(KGTV) — Police are looking for a missing at-risk woman who disappeared in Escondido.Linda Hallam Brown, 67, has Alzheimer's disease and was last seen in the area of Mission Ave. and Quince St. at about 9:45 p.m. Friday.She is described as 5 feet 2 inches, 118 pounds, with dark grey shoulder-length hair and hazel eyes. ENCINITAS (CNS) - The city of Encinitas announced its intent Tuesday to join a countywide joint-powers authority that would provide energy service to residents and compete with private companies like San Diego Gas & Electric.The Encinitas City Council voted Aug. 21 to join the JPA, which will be headed by the city of San Diego, because it aligns with the city's Climate Action Plan. In February, the San Diego City Council voted to begin the process of establishing a so-called community choice energy program with the intention of inviting other cities into the fold as the program expands.The county of San Diego and the cities of Chula Vista and La Mesa have also expressed a willingness to join the CCE program in recent weeks. Later this year, the San Diego City Council will officially vote to form the authority.RELATED: San Diego to begin building alternative to SDG&E"We're excited to work together with the City of San Diego in accomplishing this key component of our very similar Climate Action Plans," Encinitas Mayor Catherine Blakespear said. "Partnering in a large regional JPA gives us many more opportunities to develop large-scale projects aimed at reducing greenhouse gases in the region."If the city of San Diego remains on its current timeline, the joint- powers authority would hire a CEO and CFO by the end of the year and begin hiring staff and securing funding in early 2020.City officials hope to have the project off the ground and providing energy in 2021, but would need to submit the proposal to the state's Public Utility Commission by the end of the year to make that deadline.The Encinitas City Council plans to vote on a draft JPA agreement in September. 1702

ESCONDIDO, Calif. (KGTV) -- Graffiti referencing the New Zealand mass shooting that left 50 people dead was discovered at the scene of a possible arson at an Escondido mosque early Sunday morning. According to police, the fire started around 3:30 a.m. at the Islamic Center of Escondido located near the intersection of 6th Avenue and Escondido Boulevard. Police believe members of the mosque were able to extinguish the flames before firefighters arrived. Seven people were inside when the fire was reportedly set. No one was injured and minimal damage was done to the building, according to police. "Our message to community is to make sure they keep a watchful eye out,'' Escondido Police Lt. Chris Lick said. "If they see something suspicious, especially around a house of worship, they should call police.''According to police, graffiti left behind by the suspect made reference to the mass shooting in New Zealand, though details on the graffiti weren't available. Police tell 10News they are investigating the incident as attempted arson and a possible hate crime. No suspects have been identified at this time. Following the fire, members of the mosque scheduled an interfaith prayer vigil. The event will be held at 8 p.m. Sunday at the Islamic Center of Escondido. "Once again, we will stand together in love and prayer as we show our unified support for the members of this local Mosque and for the Muslim community at large. Evacuations have been ordered for northern Arizona communities due to the Tinder Fire burning near Happy Jack.According to Coconino County officials, evacuations were ordered Sunday by the Coconino County Sheriff's Office for affected communities north, east and west of Highway 87 including Moqui Ranchettes, all of Starlight Pines, Clear Creek (except 1 and 2), all of Timber Ranch, all of Tamarron, Pine Canyon, Blue Ridge Estates, Ponderosa Pines, and Mogollon Ranches. The evacuation will be in effect until further notice, deputies will stay in the area to provide 24-hour security.  The fire has burned an estimated 8,000 acres and is burning 1.5 miles northeast of Blue Ridge Reservoir. ESCONDIDO, Calif. (KGTV) -- San Diego County’s largest ice-skating facility is closing for good.Officials with Ice-Plex Escondido announced Thursday that the facility, located on 555 N. Tulip St., is shutting down effective immediately.Since 1995, Ice-Plex was a destination for San Diegans looking for a place to ice skate or play hockey. The facility, with its two Olympic-sized ice rinks, offered classes and public ice skating sessions that ran 7 days a week.In a statement on their website, Ice-Plex officials said, “This was not an easy decision. Our hockey and skating communities have been strong partners to us throughout the years, and we have worked hard over the last few months to find an alternative way to keep the facility open. Unfortunately, that solution has not emerged.”Officials said the facility has been operating “at a substantial loss” in the past few years, and they’ve struggled to maintain the equipment and other systems needed to keep the facility running.The pandemic-related closure also affected the facility’s ability to stay afloat, and despite numerous efforts, officials could not find ways to keep the Ice-Plex open.“We close our doors with a heavy heart and would like to extend our deepest thanks to our athletes, customers, staff and volunteers, who have been responsible for creating a welcome and competitive environment at Ice-Plex.
