SAN DIEGO (KGTV) — Construction crews have started on about 4.5 miles of bikeways and safety improvements stretching from downtown to Hillcrest.The projects include separated and buffered bikeways on Fourth and Fifth Avenues, safety improvements such as lighting, upgraded landscaping, and improved crosswalks for people with disabilities and pedestrians.In all, the project will cost .2 million and cross from B St. in downtown, through Bankers Hill, and to Washington St. in Hillcrest."This project will make it safer and easier for people to walk and bike along commonly traveled streets to visit local businesses and reach destinations such as Downtown San Diego, Balboa Park, and Hillcrest," said SANDAG Vice Chair and Encinitas Mayor Catherine Blakespear. "San Diegans are walking and biking more during the pandemic and this project will provide safe and convenient options for people to continue to choose active transportation, even when the health crisis is far behind us."The new bikeways are part of the Uptown Bikeways effort proposed in 2012, meant to connect Uptown, Old Town, Mission Valley, Downtown San Diego, North Park, and Balboa Park. SANDAG says community members worried about the potential loss of parking due to the project worked with officials to find solutions, and ultimately were able to provide a surplus of parking.The agency adds that it has modified construction schedules to best minimize its impact on businesses currently using temporary outdoor setups to operate under coronavirus restrictions along Fourth and Fifth Avenues.Construction on the project is expected to be finished in 2022. During construction, nearby residents and businesses can expect intermittent lane closures, parking restrictions, construction noise, and dust. Most work will be completed Monday through Friday, holidays excluded, between 7 a.m. and 5 p.m., and occasionally on Saturdays. 1910

SAN DIEGO (KGTV) — County health officials say 12 new flu-related deaths have been recorded in the last week, as cases also trend upward.The new influenza deaths included a 34-year-old East County woman with an underlying medical condition who died from influenza A, according to the County Health and Human Services Agency. This season, there have been 32 deaths in the county related to the flu, compared to 24 deaths at this time last season.The county says 2,292 local lab-confirmed cases were also reported last week. In comparison, only 487 confirmed cases were reported during the same week last year. This season's to-date total sits at 9,919 cases, passing the 9,655 cases reported all of last season.RELATED: Influenza B causing high number of pediatric flu deaths this season“The number of deaths and cases being reported are a sign that influenza is not easing up,” said Wilma Wooten, county public health officer. “Vaccination is the best defense we have against the flu. People who have not gotten immunized should do it now.”County medical experts recommend residents protect themselves against the virus by frequently washing their hands, cleaning commonly touched surfaces and avoiding contact with sick people.The flu vaccine is available at local doctors' offices, pharmacies, and public health centers. A list of locations offering flu shots can be found on the county's immunization website or by calling 211 for the county's health hotline.Local health officials and the CDC recommends everyone 6 months and older receive a vaccine, especially those at higher risk of complications from the flu such as pregnant women, people with chronic medical conditions, and locals 65 or older. 1712

SAN DIEGO (KGTV) - Border officials say they have received enough funding to replace 100 miles of border fencing along the U.S.-Mexico border.The Trump Administration will put forth about .6 billion through the 2018 Congressional appropriations.  The new border wall provides a comprehensive system of wall, lighting, and technologies, Acting Commissioner Ronald Vitiello said during a press conference Friday.In San Diego, a total of 28 miles of border barrier will be replaced. Fourteen miles of "dilapidated" border wall constructed with landing mats will be replaced with new steel bollard wall, according to Vitiello. Another 14 miles of secondary barrier inside San Diego will also be replaced.RELATED: President Trump says San Diego 'desperately' wants a border wall while touring prototypesIn Calexico, officials are on schedule to build a new 30-foot high wall, replacing two miles of pedestrian barrier, Vitiello said."We appreciate this down payment for our needs," Vitiello told reporters but added the appropriations do not fully fund their needs in other critical locations.The wall system being installed will not utilize the prototypes President Donald Trump recently visited the San Diego area to inspect. Instead, the replacement walls will use design standards that have already been approved.RELATED: Trump suggests US military foot the bill for border wallBorder officials are in the process of developing new design standards from the eight prototypes built in Otay Mesa. It's not clear when those standards will be established."We've learned a lot from the prototyping process," Vitiello said. SAN DIEGO (KGTV) — As the U.S. prepares for the possibility of a coronavirus vaccine, San Diego County public health officials detailed what groups will see the vaccine first.San Diego County Public Health Officer Dr. Wilma Wooten said the state anticipates receiving 327,000 doses in mid-December, with about 28,000 doses heading to San Diego County.According to the CDC's Advisory Committee on Immunization Practices, the phases for vaccine distribution will follow:Phase 1A: Healthcare personnel, nursing home residents, nursing home employeesPhase 1B: People with underlying medical conditionsPhase 2: Teachers, school staff, child care workers, food supply chain workers; Critical workers in industries essential to the function of society; People in and staff working at correctional facilities; All older adults not in Phase 1Phase 3: Children and young adults 30 and younger, critical workers not in Phase 1 or 2Phase 4: Everyone else living in the U.S.Wooten added that the county's first round of vaccines will have to go toward Phase 1A, and that there are well over 28,000 people in the first phase alone."It's not just doctors and nurses, it's other healthcare personnel that might take food to individuals in their room that would have COVID-19 or maintenance or janitors," Wooten said of the Phase 1A group on Wednesday. "So those are at the top of the list, acute healthcare facilities. Again, it is going to be very challenging. We are working out the numbers and working out the process now. But the good news is that the first shipment isn't going to be our last shipment."Wooten said that the second round of vaccine distribution will likely be within three weeks after the first round. She added that Phase 4 of distribution will likely occur in March and April.The FDA is scheduled to meet on Dec. 10 to discuss issuing an Emergency Use Authorization for Pfizer-BioNTech's COVID-19 vaccine. If the EUA is approved, shipments could begin within 24 hours. 1983
