(KGTV) — Key improvements are on the way to the iconic Imperial Beach pier.The Port of San Diego is reallocating .8 million to make the changes to the city's biggest attraction. The shift comes after the city dropped a plan to build public bathrooms about a half-mile down the beach.Nearby residents had raised safety concerns. The pier, built in 1989, replaced its predecessors that had been unable to withstand large waves brought by storms. By next year, the pier should get more benches, beach-themed art, improved railings with beach-themed messages, more infrastructure for fishers, and a marker at the spot that is the most southwesterly point in the continental U.S. In 2022, the pier could get shade structures and a cantilevered extension lounge."People love to come and walk on the pier," Dedina said. "It's the town plaza for Imperial Beach."A spokeswoman for the port said the minor improvements don't need any further approval, but the shade structures and extension lounges will need to go through environmental review. 1378

(KGTV) - Residents in one Imperial Beach neighborhood are hoping surveillance video will help put an end to an "endless" cycle of graffiti.In an alley off 14th Street, Gary Copeland looks at his neighbor's brand new fence and can only shake his head."It's disgusting we have to look at all this graffiti," said Copeland.On Monday around 4:30 a.m., a neighbor's motion-activated camera captured a man in a cap shaking a can of spray paint. In the next video recorded, one can hear the sound of spray paint before the man emerges from the dark. Hours later and blocks away, a camera in another alley captured a man without a cap spray-painting a similar tag on the wall of another home."It's a nuisance is what it is," said Copeland.Copeland's family has lived at his home for some four decades."You can see they've tagged my wall a few times. We've repainted, but they came back and re-tagged it," said Copeland.Copeland says his wall has been hit three times in the past six months."It's never-ending deal ... there's always tagging. Up and down the alley all these fences are tagged ... In a letter to four senators, Social Security Chief Actuary Stephen Goss estimated that if President Donald Trump eliminates payroll taxes, Social Security Trust Fund would be "permanently depleted" by 2023."If this hypothetical legislation were enacted, with no alternative source of revenue to replace the elimination of payroll taxes on earned income paid on January 1, 2021, and thereafter, we estimate that DI Trust Fund asset reserves would become permanently depleted in about the middle of the calendar year 2021, with no ability to pay DI benefits thereafter," Goss said in the letter. "We estimate that OASI (Old Age and Survivors Insurance) Trust Fund reserves would become permanently depleted by the middle of the calendar year 2023, with no ability to pay OASI benefits thereafter."The letter was addressed to Sens. Bernie Sanders (I-Vt.), Chris Van Hollen (D-Md.), Ron Wyden (D-Ore.), and Chuck Schumer (D-N.Y.).One of the executive actions Trump recently signed was temporarily deferring payroll taxes that are used to fund Social Security.On Saturday, President Trump said that he would make "permanent cuts to the payroll tax" if re-elected. 1167
