says they're following CDC guidelines for disease monitoring and management protocols.' Irgabayev believes that statement doesn't reflect reality."I'm just afraid he is going to die in there," said Irgebayev.Irgabayev says his brother is in day three of a hunger strike protesting the conditions. The number of detainees on the hunger strike has shrunk from 90 to eight since the first day.An employee at the Otay Mesa Detention Center has tested positive, the first employee so far, according to prison company CivicCore. They employee reportedly didn't have contact with detainees. ICE says no detainees have tested positive for COVID-19. 2189

SAN DIEGO (KGTV) -- Law enforcement agencies in San Diego County have a new tool in the fight against child predators: Southern California’s first electronics-sniffing dog. Willow, a 2-year-old yellow Labrador, is trained to sniff out the chemical used to coat all kinds of electronic storage media, including microSD cards, thumb drives, hard drives, cell phones and tablets.She works in partnership with the Internet Crimes Against Children Task Force (ICAC), the San Diego Police Department and the San Diego County District Attorney’s Office.“Our whole goal with ICAC is to save kids,” said Willow’s handler Ron Burleson. “If they’ve got any homemade images, there’s a kid out there that needs to be rescued, needs to be found. So that can make all the difference in the world when we can find that hidden media.”RELATED: Dog eats marijuana, develops 'scary' symptomsK9s have a long history in law enforcement as drug, arson and bomb-sniffing dogs, but this sniffing specialty has only been around since 2012, when Connecticut State Police trained the world’s first electronic storage detection K9. The breakthrough came after Connecticut State Police chemist Dr. Jack Hubball discovered that all media with a circuit board -- like hard drives, thumb drives and SD cards -- is covered with a chemical to prevent overheating called triphenylphosphine oxide (TPPO). Once trained, dogs will sniff out the chemical for a reward. In Willow’s case, she gets three cups of food a day, and only after she sniffs out a device.“Two or three times a day, I’m hiding storage media and then we’re training, we’re working,” said Burleson. “That’s how she gets fed.”RELATED: 10news viewer helps burglary victim reunite with stolen puppyWillow spent four months training with Todd Jordan, whose first electronics detection dog, Bear, made a key discovery in the child sex crimes case against former Subway spokesman Jared Fogle.Willow has been on the job in San Diego County since November and took part in her first local search a few weeks ago at the home of a registered sex offender.“And we searched the house and she was able to find a cell phone that had been missed previously during the search,” Burleson said.Although Willow has a narrow specialty, Burleson said she’ll be busy. San Diego ICAC will have about 2,000 cases this year, he said.When she’s not working, Willow lives with Burleson. “I’ve had many requests that the next time any friends or family lose their cell phone, they want me to bring Willow over,” he said.The funding to buy Willow, who cost about ,000, came from the San Diego Police Foundation through an anonymous donor, Burleson said. 2667

SAN DIEGO (KGTV) -- Iconic TV host Regis Philbin, who has roots in San Diego television history, has died at the age of 88, multiple news outlets report.According to a family statement obtained by PEOPLE, Philbin passed away from natural causes Friday night.Philbin returned to his roots in 2018 with a visit to 10News.After a stint in the United States Navy, he moved to San Diego where he launched a career in broadcast. He was able to book many top celebrities including Jerry Lewis, Ronald Reagan, Danny Thomas, and Liberace.His talk show, which was produced at the now KGTV studios from 1961 to 1965, aired live from 11:30 p.m. - 1:00 a.m. every Saturday night."The show became a big hit so it was time to go to Hollywood, I guess, so I did," said Philbin.Philbin moved his show to Los Angeles, before being hired in 1967 as the sidekick for a national talk show, "The Joey Bishop Show." Everybody knew him. Everybody liked him. SAN DIEGO (KGTV) — Jalen McDaniels, San Diego State University basketball's sophomore forward, was accused of filming consensual sex acts with a classmate in 2016 without her knowledge and sharing it with friends, according to a civil lawsuit filed Wednesday in Washington.The civil suit alleges McDaniels recorded the intimate moments with an 18-year-old female student while they were both seniors at Federal Way High School near Tacoma, Wash.The lawsuit goes on to say while McDaniels later told the plaintiff about the unauthorized recordings and that he had shared it with his friends, she learned from other students that the video became widely circulated. When she confronted McDaniels, he explained he had gotten away with a similar incident involving another female student, according to the lawsuit.The plaintiff's attorney, Joan Mell, who filed the suit, wrote her client has suffered from several self-destructive behaviors as a result, including attempting suicide.SDSU is accused of wrongdoing in the lawsuit as well.Mell alleges in the lawsuit that SDSU was contacted by Washington police to provide them with McDaniels' phone number, but failed to do so. The suit says SDSU, instead, alerted former basketball coach Steve Fisher, who secured McDaniels a lawyer, and McDaniels refused to cooperate.The suit goes on to allege McDaniels' refusal to cooperate and, "that others concealed his wrongdoing prevented prompt criminal investigation and referral to the prosecutor's office for timely filing of criminal charges under Washington’s criminal offense of distribution of intimate images."In a statement, SDSU said there would be "no change in [McDaniels'] status at the university" at this time, after an investigation by Washington authorities resulted in no charges before McDaniels' enrollment at the school: 1837
