SAN DIEGO (KGTV) -- A group of women is trying to appeal the decision by a judge to release the 'Bolder than Most' rapist, Alvin Quarles. Quarles is set to be released in Jacumba Hot Springs by Nov. 30. The women, including two of his victims, created a petition called Your Voice has Power. They are collecting signatures to be delivered to District Attorney Summer Stephan's office. Cynthia Medina and Mary Taylor were both assaulted by Quarles in the late 1980s. They are worried that he will re-offend when he's released. "He will re-offend. I fear for your daughter, your sister, your grandmother, your mother, your boyfriend, your son," said Medina. Judge David Gill ordered the 56-year-old's release at a hearing on October 12th. He will be forced to wear a GPS tracker. Quarles earned his nickname because authorities said he attacked women at knifepoint while they slept and often forced his victim's male partner to watch or participate in the sex crimes. Jacumba Hot Springs residents call the release outrageous, saying it's not the first time a sexual predator has been released into their community. "It's become the junkyard for these terrible criminals. SAN DIEGO (KGTV) — A Pacific Beach woman is appealing for tips after a hit-and-run driver struck the motor scooter she was riding, leaving her with serious injuries.On Saturday afternoon around 1 p.m., yoga teacher Fallon Lev was headed to a yoga studio, riding her motor scooter on Ingraham Street, when she exited onto Sunset Cliffs Boulevard."Just gotten onto the ramp, going a reasonable speed," said Lev.In a one-lane section, she looked to her left and felt a car right next to her."It bumped me, causing the scooter wiggle back and forth. Instantly, I'm like on the floor, and my whole body is tumbleweeding on the cement. I must have gone five or six times," said Lev.She says the driver kept going. Later, at the hospital came the diagnosis and surgery."I broke my pelvis in two different areas and have these two bars sticking out of my hipbone and a bar straight across," said Lev.She also suffered a painful road rash and a broken tooth. Her road to recovery will be a long one. Lev, a yoga teacher whose income was greatly impacted by the pandemic, is trying to stay positive. The actions of the driver make her angry."I'm trying not to affect it my healing. Of course, it's extremely disturbing and disappointing ... There is no way the driver didn’t see me go down. SAN DIEGO (KGTV) - A man from El Salvador has been granted asylum in the United States after having been sent back to Mexico to await his trial.According to his attorney, Narciso Cruz, the man is only the second person to receive asylum who had been sent back to Mexico due to the Trump administration’s Migrant Protection Protocol (MPP.)“This individual is a bit of a rarity,” said Cruz, referring to his client’s success in court.But his story is not a rarity.Marcos fled violence in El Salvador and did no want to use his full name for this story, still fearing the gang he fled in El Salvador.“They’re a terrorist group,” said Marcos.He became targeted earlier this year after he tried to help his cousin who was being recruited by the gang. After he interfered, he started receiving death threats.“They will kill you and your entire family,” he said.He traveled to the United States, crossing the border on June 25 somewhere near Tecate.He said he wandered in the desert for five days before he was eventually picked up by Border Patrol agents and taken to a holding facility. Within a day he said he was sent back across the border to Mexico where he would wait for his case to be heard.The Trump Administration implemented the MPP in January. Despite some pushback from the courts, the policy, also called “remain in Mexico,” was allowed to go forward.As of September 1, the U.S government has sent 42,000 asylum seekers to Mexico, according to the Department of Homeland Security.As for Marcos, his case is not officially done yet.
