Borrowing, drawing from rainy day funds and reducing government workers’ pay.These are some actions states are considering to shore up their finances amid a sharp drop in tax revenue caused by the economic fallout from the COVID-19 pandemic.With Congress deadlocked for months on a new coronavirus relief package, many states haven’t had the luxury of waiting to see whether more money is on the way. Some that have delayed budget decisions are growing frustrated by the uncertainty.As the U.S. Senate returns to session Tuesday, some governors and state lawmakers are again urging action on proposals that could provide hundreds of billions of additional dollars to states and local governments.“There is a lot at stake in the next federal stimulus package and, if it’s done wrong, I think it could be catastrophic for California,” said Assemblyman Phil Ting, a Democrat from San Francisco and chairman of the Assembly Budget Committee.The budget that Democratic Gov. The resulting consumer spending led to a rebound in sales tax revenue in some states. It's a disturbing generational shift that puts young people in greater peril than many realize and poses an even bigger danger to the older people who cross their paths. National figures show that almost as soon as states began reopening, people 18 to 49 years old quickly became the age bracket most likely to be diagnosed with new cases. And although every age group saw an increase in cases during the first week in June, the numbers shot up fastest in the younger age group.“The virus hasn’t changed. We have changed our behaviors,” said Ali Mokdad, professor of health metrics sciences at the University of Washington in Seattle according to The Associated Press. “Younger people are more likely to be out and taking a risk.”In Florida, people aged between 15 and 34 make up nearly a third of all cases of COVID-19 in the state. In the past week, two 17-year-olds have died after contracting the virus.Officials fear that a surge in infections among older Americans could come next.“People between the ages 18 and 50 don’t live in some sort of a bubble,” Oklahoma City Mayor David Holt said, according to The Associated Press. “They are the children and grandchildren of vulnerable people. Senate Republicans and the White House reached tentative agreement for more testing funds in the next COVID-19 relief package, but deep disagreements over the scope of the trillion in federal aid remain ahead of Thursday’s expected roll out.Facing a GOP revolt, Senate Majority Leader Mitch McConnell was preparing a “handful” of separate COVID-19 aid bills, according to a top lawmaker involved in the negotiations. McConnell is set to unveil the package on Thursday, according to a Republican unauthorized to discuss the private talks and granted anonymity.“Very productive meeting,” Treasury Secretary Steven Mnuchin said while exiting a session late Wednesday at the Capitol.A key holdup remains President Donald Trump’s push for a payroll tax cut, according to a Republican granted anonymity to discuss the private talks. Hardly any GOP senators support the idea. Instead, McConnell and some Republicans prefer another round of direct ,200 cash payments to Americans.Mnuchin said the negotiators have agreed to an amount on direct payments, but declined to share details.The rest of the legislation is taking shape even as key Senate Republicans are rejecting the overall rescue, which is almost certain to grow. There will be no new money for cash-strapped states and cities, which are clamoring for funds, but they will be provided with additional flexibility to tap existing aid funds.Republicans propose giving 5 billion to help schools reopen and billion for child care centers to create safe environments for youngsters during the pandemic.The centerpiece of the GOP effort remains McConnell’s liability shield to protect businesses, schools and others from COVID-related lawsuits.
