ASTANA, Nov. 10 (Xinhua) -- China's top political adviser, Jia Qinglin, met here Wednesday with Kazakh President Nursultan Nazarbayev and both sides called for intensified bilateral ties.Jia, chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, said during the meeting that bilateral relations have witnessed fruitful development since the two countries established diplomatic ties 18 years ago.China and Kazakhstan have supported each other in such issues concerning their core interests as sovereignty, security and territorial integrity, Jia said.They also have carried out close cooperation under multilateral frameworks of the United Nations, the Shanghai Cooperation Organization (SCO) and the Conference on Interaction and Confidence-Building Measures in Asia, the top adviser said.In addition, Jia said, both sides have kept close communications and coordination on major regional and international issues."Deepening relationship between the two was in line with the basic interests of the people in two countries, and China will work hard with Kazakhstan for a sounder and deeper relationship," Jia said.China and Kazakhstan bear great potential in economic development, and the two sides will further strengthen cooperation in the fields of finance, energy, transportation and tourism, Jia said.Nazarbayev hailed the close high-level contacts and the development of ties after the two countries established a strategic partnership in 2005.He also hailed the ever-deepening pragmatic cooperation that has benefited the two countries.Kazakhstan values the development of its ties with China and stands ready to work together to further enhance exchanges and cooperation in such areas as trade and economy, energy, and security so as to keep promoting their strategic relationship, the president said.Nazarbayev also vowed to intensify cooperation with China under the SCO framework."Since Kazakhstan is now chairing the rotating presidency of the organization, we will try all means to prepare and present a successful summit next year," he said.On the same day, Jia also met with Nurlan Nigmatulin, first deputy chairman of People's Democratic Party "Nur Otan." Jia called for closer ties between the Communist Party of China and "Nur Otan" party under the basic principles of "independence, equality, mutual respect and non-interference in other parties' internal affairs."Nigmatulin echoed Jia's remarks, and said he looked forward to closer contacts between the two parties to boost full development of relations between China and Kazakhstan.Jia arrived here Tuesday for a three-day goodwill visit to Kazakhstan.

BEIJING, Dec. 11 (Xinhua) -- China's retail sales of consumer goods grew 18.7 percent in November year on year, the National Bureau of Statistics (NBS) said Saturday.Retail sales of consumer goods stood at 1.39 trillion yuan (208.1 billion U.S. dollars) in November and the growth rate was 0.1 percentage points higher than that in October, the NBS spokesman Sheng Laiyun said at a press conference.Retail sales of consumer goods in the January-to-November period reached 13.92 trillion yuan, up 18.4 percent from the same period last year.The growth rate in the January-to-November period was 0.1 percentage points higher than that in the January-to-October period.The NBS said urban consumption hit 1.2 trillion yuan in November, up 19 percent year on year.Rural residents spent 186.5 billion yuan on consumption goods in November, up 17 percent year on year.In breakdown, catering sector sales rose 19.6 percent to 160.1 billion yuan in November from a year earlier, while retail sales increased 18.6 percent to 1.23 trillion yuan in November year on year.

BEIJING, Dec. 8 (Xinhua) -- "Building roads before building wealth," a widely known slogan in China, was cited by Lao Deputy Prime Minister Somsavat Lengsavad.Lengsavad was referring to a planned high speed railway for his country. As an inland country, Laos wants to counter its disadvantages of being land-locked by improving its transportation systems, Lengsavad said at the ongoing seventh World Congress on High Speed Rail in Beijing.In April, Laos reached an agreement with China to establish a joint venture that will construct a railway linking China's southwestern Yunnan province and the Lao capital of Vientiane. The project will be launched in 2011, with an estimated construction time of four years, Lengsavad said.Thailand, another country in Southeast Asia, is also partnering with China to improve its rail network.In October, Thailand approved a negotiation framework for a project for Thailand-China cooperation on high-speed rail. Under the framework, the two countries will cooperate to build five railways designed for speeds of 250 km per hour at a cost of 22.5 to 25.5 billion U.S. dollars.Regional traffic networks promote trade, investment as well as economic and social development, Thai Deputy Prime Minister Suthep Thuagsuban said at the conference.China's high-speed rail is welcomed by its neighboring developing countries, not only for its competitive cost performance ratio, but for the great impetus it gives to economic and social development.Some media even used "high-speed rail diplomacy" to describe the prosperity of China's construction of the rail network.On the other side of the Pacific Ocean, Chinese enterprises have begun to enter the U.S. market.General Electric Co. (GE) has announced the company and China's largest rail vehicle maker China South Locomotive & Rolling Stock Corporation Limited (CSR) will invest 50 million dollars in a U.S. based joint venture to make high-speed trains."It's very good they (GE) can find a world-class partner here in China to work with. I'm sure it will benefit both companies and both countries as a result," said Bill Millar, president of the American Public Transportation Association.Since 2003, China has signed agreements or memoranda of understanding for bilateral cooperation on rail with more than 30 countries, including the United States, Russia, Brazil, Saudi Arabia, Turkey, Poland and India.In a post-crisis era, developing the low-carbon economy and seeking sustainable development has pushed for a third global wave of high-speed railway construction.Under this circumstance, China's high-speed rail network has been developing quickly over the past years with a combined length totaling 7,531 kilometers, the world's longest.During a latest test run on the Beijing-Shanghai high-speed railway in December, a CRH-380A train set a new speed record of 486.1 km per hour.Chinese manufacturing sources said Tuesday China aimed to break the world high-speed rail record of 574.8 km per hour in a trial run next year.All these are the basis for China's high-speed rail industry to "go abroad" and conduct international cooperation.Chinese Vice Premier Zhang Dejiang said at the conference that China should open up wider to the outside world and enhance communication and cooperation with other countries in high-speed rail, while encouraging Chinese rail enterprises to "go abroad" and enhance friendship through cooperation.Jean-Pierre Loubinoux, general director of the International Union of Railways (UIC), said the great development of Chinese high-speed rail has demonstrated that only by learning from each other can all seek a better and faster development."The cooperation on high-speed rail enhances cooperation between nations, thus advancing the industry to a higher standard," said E. Grillo Pasquarelli, director of Inland Transport of the European Commission.

  

BEIJING, Nov. 27 (Xinhua) -- China's apparent consumption of crude steel is likely to reach 596 million tonnes this year, a year-on-year increase of 5.6 percent, according to a steel association official.Apparent consumption represents the sum of net imports and output, and can be used to estimate real consumption excluding inventory.Luo Bingsheng, deputy head of the China Iron and Steel Association, expected the country's crude steel output to climb 8.2 percent this year from one year earlier, to reach 624 million tonnes.Luo further noted that a rising investment in 2011 would result in an increase in China's steel demand.If the year-on-year growth of the country's social fixed assets investment maintained itself at around 20 percent next year, China's crude steel apparent consumption would see an annual increase of 40 million to 50 million tonnes next year, said Luo.

  

BEIJING, Dec.24 (Xinhua) -- China will bring its overall money supply to a normal level with a range of policy tools next year as the government shifts monetary policy from "moderately loose" to "prudent", the central bank said Friday in a statement on its website, citing Deputy Governor Hu Xiaolian.Hu, a deputy governor of the People's Bank of China (PBOC), said at a meeting with bankers that China needs a shift to a prudent monetary policy to rein in rising consumer prices and curb asset bubbles.China is facing tremendous inflationary pressures, with the country' s consumer price index (CPI), a main gauge of inflation, accelerated to a 28-month high in November of 5.1 percent."The major task for next year's monetary policy will be normalizing money supplies," she said, noting that the growth in money supply, mostly measured by M2, or the broad money supply, should be slowed from the pace during the implementation of a moderately loose policy.The Chinese government should maintain a "reasonable and moderate" credit growth next year that is in line with the country's goal in economic development and inflation control.New yuan-denominated loans in China stood at 7.45 trillion yuan in the first 11 months of this year - just shy of the government's full-year target of 7.5-trillion-yuan.Hu said with the global financial crisis having eased from its peak and China's stabilized economic momentum, the country is able to maintain a steady and relatively rapid economic growth with a prudent monetary policy.Hu stressed that China is facing pressure due to ample liquidity from home and abroad, and for the next phase, the Chinese government will work on liquidity controls with a range of policy tools, including open market operations and adjustment in interest rates and reserve requirement ratios.She highlighted the use of the differential reserve requirement ratio to supplement regular policy tools, which could guide banks to lend "reasonably, moderately and steadily" and boost risk controls in the financial system.China increased interest rates by 0.25 percentage points in October and hiked the bank reserve requirement ratio six times this year to 18.5 percent and 19 percent for some large commercial banks in a move to curb lending amid accelerating inflation.
