SAN DIEGO (KGTV) — U.S. Coast Guard officials Wednesday offloaded thousands of pounds of cocaine in San Diego after it was seized in international waters.The narcotics seizures occurred in four separate incidents off the coasts of Mexico, Central, and South America between July and early October.Alert (WMEC-630): Two cases seizing about 4,000 pounds of cocaine;Robert Ward (WPC-1130): One case seizing about 1,500 pounds of cocaine; andSeneca (WMEC-906): One case seizing about 1,400 pounds of cocaine.The narcotics have a street value of more than million, according to the Coast Guard."I am extremely proud of this crew for doing their part to keep these dangerous drugs off the streets," said Cmdr. "The Eastern Pacific Ocean is a challenging environment, especially on a ship that is in her 50th year of service, yet this crew persevered to disrupt the illegal flow of narcotics that fuels instability in Central and South America."The Coast Guard has increased its presence in the eastern Pacific Ocean and Caribbean Basic as part of its Western Hemisphere Strategy. The area of water is known as a drug transit zone for Central and South America.During the confrontations in international waters, the suspected vessel is initially located and tracked by an allied, military, or law enforcement personnel. SAN DIEGO (KGTV) -  An ex-con who kidnapped a coach and a 16-year-old baseball player from a field in Kearny Mesa at gunpoint and made the man drive him to Ramona, where he carjacked a 79-year-old woman to make his getaway, was sentenced Friday to life in prison without the possibility of parole plus two other life terms.Ira Stringer, 48, was convicted last month of 13 felony charges, including kidnapping during a carjacking, kidnapping for extortion and assault with a firearm.Stringer has a long criminal history, including a 1997 conviction for a home-invasion armed robbery in Spring Valley in which he held a family overnight and threatened to kill them."You are the poster child for the three-strikes law," Judge Frederick Maguire told the defendant. "You've demonstrated that you're a danger to the community."Stringer was serving a 20-year sentence for robbery in Orange County when he was charged last year with abducting 27-year-old Dylan Graham and 16-year-old Jack Spencer from Hickman Field in Kearny Mesa, where Graham was giving the teenager a batting lesson on Dec. 23, 2015.Deputy District Attorney James Koerber said Stringer approached the victims holding a loaded .357 Magnum and demanded that he be driven to Ramona.Stringer told Graham that he had been in a gunfight and needed to get "far away," according to the prosecutor.During the 40-minute drive to Ramona, Stringer held the gun to Graham's head.Graham said he decided to do something, letting go of the steering wheel and jumping in the back seat in an attempt to get the gun away from Stringer.Graham said Stringer fired three shots, all barely missing him. The victim's car crashed, and was a total loss.Outside the car, Stringer acted like he was hurt and flagged down and carjacked 79-year-old Barbara Roulier and stole her car.Roulier, now 81, told Stringer she has forgiven him for what he did to her that day.Stringer robbed a convenience store in San Diego three days after the kidnapping and carjacking and a few hours after that, robbed a store in Orange County with a shotgun. 2083

SAN DIEGO (KGTV) -- Voters across San Diego County could end up with the final say over massive housing developments proposed for the backcountry.That's if voters themselves approve an initiative headed to the March 2020 ballot. The measure, called S.O.S., for Safeguard our San Diego Countryside, would trigger a public countywide vote anytime the County Board of Supervisors moves to increase density in the general plan to make way for more housing. "When you put cities where there are no roads, where there isn't fire service, there aren't schools, the cost of the infrastructure is going to be borne by the general taxpayer," said Mark Jackson, with the Yes on S.O.S. campaign. But a group of developers, economists and union are sounding the alarm about the initiative, which they say would make the region's housing crisis even worse. A county report found that the public vote would add a year of delay to projects and increase the cost by as much as .3 million. Meanwhile, housing prices would rise as supply remains tight. "Many new officers have young families, and those families are hit the hardest by anti-growth and anti-housing measures like S.O.S.," said Jack Schaeffer, president of the San Diego Police Officers Association. Both sides agree San Diego County needs more housing. However, the proponents of the measure note the general plan already calls for 60,000 new homes for all income levels. Those opposed counter that those would largely be expensive, built on multi-acre lots. They add that this initiative could impact development proposals with as little as six housing units. The initiative made its way to the March ballot after the "yes" campaign got 107,000 signatures. That's the same election in which voters will decide the fate of the massive Newland Sierra development in Escondido, a 2,000-home master plan the county approved in 2018. SAN DIEGO (KGTV) - With the rapid growth of plant-based meats across the country, businesses in San Diego have been expanding to meet demand.Plant Power, a San Diego-based vegan fast-food chain, announced it would be expanding to four new locations in Southern California in the next 16 months.Founded in 2016, Plant Power currently has locations in Ocean Beach, Encinitas, Redlands, SDSU and Long Beach. The new sites will be in Riverside, Orange County, the Inland Empire and another in San Diego, bringing it to a total of nine locations.Last month, they also debuted a new food truck in Los Angeles.“Consumers are enthusiastic about embracing a healthier, more sustainable take on traditional fast food,” said Mitch Wallis, President and Co-CEO of Plant Power Fast Food.“Fast food doesn’t have to be unhealthy for our bodies or bad for the planet. SAN DIEGO (KGTV) - USD head men’s basketball coach Lamont Smith is free Wednesday pending an investigation on domestic violence charges in San Francisco.The San Francisco Police Department released Smith's mugshot from Sunday's arrest. Smith was taken into custody at the Oakland airport just before the team was set to fly home from a game.Smith is accused of three domestic violence charges involving a woman at the team's hotel late Saturday night.
