SAN DIEGO (KGTV) - The biggest auto theft scheme in San Diego history has come to an end. District Attorney Summer Stephen announced Thursday that more than 100 vehicles were stolen though identity theft and fraud dating back to 2016. Investigators say the ringleader, 34-year-old Bryan Orr, created shell companies and used more than 20 co-conspirators to help him steal cars using identity theft and fraud. The items stolen ranged from high-end luxury vehicles to RVs and jet skis. "They would create fake lines of credit, fake credit histories, fake documents so that they could use it in their schemes," said CHP Captain James Portilla. "He would create fake websites so if an institution wanted to verify info on a loan application they would look like there was a legit business."In one scam, a straw buyer would purchase and finance a new vehicle. Thereafter, the auto loan would be paid in full by other co-conspirators. Once the title to the vehicle was sent to the purchaser, the vehicle would be immediately re-sold. Once the sale proceeds were secured, the individuals who made the payments would falsely report the fraudulent use of their bank accounts, leading financial institutions to refund the payments that had been made on the vehicles. Immediately the funds were withdrawn and passed on to Orr, investigators said.“As newer vehicles become equipped with effective anti-theft technologies, traditional methods of stealing vehicles are not as effective,” said Portilla, “As a result, we have seen an increase in vehicle theft using a variety of fraud schemes.”Another fraudulent scheme involved the purchase or return of “merchandise” between the various shell companies. Once the seller withdrew the proceeds from the transaction, the buyer would dispute the purchase and receive a provisional credit from the bank. Similar to the vehicle purchase scheme, upon receipt of the refund, the funds would be withdrawn immediately or used to make fraudulent purchases with other “shell companies.” Orr used the shell companies to steal in excess of .5 million from banks during this time period, prosecutors said.Orr has no criminal history and is still in custody on million bail. If convicted, he may face up to 100 years in prison.While 21 people face charges, six of them are still wanted in this case. 2334

SAN DIEGO (KGTV) - The City of San Diego is planning on expand its designated scooter parking zones to Ocean Beach. The Mayor’s staff recently sent a list and map of 106 prospective locations to the Ocean Beach planning board. The scooter corrals are similar to the on-street parking the city has already installed downtown. The ‘Micro Mobility Parking Corrals’ - as the city calls them - are installed at red curb spaces that do not block traffic, fire hydrants or impede visibility. The Mayor’s office says it is working with community groups to find suitable locations in OB and they plan to have feedback by June 10th. 630

SAN DIEGO (KGTV) - Surveillance video and photographs were released Tuesday in the search for three men suspected of an armed robbery at a Mission Valley apartment complex. The men approached a man and woman in the parking structure of the Millennium Apartments at 5080 Camino Del Arroyo at 11:30 p.m. Mar. 20, San Diego Police said. Officers said the men spoke Spanish and told the victims, “Give me everything you have! Fast!” The men took luggage and a purse from the victims and were last seen running onto Camino del Rio North, according to investigators.Police believe the men may have driven away from the area in a white, early 2000’s Hyundai Sonata or Kia Optima eastbound on Camino del Rio North, then north on Camino del Arroyo. The first man was Hispanic, 26 to 32 years old, with a stocky build. He was wearing a black hoodie, dark pants, white shoes, and a black hat with white lettering. Police said the second man was Hispanic, 25 to 30 years old, with a stocky build. He had on a black t-shirt, black shorts, black shoes with white accents, and a black hat. The third man was Hispanic, 30 to 40 years old, with an athletic build, black and silver Raiders track jacket, black pants, black shoes with white accents, and a black hat. SAN DIEGO (KGTV) -- The city of San Diego has turned to two community leaders to assist with gang prevention and improve communication between police and the community.Mayor Kevin Faulconer on Tuesday announced the hiring of Rev. Gerald Brown to oversee police-community relations, and Pastor Jesus Sandoval to lead its commission on gang prevention."At age 16 I had been shot and stabbed, didn't think I would make it to 18," said Sandoval, once in a gang himself. "Since then I've been dedicating my life to helping other people."Brown will take over the Citizens Advisory Board on Police-Community relations, which meets monthly at various locations in the city. He said he is already working on arranging for clergy to spend 10 hours a month with police.Brown also wants to make himself accessible to the community and says he will bring concerns directly to the chief of police. "Really focus on how do we bring communities together? How do we bridge that gap, especially when working with African American community and law enforcement, find ways we can seek peace," he said. But some say the city needs to do more. Kate Yavenditti is a member of Women Occupy San Diego, which is seeking more police oversight. She said she has been attending the police-community relations meetings for about two years and hasn't seen many results.She said she would like the groups to be more than just advisory."So they can send recommendations up to the mayor and the mayor doesn't have to make any changes, and that's pretty much what's been happening," she said.The police-community relations board next meets 6 p.m. Monday at the Taylor Branch Library in Pacific Beach.    1706
