SAN DIEGO (KGTV) — San Diego Police are searching for a gunman after one person was shot and injured in the Logan Heights area on Sunday.Police said a 24-year-old man was sitting on his porch at 2248 Ocean View Blvd. when a vehicle drove up. A suspect exited the passenger side of the vehicle and fire one shot, hitting the victim in the buttocks.The suspect got back in the vehicle and fled the scene.The victim was taken to a nearby hospital with non-life-threatening injuries.SDPD officers are investigating the shooting. 532

SAN DIEGO (KGTV) — San Diego County will plan their own guidance around trick-or-treating and celebrating Halloween next month while staying safe during the pandemic.County Public Health Officer Dr. Wilma Wooten said the county will develop guidance surrounding how to safely celebrate the holiday while adhering to public health orders. Wooten added that they will also take cues from the Centers for Disease Control and Prevention and the agency's guidance as well.Wooten said the county plans to have those recommendations by the end of the month."During the cloud of the pandemic, we have to get joy where we can. So we will be awaiting CDC guidelines but we'll be coming up with a process, a protocol," said Wooten. "We don't think it's an appropriate activity during a pandemic. ... And when you don't know the people opening the door, there's no guarantee they're not sick and that the candy they're passing out that they've touched may not be safe for you to want your child to be sharing."Wednesday, San Diego County reported 247 new coronavirus cases, bringing the region's total to 41,324. The county also has 22 community outbreaks in the last seven days.What's unclear is how California's new color-coded tier system to affect how any holiday guidance is established. Last month, the state issued a new tier system that divided counties into four tiers. She works at the Knotty Barrel on Market Street, relying on tips to help make the rent. “It’s a lot slower than in the summer, when we have baseball games and conventions,” said Devine. She pays 0 to split an apartment in North Park. “I feel like I’m saving all of my money for the first and then all of my money gets swiped for rent." Devine among thousands of San Diegans competing for the region’s low supply of homes.The average rent in the county is now about ,900 a month, according to Marketpointe Realty Advisors. One of the big challenges is that people keep moving to San Diego for jobs, but there aren’t enough homes being built to accommodate them. The state reports that employers have added 26,000 payroll positions in the last year, but developers have only pulled permits for about 11,500 new housing units. “You can’t have population growth and one half of the units that are needed to house these people,” said Borre Winckel, who heads the San Diego County Building Industry Association. The BIA’s new report says San Diego County homes are nearly 60 percent more expensive than the national average. “Developers and builders can’t respond to the demand because the cost to construct the new units exceeds the pocketbook of the folks who need these houses the most,” Winckel said, adding labor costs and regulations are the two biggest challenges.Meanwhile, new laws continue to be developed - one, taking effect Jan. 1, streamlines more affordable developments near transit centers. SAN DIEGO (KGTV) - Rent isn't the only thing in San Diego on the rise - so are the costs and fees associated with it. A recent study from HotPads, a Zillow-owned site, says San Diegans can pay ,270 per year in overlooked costs and fees that come with moving. The includes security and pet deposits, pet rent and parking. The biggest chunk comes from the security deposit, which is typically one month's rent. In all, it works out to an additional 6 per month. "As rent prices continue to rise and rent affordability remains a concern, it is important for renters to consider all their potential expenses before planning a move," said Joshua Clark, economist at HotPads. RELATED: Making It in San Diego: Ways to save on your rental homeApril Steingrebe, who owns New West Property Management, said it's vital to read your lease thoroughly before renting a place, looking for any additional responsibilities. "There's all kinds of things they might charge you for at move-in, so you want to be sure to check before you sign anything," she said. Steingrebe focuses largely on downtown, renting out privately owned condos. She says some buildings even require tenants hire move-in coordinators to make sure things go smoothly and not disturb other residents. Renters don't pay the HOA directly, but landlord's can pass along any sort of fines or violations they commit. "Unauthorized moves, these buildings downtown, you can't just walk in with your couch, you have to schedule it," Steingrebe said, adding dumping trash inappropriately can also lead to fines. The biggest financial issues that arise for renters come at the end of a lease, when it comes to getting a security deposit refunded, Steingrebe said. She said the best defense is to document with photos and text any damage or issues that occur throughout the year, starting with an initial move-in inspection. She said it's typical for landlords to deduct for carpet cleaning at the end of the lease. Renters can hire their own company to do it and leave the receipt, but if the job is sub-par, they could end up paying twice. Renters do have the right to use their property and not be charged for normal wear and tear. For instance, it's totally fine to nail a picture to the wall. Doing something bigger, however, such as a mounting a large TV to a wall, could lead to extra withdrawals from your security deposit. 2837
